J-U-B ENGINEERS,Inc.(J-U-B)is pleased to present this proposal for the Wendell Filer Martin Round-a-bout Project.We live,work,and
play in the Twin Falls/Magic Valley community and are passionate about supporting the City of Twin Falls in improving our local infrastructure.
We are grateful for the opportunity to work with you again and collaborate with you to refine a solution to the Wendell/Filer/Martin
intersections.
We have done our research.Our commitment to the City of Twin Falls is to provide you with the highest value in terms of a consultant
partner.From our current understanding of the project and after meeting with Mr.Stowe,we started to refine the City's conceptual layout
taking into account the existing traffic issues,right-of-way limitations,and irrigation needs.We think there are a variety of geometric
solutions,three are shown on page 6 of the proposal,that we can use for conversation as we begin to develop the ideal solution with you.
We offer the City a truly efficient partner that will guide the process towards a successful outcome—on schedule and with a focus on quality
products and processes.
We are experienced.J-U-B has extensive roundabout experience and brings a team of experts and a portfolio of roundabouts to support
you through this project and process.We also understand that this will only be the second roundabout in Twin Falls,the first constructed
by the City,and that communication and education of the public will be critical.To address this need,we will use our in-house public
involvement subsidiary,The Langdon Group,to assist you in providing public outreach and roundabout education to the community.This will
be essential when developing a unique transportation solution,likely the first of its kind in Twin Falls.
We are local.The majority of our design team will be out of J-U-B's Twin Falls office,who you know and have worked with.Chelsea James
and Matt Sipple,our project leadership team,commit to providing the key staff we have identified in this proposal for the duration of the

Qualifications:Chelsea is a project manager for J-U-B in the Twin Falls office and serves as the SW Idaho Regional
Transportation Manager within J-U-Bs Transportation Services Group(TSG).Chelsea has a diverse range of project experience
including roundabout design,urban arterial and collector widenings,pedestrian improvements,drainage studies and design,utility
coordination,traffic control,and construction staging.
Roundabouts are one of her passions,and her expertise includes the design and performance checks of single and multi-lane roundabouts.
She understands the unique design considerations for balancing roundabout geometrics with the safety and operation of the intersection
and the impact to surrounding properties.She has been the lead engineer on at least six roundabouts and has created conceptual layouts
for over 20,including non-circular and peanut shaped roundabouts.She understands the full project implementation process,from
understanding the client's needs,preferences,and site constraints,to developing layout alternatives,creating the horizontal and vertical
design,plan production,and facilitating the public involvement process.Her experience also includes the design of signing and pavement
markings to ensure optimal operation.

Description:The City of Smithfield hired J-U-B to design a single-lane roundabout at

concept analysis to minimize ROW impacts to residential properties on the northwest,
southwest,and southeast corners and utilize the open field south of the school on
the southeast corner instead.The roundabout design included a detailed fastest
path and truck turning movement analysis as well as pedestrian investigation and
<- recommendation of treatment options.The J-U-B team then took the project from
concept design through PS&E including roadway horizontal/vertical design,drainage
design,utility investigation,coordination and relocation,lighting design,ROW plan
preparation,landscaping design,environmental evaluation,and coordination with the

y school district and impacted property owners.J-U-B also performed the construction

Due to the heavy volume of school traffic during the school year,this project was
constructed in approximately ten weeks while students were on summer break.

Description:LHTAC and the City of Moscow retained J-U-B to design improvements
to Mountain View Road as well as the intersections at Joseph Street and 6th Street.
The intersection at 6th Street was redesigned from a two-way stop to a single lane
roundabout.The Joseph Street intersection included the addition of left-turn lanes
for Mountain View Road and the east leg of Joseph Street.The existing roadway width
j of 24 feet was widened to 36 feet to accommodate a two-lane urban road section
/:r 4 ,• with bicycle lanes,curb and gutter,and a 5-foot separated sidewalk on the west

throughout the corridor,and a rectangular rapid flashing beacon(RRFB)was installed
for pedestrians crossing Mountain View Road at 7th Street.J-U-B prepared the traffic
analysis,concept report,preliminary design,NEPA document,final design,right-
of-way plans and legal descriptions,and PS&E documents.We also performed the
stormwater and lighting designs and managed public involvement activities,which
L, included door-to-door stakeholder meetings,mailers,and two public open houses.

unknown utility conflicts.J-U-B successfully completed construction engineering and
inspection for the project and helped navigate sensitive change orders throughout the

Description:The Quarry Subdivision is a new luxurious multi-phase residential
QUARRY project in Middleton,Idaho.J-U-B has been involved in the master planning,
SUBDIVISION i entitlements,and design of this community since early 2021.Conditions of Approval
from both Highway District 4(HD4)and the City of Middleton required extensive
frontage improvements to Middleton Roadway,a rural arterial road,including a multi-
lane roundabout at the intersection with the Quarry Subdivision entrance.
The new Middleton Roadway Corridor will continue to provide access to local existing
companies such as Idaho Materials Company,Idaho Power,and Rule Steel,while
providing greater access for pedestrian and bike transportation south of the Boise
River by providing a shared-use pathway and a bike lane.In addition to increased
s transportation opportunities,the roundabout and frontage improvements will give
new life to the area's aesthetic nature through well designed landscaping and lighting.
Design considerations for the improvements include:

The first phase of design included nearly one mile of roadway frontage improvements

layouts,roundabout plans,roundabout grading,drainage design,signage and

Description:The City of Sandpoint retained J-U-B to address a mobility need in
a critical area of their city,Schweitzer Cutoff Road's(SCO)intersection with Boyer
Avenue.This area includes direct access to the airport,county fairgrounds,county
sheriff's office,countyjail,designated local industrial truck route,commuter traffic
�. and Schweitzer Mountain Resort.The public was experiencing traffic congestion,long
t delays,and no pedestrian facilities.Several public meetings were held during the
design process to gain input from the community and address concerns.Some of the
topics covered included:multi-use pathway location,aesthetics,airport proximity,
.� impacts to Sand Creek,utilities,and construction duration/timing.The trucking
community also expressed concerns over the roundabout and possible limitations
'! to truck movement.A"roundabout rodeo"was held in a large parking lot where the
= planned roundabout was marked out with cones and the trucking community was
allowed to"drive"the roundabout.This not only made truckers more comfortable with
the prospect of a roundabout,but it also allowed the design team to slightly adjust the
roundabout design to better accommodate the largest expected trucks.Full pedestrian
facilities(sidewalks and shared-use paths),bike lanes,the new roundabout,and a
new bridge were all tied together.J-U-B helped assemble three funding packages and
staged the improvement over several years to make the entire system work well and
look like a single project upon completion.

The goal of a roundabout is two-fold:1)move traffic efficiently _ �-
