RE: RFQ for CM/GC Services for City of Twin Falls Pool Building Remodel and Expansion
Dear Mr. Humble,
CORE Construction(CORE)bonds are written through a co-surety arrangement with Travelers Casualty and
Surety Company of America(Travelers)and Liberty Mutual Insurance Company(Liberty).
CORE has advised Travelers and Liberty of their desire to perform construction services for your captioned
project.Travelers has enjoyed a relationship with CORE for over 40 years. During our relationship we have
provided any bid, performance and payment bonds that they have required. We have bonded significant
individual projects for CORE and they are certainly qualified to perform contracts such as yours, as they
have bonding capacity of$300 million per single project and $2 billion in the aggregate. This is not to be
construed to be a maximum, but rather working parameters. CORE has always met their contractual
obligations and we believe there is not a higher quality firm you could choose to work with.
Should CORE be awarded a contract on this or any of your projects and be required to provide performance
and payment bonds for same, and should contractor so request,we would be in position to provide such
bonds, subject to a favorable review of the final bond forms, contract documents and specifications and
usual underwriting requirements at the time.
In addition, both Travelers and Liberty are licensed to do business in all states and Travelers has an A.M.
Best Co.rating of A++XV while the Liberty A.M. Best rating is A XV.
Sincerely,

RELEVANT EXPERIENCE
With a track record spanning 87 years,CORE has a thorough understanding
of renovations, additions, aquatic parks and recreations facilities, and
modernizations of facility amenities such as locker rooms, changing 700+
rooms, and restrooms. CORE's depth of experience uniquely positions us
to provide valuable benefits to the City. We will offer innovative, tailored MUNICIPAL PROJECTS
solutions that align perfectly with your needs, ensuring enhanced
functionality and efficiency for the Twin Falls City Pool Building.
KEY FACTORS TO CONSIDER
MOISTURE MANAGEMENT: With the large amount of moisture associated with pool and locker room facilities, it
is crucial that proper ventilation systems are designed and installed in the new City Pool Building to optimize a
healthy and comfortable environment for the Twin Falls community. Due to the high levels of moisture, another
factor to consider is the installation of proper finishes throughout the building. Using plastic lockers, solid
surface materials, phenolic bath partitions and high-performance coatings in lieu of wood and standard paint
and coatings will help prevent moisture filtration and rust. As a result, this will provide a longer life cycle for
these components and reduce maintenance costs.
FLOOR CONSIDERATIONS AND SAFETY:To accommodate the addition of multiple individual changing rooms and
restrooms, careful attention must be given to ensure proper drainage and compliance with ADA requirements.
Specifically, all floor drains need to be clearly identified, and the floor slopes must meet accessibility standards.
The floor finish in wet areas, especially in the locker rooms, must be chosen strategically to ensure safety
and prevent slips. There are several slip-resistant flooring options available, including porcelain mosaic tile,
textured sheet vinyl, poured quartz epoxy, and flow-through mats over standard concrete. Each option has its
own advantages and disadvantages in terms of texture, installation costs, and maintenance. CORE will evaluate
these choices, and any others suggested by the Owner or Design Team, during the Preconstruction Phase to
ensure the most safe and suitable flooring is selected and agreed upon at the beginning of the project.

PROJECT APPROACH
Describe your approach to providing CM Services described in the Form Contract.
A) Preconstruction Services
B)Construction Services as either CM/R or CM/GC. Discuss how you would provide leadership to facilitate teamwork
and communications among all parties involved in the project covered by your response. Identify personnel to whom
construction management responsibility will be assigned by names, titles, roles, qualifications, experience, and
resumes. Provide an organizational chart clearly illustrating proposed staffing. Local knowledge is preferred.
PRECONSTRUCTION SERVICES
As your CM/GC, CORE will strive to provide the very best professional services to complete your City Pool
Building Remodel and Expansion project.
We will engage the construction personnel responsible for building your project into the Preconstruction Phase
as early as possible. Including the Project Manager, Scott Reymore, and Senior Superintendent,JT Brown, early
on helps the entire team to address sensitive topics such as schedule, means/methods, logistics, safety, and
special requirements. This ensures everyone is included and informed on all discussions and planning efforts
that occur during preconstruction, and eliminates the need for a "project hand-off" as we transition from
preconstruction to construction.
Communication is the most understated obstacle in a project, regardless of what phase is taking place.
All parties, including the City, CORE, the Design Team, and our Trade Partners will have the same level of
communication to ensure all information is disseminated equally and efficiently. To ensure this, we will schedule
weekly meetings that involve representatives of each stakeholder. At the same time, our project team will
update a Master Schedule on a regular basis to ensure that you have an accurate snapshot of the current and
projected status of your project. Responsible management of this schedule is critical, and milestone dates will
be an essential part of your project.
PRECONSTRUCTION APPROACH
1. MEASURING WHAT WE •
DISCOVERING2. ANTICIPATING WHAT IS INTENDED
3. BEST VALUE
By simplifying our preconstruction approach into these three steps, CORE is able to provide details and
information on constructability and costs before the detail of the design exists. CORE strives to provide the
most innovative, world-class professional preconstruction services in the industry. Our preconstruction
services extend well beyond traditional estimating and plan review, by incorporating a broad array of
unique services, utilizing the industry's most current technology and market information. Our team uses
a variety of tools to accomplish these three objectives:
• Bluebeam Revu - Collaborative Laser Scanning Local Agencies
Document Review LEED Safety
• Investigations Trade Partner Participation Risk Management
• Options Studies and Qualification Lessons Learned
• Quality Checks Market Acuity Accurate Cost Estimates
• Virtual Construction (VC) Schedule Biddability/Constructability

-LnA q PROJECT APPROACH
VIRTUAL CONSTRUCTION AND LASER SCANNING
VC is an extremely powerful tool which CORE will utilize to
simulate the construction and operation of the City Pool
Building Remodel and Expansion project. During preconstruction,
our VC Department will use 3D models to mitigate risks through
the early 3D coordination of building systems and virtual mock-
ups of complicated portions of construction.VC also increases the
collaboration among CORE,the City, and Cole Architects, allowing
the entire project team to work together to solve challenges during
design rather than in the field during construction. Laser scanning
plays an important role in any remodel or renovation project by
scanning your as-built facility to identify any unforeseen issues
that the Project Team may encounter. This saves both time and
cost for your project.
THE LIVING ESTIMATE
CORE will collaborate seamlessly with Cole Architects, combining our tools, resources, and expertise for
optimal project value. Unlike the traditional model where the Design Team designs to a milestone and the
contractor prices the documents, we avoid this sequential approach. At CORE, we embrace a Living Estimate
methodology, fostering smooth and efficient design progress. Our PreConstruction Team, working closely with
Cole Architects, provides detailed cost insights throughout the entire preconstruction process. This dynamic
interaction between estimate and design, informed in real-time, mitigates cost surprises and minimizes the
need for major design adjustments.

CONSTRUCTION SERVICES
Operational Excellence is at the heart of our construction approach. Our team approaches every project with
comprehensive construction administration and management. The same collaborative effort in preconstruction
continues throughout construction, ensuring seamless orchestration of permitting, scheduling, Trade Partner
management, commissioning, project turnover, and a responsive warranty process.
Operational Excellence TM contains specific metrics for tracking and maintaining exceptional safety,
quality, schedule, cost control, qualified Trade Partners, and Client relationships. Each factor has an
associated goal, ensuring these goals are met. CORE's Senior Superintendent, JT Brown, will generate a report
tracking each factor's status on the project. Weekly, the executive management team will review these factors,
providing feedback for potential improvement. Utilizing the Operational Excellence program ensures effective
construction administration and management.

LEADERSHIP AND COMMUNICATION
We will collaborate closely with you to foster an inclusive environment where every project team member's opinion
is valued. Our goal is to discover the Best Value solutions through teamwork and open communication, which form
the bedrock of our approach. CORE will ensure continuous and transparent communication with you. We will maintain
a detailed log of all communications and track any pending items that need attention, complete with deadlines. This
action items list will be updated and reviewed daily by the project team, guaranteeing that every aspect of the project is
meticulously managed from preconstruction through completion.
COMMUNICATION IN PRECONSTRUCTION
We expect to have a weekly team meeting during the early stages of design(Programming
CURRENT and Schematic Design). During Design Development and Construction Documents, this
may extend to a bi-monthly team meeting.
We like to work in "real-time" whenever possible. We lean on technology tools like
COLLABORATIVE Bluebeam Revu to ensure that each team member has access to the latest set of design
documents with a way for the whole team to review and comment simultaneously.
It is critical that we provide accurate information throughout the preconstruction process.
CORRECT Correct estimates, sound recommendations, and smart schedules; these are a few of the
areas that we are focused on providing trust-worthy, correct communication.
Each estimate or report you see from CORE, will look and feel the same. On each revision
CONSISTENT of the estimate, you will see exactly how it has changed from the previous estimate. This
promotes accountability and mutual understanding among the team.
Ourjob during preconstruction is to communicate information back to the team(estimates,
CREATIVE options studies, constructability reviews). We strive to package and communicate this
information in a creative and compelling manner.
COMMUNICATION THROUGHOUT CONSTRUCTION
During the Construction Phase, CORE will work together to respond to questions, submittals, and shop drawings, ensuring a
seamless transition from the Design Phase into the Construction Phase.Together,we will ensure that your project meets all
established of your goals. We understand how to work with local municipalities and have a strong track record of completing

-P,0 `) I SCHEDULING
SCHEDULING
Describe the primary scheduling techniques you use and the software you will employ to produce an effective
construction schedule. Provide examples of successful construction management and scheduling services provided
on complex, multi-phase projects. Discuss in detail how you intend to enforce contract schedule compliance.
Our team believes a project schedule should include a high level of detail. CORE will create a Master Schedule
which contains all the activities, relationships, and milestones that will allow us to "drill-down" and create other
specific schedules we use as tools throughout the project. From the Master Schedule we are also able to derive
a Milestone Schedule that helps to identify leading indicators of schedule slippage. Due to the level of detail
that is put into the Master Schedule, at any point during the project we are able to break out other schedule
types to help us keep the project on track.
CORE takes a collaborative approach to project scheduling and will begin the process by gathering input from
the City and other stakeholders for the various potential impacts to the community, including your site and
any surrounding properties. As the City identifies the priority and scope of your project, CORE will prepare a
schedule to reach each target date. CORE's Senior Superintendent, JT Brown, utilizes a Last Planner System
to coordinate with the on-site Trade Partners daily. The term "Last Planner" refers to the field Foremen and
Superintendents who are responsible for implementing their scope of work. This daily coordination with
JT empowers these stakeholders to identify the "what, where, and how" of all construction activities
collaboratively as a team which results in minimized conflict in the field. Incorporating this input and
gaining buy-in from these stakeholders empowers the team to implement a pull planning methodology on the
project.
Pull planning is a "future to present" vision of the project where activities are planned and sequenced
strategically to meet a future defined project milestone. This methodology contrasts with push planning which
arbitrarily assigns an activity duration to a crew without gaining input or commitment. Pull planning identifies
the objective the team is working toward and details the steps the team must take as a group to achieve that
objective.

SCHEDULE SUCCESS CASE STUDY:
BOISE FIRE STATION NO. 13
During the Guaranteed Maximum Price (GMP) phase
for Fire Station No. 13, CORE faced a critical scheduling
challenge due to a delay in receiving shop drawings,
which threatened to push construction into the fall and
expose it to adverse weather conditions. —
To counteract this risk, we proactively invested$20,000 ,
to expedite the shop drawings, ensuring they were
completed two months ahead of the original schedule. " 11i0 fz
This strategic move allowed us to begin construction
in the summer, avoiding weather-related delays and
optimizing the project timeline.
As a result, we achieved approximately $100,000 in f
cost savings which was reinvested into the project
demonstrating our commitment to proactive problem- ,
solving and delivering exceptional value.
SCHEDULE SUCCESS CASE STUDY:
COEUR WALENE POLICE HO REMODEL
Our proposed team brings extensive experience in phased ,
construction, ensuring smooth transitions and minimal

locker rooms as an addition onto their existing facility. ^_
Once completed, the team will transition staff into the —
new space and proceed with renovating the existing -}
facilities in Phase Il.
This approach allows us to collaborate closely with the . ID

LETTER OF REFERENCE I WHITE PINE AQUATIC CENTER
Michael Wheable, County Manager
Michael A. Wheable, Esq.
Attorney at Law
Re: CORE Constniction Letter of Reference, and Recommendation
To Whom It May Concern:
I served in White Pine County,Nevada as its Elected District Attorney and then as its County Manager.
Over the last 8 years,I have had the opportunity to engage CORE construction on two County projects and
observe their work on several other community projects in and around Ely,Nevada.
A few years ago, after a long and very competitive selection process,CORE Construction was chosen by the
County as its Construction Manager at Risk(CHAR)to oversee the construction of the County's new,state-of-the-
art Courthouse and Jail.At over$34 Million Dollars, this was the largest and most complex public works project
White Pine County had seen in over 100 years. Given the County's limited experience, tight budget, and critical
public opinion,County leadership depended on CORE Construction to DELIVER a quality project,on time and
under budget.CORE Construction did not disappoint.
CORE's team was extremely organized and demonstrated their experience and leadership throughout the
project. They were accommodating, present, and responsive,as they were very patient with the County staff and
strived to respect and incorporate our input. For example,CORE worked tirelessly with the County's chosen
Architect to include desired deliverables and found creative solutions to material supply and design issues.CORE
vetted and selected excellent subcontractors to perform the various aspects of the project and handled any issues
that arose without shifting blame or responsibility.
CORE performed their contract with such integrity, that after the County's Courthouse/Jail build was
complete, the County again selected CORE to lead on the County's construction of another public building.
Outside of these awarded projects,CORE staff and leadership always made themselves available to answer the
phone when County management would call soliciting advice or sophistication on other matters.CORE
Construction is a great partner and a smart choice as they stand by their company values and deliver on their word.
You want to select a company you can turn your project over to,and trust that it will be done correctly and
that your best interests are being protected and wishes incorporated.Because of their extensive experience with
everything from giant, complex public works projects to small-town,smaller-budget builds,CORE understands the
unique needs of its clients, and how to accomplish a successful build despite various geographic, political,or
budgetary challenges. It has been my experience that CORE operates in the same manner and with the same level
of professionalism regardless of the size,or location of the project and client.I can tell you that the other
community leaders in White Pine County are similarly pleased and have turned to CORE again on subsequent
projects.
Should you have specific questions about my experience with CORE Construction staff,or other inquiries
that led to our choice to partner with CORE,please contact me directly at the phone number herein.
Sincerely,
Michael A.Wheable,Esq.

LETTER OF REFERENCE I AVONDALE AQUATIC CENTER
Bryan Hughes, Parks and Recreation Director (Retired)
To Whom It May Concern:
I am pleased to recommend CORE for your project. I had the opportunity to work with them
before my recent retirement during the construction of the Avondale Aquatic Center. I found
them to be a reliable and capable partner throughout the process.
CORE was attentive to the specific needs of our project while addressing the unique aspects of
building an aquatics center. They clearly understood the technical requirements and challenges
involved and worked closely with us to find solutions that aligned with our goals for
functionality, sustainability, and aesthetics.
One of the qualities that stood out to me was their clear and consistent communication. They
kept us informed at each step of the project, from planning through completion and were
responsive to any questions or concerns we had along the way.The quality of the work was
strong, and CORE's attention to safety and regulatory standards gave us confidence throughout
the construction process. Their collaborative approach with the Design Team helped to ensure
that our project moved forward on schedule and within our budget.
Based on our experience with CORE, they have the expertise and approach needed to complete
your project successfully. If you have any questions or would like further details, please feel free
to contact me.
