At least, that was the message that was passed on to me based on the conversa?ons you had with City Staff at the front counter. I hope this email will suffice. For convenience, I have included Laura Wilson and Jon Laux with the Twin Falls County Planning and Zoning Commission to truncate any possible misunderstandings. The informa?on contained within this email is for general guidance and does not reflect every detail that is required within the Pla?ng Process. We encourage, and in some cases require, that development applicants have an Idaho Licensed Engineer listed as part of the applica?on. It is the Applicants responsibility to ensure their Engineer is following all applica?on requirements and City Code. City Staff are required to be the reviewers of the applica?ons, we are not allowed to create, dra?/draw, or write applica?on materials for the applicant. There are 4 main milestones outlined within City Code, Title 10 Chapter 12, for subdivisions within the City of Twin Falls. They are in the following order, and I have also provided a brief descrip?on of what they entail. 1. Pre-applica?on (See City Code 10-12-2-2). This step is the first, and most basic step in terms of informa?on required to submit to the City. Per City Code the applicant provides the City with a basic drawing/sketch of the project, and the City will deliver a list of items required within City code, and other engineering standards, for the applicant to address on the subsequent preliminary plat applica?on. There is no cost for the pre-applica?on. nd 2. Preliminary Plat Applica?on (See City code 10-12-2-3). This is the 2 step, and has the most informa?on required on the applica?on and within city Code. The preliminary plat review is quite extensive, and contains a lot of informa?on needed for the approving authority (Planning and Zoning commission) to make a decision. This applica?on goes through a public mee?ng to be approved, and can be condi?oned by the PZ Commission to address special/specific items they believe need to be addressed to maintain the public health safety and welfare of the community. Our City Code requires cemeteries to follow addi?onal items listed in City Code 10- 12-5-7 to ensure the special development is safe. There is a fee for preliminary plats see the City Master Fee Schedule. 3. Final Plat Applica?on (See City code 10-12-2-4). This step takes a more technical turn as the applicants engineer/surveyor is required to follow the Idaho Statute for plat drawings (see Idaho Statute 50-1301 thru 1334). This applica?on is reviewed by the City Council (as required by Idaho Statute) in a public mee?ng. Their review is more related to the technical drawings and signatures on the plat, ensuring all City and State Codes have been followed. There is a fee for final plats see the City Master Fee Schedule. 4. Construc?on Drawings (See City code 10-12-3). The Design standards set forth by the City Engineer are required to be followed when a subdivision is created. In general this means any public infrastructure like new streets, curbs, sidewalks, sewer, water, etc, are to be constructed as part of the development, and shall be finished prior to the final plat being recorded and land being offered for Sale/transfer/usable for the intended development purposes. These drawings are generally reviewed between the approval of the Preliminary Plat and the submission of the Final Plat. There is a fee for construc?on plan review see the City Master Fee Schedule. As to the specifics of your Situa?on with the Islamic Cemetery Development. You have completed step #1 (Pre- Applica?on). City Staff then sent you a list of items to include/answer on your subsequent Preliminary Plat Applica?on. 1 The list was sent by engineering Staff member AC Stowe in December 2023 and again in March 2024, see a?ached emails. At this point, we have not received a Preliminary Plat Applica?on that contained all the required documenta?on per the applica?on form. It is my understanding that you are working towards that goal. I would advise you to review the applica?on with your engineer and ensure that all items listed on the applica?on, and all items required by City Code 10- 12-5-7: Special Developments: Cemetery, are included in your Preliminary Plat applica?on. Our current work load has Preliminary Plat reviews taking about 50 days from complete applica?on submi?al to securing a Public Mee?ng Date with the Planning and Zoning Commission.
