Request for Qualifications
Wendell Filer Martin Round-a-Bout Project
Purpose:
The City of Twin Falls is preparing to select a consultant to design, bid, and provide construction
engineering and inspection services on the Wendell Filer Martin Round-a-Bout Project and is seeking
qualification information from engineering firms.
Professionals meeting requested criteria will be considered and ranked accordingly for selection.
Selection will be based on project-specific requirements provided in the project scope description.
Project Description:
The project has been divided into two sections. The first milestone will be survey, initial design and
creating a legal description of property the City will need to acquire for RoW. The next milestone
would include complete plans and specifications as well as bidding. Finally, construction observation
would be negotiated after bidding. A preliminary drawing was completed by the City to complete a
memorandum of understanding with a developer. This drawing may be used as a reference by firms
as an example of the available land for design only and the basic layout of the intersection. (Concept
drawing available upon request)
It is anticipated that the successful firm will enter into an agreement with the City to perform
professional services that include civil engineering design,preparation of cost estimates, plans and
specifications utilizing Idaho Standards for Public Works Construction and City Revisions thereto,
bidding, and construction engineering and inspection.
The design firm may need to work with the Twin Falls Highway District, the Twin Falls Canal
Company, and adjacent property and business owners. The public outreach portion of this project will
be especially important as this will be the first project of this type completed by the City of Twin
Falls.

Submittal Information Requested / Qualifications:
1. Qualifications of Project Manager—provide relevant qualifications, experience and location
for the project manager chosen by your firm for this specific project. It is expected that the
project manager listed will indeed be the project manager for the project.
2. Qualifications of the Firm and Staff—provide roles, availability, and physical location of
the personnel that would be involved with this project. Differentiate between team members
who will have day to day involvement and those who will only have occasional involvement.
Specify if (i.e. in a QC role, involved in only a specific task, etc.)
3. Relevant Project Experience and References—list and describe similar relevant projects
performed by the team members and their specific project roles. Identify the owner of each
relevant project along with contact name and phone number. Selected references may be
contacted. Describe project approach,proposed methods, and anticipated typical timeline to
complete project. Include public outreach experience if available.
4. Geographic Considerations—provide physical location of team members, experience with
local government agencies and methods for communication and management.
Submittals Requirements:
Provide 1 hard bound copy and an electronic submittal in .pdf format, 7 page maximum length. A
single front page cover sheet or letter will not be included in the 7 maximum page count. A single
back cover sheet will not be included in the 7 maximum page count.
Submittal:
Proposals must be received no later than December 12, 2024, in an envelope or package and
clearly marked REQUEST FOR QUALIFICATIONS—Wendell Filer Martin Round-a-bout
Project, with the firm's name and address indicated on the package.

Selection Process:
Each consultant will be ranked by a team comprised of City staff using the criteria below. The
City will move forward with the highest rank consultant having them provide a scope of services
outlining required professional services and associated costs. If the consultant and the City agree
to all terms outlined in the proposed scope of service and fee, the City will enter into an
agreement with the firm to contract for professional services. If unable to negotiate a reasonable
and fair contract, the City shall negotiate with the next ranked respondent.
