Dear Jon,
In response to your letter of May 2, 2013,please see the following responses as well as the
revised drawings which you will receive shortly. Please let me know if you have any further
questions or comments. Thanks for your timely review of this project.
1. Public access during hours of operation will be prevented by providing a chain closure at
the top of the spiral stair and a gate at the top of the central stairway connecting the first
floor and basement. These will also be signed, "No Public Access". The elevator
controls will be modified to prevent unauthorized access to the third floor. There is no
elevator access to the basement.
2. Please see the revised first floor code plan on sheet A-0 for egress from, and through, the
exterior patio.
3. The note shown in space 207 should have referred to IFC Section 4604 and Table 4604.7
"Egress Width Per Occupant Served". The width factors used were 0.2"per occupant for
stairways and 0.15"per occupant for other egress components, as allowed for fully
sprinklered buildings constructed prior to the adoption of building codes.
4. Please see the revised code plans on sheet A-0 for additional exterior lighting.
5. Plumbing fixtures were provided per Chapter 29 of the IBC 2009 edition. The following
assumptions were made:
a. For the second floor Banquet and Future Banquet spaces, as well as the first floor
Restaurant and Bar/Restaurant, a factor of one w/c per 75 occupants and one
lavatory per 200 occupants was used.
b. For the first floor Night Club, a factor of one w/c per 40 occupants and one
lavatory per 75 occupants was used.
c. Please note that the outdoor dining area was not included in the calculations and
additional fixtures have not been provided for this exterior space.
d. Please note that urinals have been substituted for three of the required five w/c's
required for the Men's Restrooms.
e. It is my understanding that the IPC does not require drinking fountains in
occupancies that serve water. I request that the drinking fountain requirement be
waived under this exception.
6. My understanding is that the first floor Restaurant and Bar/Restaurant will be operated
six days per week from 11:00 am until 2:00 pm, and from 5:30 pm until 10:00 pm. The
Night Club will be open Friday and Saturday nights from 10:00 pm until 1:00 am. The
second floor Banquet Room will be available for events as it is booked. Initial estimated
usage is one night per week from 8:00 pm until 12:00 pm.
7. My understanding is that the second floor Banquet Room, shown as"future", will not be
completed, or occupied, at this time and that the required mechanical plans will be
submitted prior to beginning of mechanical work in this area.
