RE: Site plan review—455 Addison Avenue, Twin Falls, ID 83301
Dear Mr. Eujayl:
Building permit application#15-0181 is being reviewed by the Building, Fire, and Planning and
Zoning Departments. This letter represents the plan review comments for the site plan from the Planning
and Zoning Department only. This letter does not represent a full review of your application for a site plan
review at 455 Addison Avenue, Twin Falls, Idaho. You may receive, or may have already received, a plan
review letter from each of the other two Departments. I have the following questions and comments:
1. Per City Code 10-4-5.3(E) Property Development: Yards: Front yards shall conform to the
following standards, or section 10-7-6 of this title, whichever is greater. The front building
line shall not be closer than 20' to the front property line. City Code 10-7-6 states setback
from centerline of Addison Avenue is 80'. The proposed building is a commercial
development and the location is within the centerline setback. Please revise the site plan to
show the building out of the 80' centerline setback.
2. A Special Use Permit was needed for this expansion. Planning and Zoning Commission
approved the Special Use Permit Application with some conditions. One of the conditions
was "Subject to the alley being paved for the portion used to access the property, including
parking spaces". Please indicate on the site plan the portion of the alley to be hard
surfaced.
3. Per City Code 10-10-5(B) 'Backing a vehicle from an off street parking space directly into a
public trafficway creates a traffic hazard. Parking layouts requiring this maneuver shall not
be approved by the city engineer except for residential uses exiting onto a local trafficway of
low traffic volume". The parking spaces shown that back into the alley are not allowed per
this code. These spaces will have to be back in only and signed appropriately.
4. City Code 10-10-11(A): Minimum Standards for Parking Lot Design: Design Standards
Table and Exhibit. The proposed site plan does not comply with this city code. Jon Victor,
Building Department Plans Examiner, provided you with a parking layout that complies with
this city code section. Please revise your site plan to comply with city code 10-10-11.
5. Per City Code 10-11-4(B): Parking Areas: Surfacing: "All parking and maneuvering areas
shall be hard surfaced with Portland concrete or asphaltic concrete surface material."......
Please indicate on the site plan that your parking area will be hard surfaced.
6. City Code 10-11-6(A) Sanitation Facilities: Waste Pens: "A waste pen of sufficient size to
accommodate all trash or solid waste stored on the premises shall be provided in any
zoning district or subdistrict except buildings containing two (2) or less household units. All
waste pens shall be completely surrounded with a well maintained fence or wall of a type
that will completely obscure from view all trash and waste stored in the pen. All waste pens
shall be visibly screened from adjacent streets and properties". Please revise your site plan
to show a trash enclosure.
