Hi Chris,
Good morning. I apologize for the delay in my response, but I wanted to address your concerns regarding the
requirement for plans for the property at 702 Fairfield St. W.
On January 19, 2023, an inspection was conducted by Gabe Hammett, which revealed some concerning safety
issues. Consequently, Jarrod Bordi posted an "unsafe to occupy" sign on the building on January 25, 2023. You
can find more details in the attached email.
On November 7, 2023, Lisa Strickland informed Ryan Leiser of Ajia via email that there were issues with the
building requiring further information before any business could occupy it.
On April 25, 2024, after discussing with the Building Official, I emailed Ryan Leiser to request a complete floor
plan, similar to what was requested for the Canyonside Labs/Plant Therapy building. We agreed to process this
as a zero-dollar permit (see attached email).
On August 29, 2024, Laughlin Ricks Architecture submitted a permit application for Spot On, which included a
comprehensive floor plan for the entire building.
On December 9, 2024, the plans were processed, and the applicant was notified. I noticed there were fees,
which were waived as agreed.
Since my tenure with the City of Twin Falls began in 2007, the building has seen numerous occupants. We have
encountered some tenants occupying spaces without proper permits. With Spot On's sign permit application and the
safety concerns identified on January 19, 2023, it was a coordinated effort by Planning & Zoning, Fire, and the Building
Department to require a complete set of plans. This will help us recognize Spot On legally and assist future tenants in
avoiding code violations.
I also want to highlight that all building department records are public and can be accessed through a public information
request on our website. If you are considering purchasing property within city limits, we encourage you to request any
available information to understand what is currently permitted and identify any ongoing code enforcement issues. Our

Maybe I am just confused at this point.
This is my recollection- I purchased the building and moved a small business into it. We then hired Lytle
Signs to put a sign up for Spot On. When that sign permit was submitted we were told we couldn't do
that since there wasn't an occupancy permit.
I wasn't really sure why we didn't automatically have occupancy since there was no change of use, just
change of ownership. But then we learned to get occupancy we needed to build a staircase. After a
miscommunication on my team, we built the staircase one weekend without a permit. That staircase
came down and we pulled a permit and built the new staircase which has now been signed off and that
permit closed. Was the staircase the only sticking point to occupancy?
The sign then went up. Is this fee to just close out that sign permit or was there a separate permit for
occupancy? If there is a separate occupancy permit, does that require a contractor since we didn't
make any other changes that would require a building permit?
Also I am truly just trying to understand. I know that sometimes without hearing the tone of voice my
emails come across as antagonistic but that is not the case. Just trying to get on the same page.

This permit has been reviewed and approved by all departments and is ready to be paid for.

I am still a little confused on why we need a new occupancy permit. This has been the same
continuous use for decades- retail, office, warehousing, wholesale distribution. Nothing has changed,
and this building has never been vacant during that time. We haven't done any alterations to the
interior- no addition or removal of walls, etc. We did some cosmetic upgrades like paint and carpet,
and we are doing some upgrades to the exterior of the building as seen and noted.
I understand why we needed to put the staircase back up, but other than that I am confused on why we
are even being asked to do anything else there.

We chose to build a new ramp just for ease of access to the building, but then the city wanted to add
requirements to it concerning ADA access. I am not sure why.
