Over several years of observing when and how foul odors show up in the southeast section of town, I can say odors accumulate and sit like fog without winds to move them away. With several industrial companies such as Simplot Growers, Amalgamated Ag Systems, Amalgamated Sugar and Ari (Amalgamated Research), located a few miles south of Kimberly Rd and Eastland Dr, I would start with those businesses regarding their "emissions control" filters. These factories, I suspect, have to employ various chemicals and treatments to create and process products. I worked in the past for a company that provided environmental filter machinery for automotive paint-spraying factories in Michigan. For the protection of their employees, automotive companies have air filter machinery to handle the toxic chemicals! What I know about the wind direction here, by studying my weather app, is that it changes throughout the day and night from westerly > to direct northerly ^, and then northwestern \\ . The times of worst odor are when the breeze is coming from the southeast and heading northwest across the Eastland Dr and Elizabeth blvd & Locust st area. Keep in mind, when we have high winds of 15 or higher mph, there is no odor at all because the higher the wind, there is no stagnating air hanging over. It's on low wind days that we have a foul odor problem. As for me, I prefer the high wind days that clear away the many odors. Other residents in this area have mentioned to me about these foul odors. Another problematic odorous area is Addison Ave west near Rock Creek park that often, year round, reeks of sewage. I cannot even walk the park trail that is South of Addison Ave because it reeks so bad. The city or county seriously needs to clean that up. I would suggest that you drive around the affected area just north of Kimberly Rd & Elizabeth blvd on low wind days. And this problem is not just during summer, it is pretty much year round, so something is generating these foul odors consistently. I hope my feedback can assist your department in finding some solutions for us. When reporting an odor, it is also helpful to note the wind direction and wind speed to help identify if the odor is coming from a specific direction.
