Before founding the company, Andrew was employed by two prominent general contractors/construction managers in Southern Idaho. He started working as a project assistant and worked up to Sr. Project Manager overseeing the project management team of project managers, assistant project managers, and an estimating team, as well as the superintendents in the field. The decision to depart from these established companies and embark on a solo venture as a Construction Manager/General Contractor was only after extensive contemplation and deliberation. This decision turned out to present incredible opportunities for both Andrew and his clients alike. Over the past three years, Andrew has worked hard for SuburbanCM to gain his own experience. Andrew clearly understands the importance of the company having its own experience and reputation collaborating with owners, vendors, and trade partners regardless of his prior experience at other companies. This experience has been proven and continues to mature. SIZE Andrew has been a licensed Construction Manager since 2016, and SuburbanCM has been a licensed Idaho Public Works Contractor since February 2024 with an AA license. Along with licensing, bonding is currently at $3,000,000 single/$6,000,000 aggregate, granting it the authority to undertake this public project. It is likely to increase in February 2025. SuburbanCM has grown, as its volume of services and workload has increased over the past three years. From late 2021 to date, SuburbanCM has grown from three smaller projects valued at $270,000, into 2023 with 18 projects valued at approximately 4.86 million dollars, and today with nine projects valued at approximately 3.72 million dollars plus three additional projects at the preconstruction phase valued at approximately 2.575 million dollars. Over the past few years, SuburbanCM has utilized a construction manager and a general contractor approach, nine projects for a public entity (seven active/completed and two preconstruction). RESOURCES The company has an internal workforce of five full-time employees between the office and field, and it engages with external consultants and contractors as needed, forming a dependable team capable of managing projects within the company's licensed scope. As we have grown, we have added key employees who have stayed with the company and shared in its success. From demolition, concrete and framing to finishing work, we are tooled up to do take on these areas of work with our own forces. We have also invested heavily in our management tools. Those consist of the typical industry tools such as email and software as a service, but we pride ourselves in how we have implemented them. Our operations are exclusively on-screen, whether they be on a desktop or mobile device in the office or in the field. Tools such as MS Office, Bluebeam, Plan swift, DocuSign, and Procore are key ingredients to the success of each project. Trade partners are a key resource and a large part of our success as well. We consider them valuable resources and not just subcontractors or "the low bid." The experience they bring to a project is held in high regard. We have worked diligently over the years, even prior to SuburbanCM, to cultivate solid relationships in the trades that are mutually beneficial. Typical Volume of Work At this point in our company, we are focusing on projects that are between $10,000 and $2,000,000 with construction that take less than 12 months. Sometimes we work on several of these projects at one time. Financial Stability SuburbanCM has been focused on creating a balance sheet and keeping cash on hand to manage the size of projects we are pursuing. By approaching our finances this way, we were quickly able to obtain bonding from a reputable agency that believes in our company and the opportunities we have to succeed. Pay the bills as quickly as possible, run the payroll once a week, pay our taxes and insurance on time and this seems to keep everyone happy. While other General Contractors have adopted a "pay when paid" approach, we have positioned ourselves to support these important relationships by being financially proactive. Twin Falls Idaho 1 208-490-7595 1 suburbancm.com Basic Construction Management Techniques and Methods This project at the Pool for the City of Twin Falls is like other projects, but at the same time is going to be unique. Andrew has worked on various projects over the years, from the Terminal Expansion and Remodel at the Magic Valley Regional Airport, where he was both the site superintendent as well as the project manager to working on-site at Chobani for the Water Recycle Recovery Facility project for multiple phases to a remodel at the Tomatoes Restaurant for Urgent Care of Idaho. All these projects, like yours, were unique, but still similar. As soon as we join the team, we want to find, as quickly as possible, what will make this project so different from others. We can see not only what we can see from the plans, but what we will see when we begin bringing together the team that will execute the project. Yes, we will apply industry standards of construction management to this project, but custom tailored for the City of Twin Falls and the stakeholders involved with the Pool. This takes finesse and a positive mindset, knowing that it might be the first time some have been involved in a construction program. We will not take that for granted. We also know some will be experienced. We would like to have their perspective. It may save the project time and money. Andrew believes building relationships with the owner and all team members is key to managing successful projects. Creating and keeping positive relationships with subcontractors and vendors creates a better opportunity to keep the industry's means and methods at work for the owner. Review Currently, Andrew is the Superintendent and Project Manager for each project. That combination has proven to reduce the miscommunication that a lot of time happens when a Project Manager is overloaded and hands off a new project to a Superintendent, and they play a catch-up game for the first half of the project. Possibly, on a project where the owner has entered into a stipulated sum contract with a general contractor and all the construction documents are complete, miscommunication is somewhat assuaged. On a CM/GC project of this size, where SuburbanCM can collaborate with the owner and the architect during pre-construction, it gives an advantage to the owner when the Project Manager is also the Superintendent and is guided by the owner's vision from start to finish. Twin Falls Idaho 208-490-7595 1 suburbancm.com 4) Project Approach Preconstruction Services For the size and scope of this project and considering what is typical in our local market, the A133-2019 is our preferred contract with the Owner. A CM/GC contract is more efficient than a CM/R for the owner, considering the scope of this project. The outline of this contract lends itself to allowing for a robust pre-construction effort while at the same time expanding into the construction phase by simply using Exhibit A, Guaranteed Maximum Price Amendment. This A133-2019 contract will define the CM/GC as the only contractor to request payment from the City of Twin Falls for the construction work. In turn, SuburbanCM as the CM/GC will be responsible to the owner for carrying the entire cost, including a negotiated markup and the general conditions. A Construction Manager can work independently of a General Contractor. In this area, we see that more often as an Owner's Representative. The Construction Manager is typically a General Contractor as well. They become the General Contractor for the project once they are hiring subcontractors and managing the project day to day on-site. So, the GC (General Contractor) part of the CM/GC contract also includes the on-site management of the project. These general conditions will be provided in a line-item format as part of the negation with City Staff. Many of the line items are simply transparent costs with the agreed upon markup. Items such as salaries are part of the negotiation, and we look forward to working on this with the team. For the pre-construction services, we will likely propose a lump sum amount. Those services and that amount is what A133-2019 will be executed with. Once all construction costs are confirmed, the amendment with line-item detail will start the construction phase. Those line items are considered the Schedule of Values that will be used each month as the basis for each Application for Payment. During preconstruction, a team of stakeholders will be assembled. The team will include City of Twin Falls staff, including but not limited to Deputy City Manager Mitch Humble; Matt Huffield, Cole Architects; and Andrew DiPietro, SuburbanCM. Other team members can be added at any time. A kickoff meeting will be set up to discuss roles and responsibilities and set up a plan for the project. This meeting will be organized with an agenda provided by SuburbanCM. The Owner's expectations for time and budget will be reviewed at the first meeting. The architect will lead the team through the design and what is specified for materials. They will be the authority and final approver for code and acceptable construction materials. The Owner can help by outlining phasing ideas, access to the site, work hours allowed, introducing on-site personnel, and Twin Falls Idaho 1 208-490-7595 1 suburbancm.com intentions of self-performing specific work, if any. The team will discuss proposed timelines to draft a budget and schedule. Recurring meetings will be scheduled when all parties agree to meet. A Master Construction Schedule and a preliminary budget can be provided shortly after the first meeting. After the budget and schedule are created, the team can take part in an in-depth analysis of construction costs, how the bid packages will be set up, and how the current market conditions affect pricing and contractors' responses. A bid date will be set including any criteria the Owner must legally include. SuburbanCM, with support from the Architect, will prepare all bid packages and issue a formal Invitation to Bid (ITB). SuburbanCM has a large directory of contractors, and those contractors will initially be invited via Procore. A pre-bid conference will be offered. The goal is to bring interest to the project, find qualified bidders, and gather the necessary resources to execute the project. Simultaneously, applications for permits will be submitted to the building department for review. CONSTRUCTION SERVICES — CONSTRUCTION PHASE PROVIDING LEADERSHIP TO FACILITATE TEAMWORK AND COMMUNICATION Andrew DiPietro, Owner, will be the dedicated Project Manager throughout the entire project, overseeing all aspects of scheduling and construction, budget, commitments, potential change events and change orders, contractor invoicing, and lien waivers. He will be supported by a project administrator. Andrew holds a State of Idaho Construction Manager license and a Public Works license. He has worked in various aspects of the construction industry for 23 years in the Magic Valley area. See included resume. Andrew's project administrator, Michelle Snarr will ensure compliance will all required documentation, prepare and issue commitments and potential change orders, maintain accuracy in invoicing and payment status, and issue and maintain lien waivers prior to and after receiving payment for each invoicing period. In addition, Andrew oversees four field employees who perform various tasks as assigned. Jose Yepez has been a tradesman for the past 27 years in both California and Idaho. Budgeting can start even before design work is completed. The structure of the budget should be organized early so we can begin accounting for any unforeseen items. Bid packages are created using industry formatting. By sending out bid packages early on, we begin to engage trade partners who will provide valuable feedback that we can qualify and provide to the design team and the owner to potentially be included in the final construction documents. This process is an integral part of Value Management. By starting the estimating and bidding process early on, the owner has the advantage of adjusting the design to fit the budget or increasing the budget. We send bid invites out using Procore. When bids are received, they are leveled. This shows how the lump sum price of a bid will compare and show any irregularities among the bidders. Once the estimate is qualified, each line item will be assigned a numerical cost code and then uploaded into the Budget tool in Procore. Under a CM contract, these will also be the Schedule of Values. Each time an Application for Payment is submitted, these will be shown on a breakdown where each line will show a percentage of completion. The Critical Path Method is a systematic approach to scheduling that compares activities, especially those that happen concurrently, and prioritizes them in order of their impact to the schedule. Currently, our internal office team consists of Andrew DiPietro, the owner, and Michelle Snarr. Andrew's role covers all aspects of this growing construction management operation. You will engage with Andrew from start to finish of this process. Michelle works behind the scenes to help with many different administrative tasks. She will primarily work in buyouts, processing applications for payment, and ensuring that all contractors are compliant with insurance and licenses. Pay Requests As previously referenced, Procore is an integral part of our construction management service. In the Procore platform, applications for payment are referred to as Invoices. Under a construction management contract, the subcontractors' invoices import directly into the prime contract pay app. Here is how our monthly process works. 1. We open a billing period in Procore. This will be from the first to the last day of the month, but the due date will always be the 25t" 2. Approved commitments, with invoice contracts and approved SSOVs will be invited to that billing period. 3. An invoice contact at the office for each of the contractors on the project will receive this invitation in their email inbox. It will ask, "Do you want to bill this period." 4. If they select yes, accepting the invitation, they will be routed to their commitment in Procore. From there, they will go through each line of their SSOVs and enter a percentage of work completed, or materials stored. 5. If they select no, it will show in the log that they declined to bill. 6. If they have a similar form from an internal process, they can also upload that. 7. They will click submit and the status will change from "Draft" to "Under Review" and an email notification will be sent to us. 8. If the contractor intends to invoice, and is delayed, we will communicate proactively with them and assist if needed. We can generate their invoice in Procore and send it through DocuSign integration. This improves relationships and can foster "priority" when a contractor understands we advocate for them to be paid if it is owed to them. 9. Before any payments are made, we expect to have them also provide lien waivers. Conditional lien waivers are signed before receiving payment. An unconditional lien waiver is signed after receiving payment. We can also generate a lien waiver for them to assist in the process. 10.After the billing period is closed, we move over to the Prime Contract and generate an invoice for the Owner. The schedule of values on the Prime Contract will match all the commitments plus general requirements. 11.When a Prime Contract invoice begins to be drafted, immediately there will be an option to pre-fill the invoice from the invoices, plus direct costs, into each line item. This feature is immensely helpful to make sure that everything that should be included in that billing period is requested. It will also be a checklist for payments to be made when the Owner issues payment to SuburbanCM. 12.The Prime Contract invoice, with all the backup, will then be emailed to the Architect and the Owner for review. This review process will often coincide with a regularly scheduled project meeting. 13.Once reviewed, the owner will then release payment to SuburbanCM within the timeframe allotted in the contract. 14.When the Owner issues payment, they will also have a lien release conditional and unconditional from SuburbanCM. The payment made will immediately be deposited and payments to contractors will be sent within 48 hours. This completes the Pay Request process. The building did present a few surprises. But nothing we could figure out. We continued and worked diligently to look for cost and time savings. We found extra savings from the reconstruction of the building to remove all the asphalt and rebuild the parking lot.
