3) Company Profile
Suburban Construction Management was established in October 2021 by Andrew DiPietro, the
principal of the company, who has been a licensed Construction Manager since 2016. Prior to founding
the company, Andrew was employed by a prominent General Contractor / Construction Manager in
Southern Idaho. Andrew's decision to depart from the established company and embark on his solo
venture as a Construction Manager was the result of extensive contemplation and deliberation. This
decision was deemed to present superior opportunities for the small company and its clients alike.
Over the past three years, Suburban Construction Management has gained its own experience.
Andrew, having worked for other General Contractors in the area, recognized the importance of the
company having its own experience of working with owners, vendors, and trade partners, regardless
of the principal's prior experience at other companies. This experience has been established and
continues to mature.
The company has an internal workforce of five employees and engages external consultants
and contractors as needed, forming a dependable team capable of managing projects within the
company's licensed scope. Furthermore, SuburbanCM has obtained an AA Public Works License,
granting it the authority to undertake public projects and has the bonding and the financial means to
support this level of work. You are welcome to contact Shawn Broadbent at First Federal Bank or Mary

Suburban Construction Management operates within defined capacity limitations and rigorously
assesses each arising opportunity to ascertain its suitability for the project. Pertinent inquiries regarding
existing workload, participation of trade partners, available funding sources, and potential risk exposure
form an integral part of the evaluation process for new projects. The company's strategic vision

4) Project Approach
In reviewing this specific project, we feel it is a good fit for us. As stated in previous sections, we
are not a large company. We are growing and strategically pursuing projects that will be mutually
beneficial.
The first thing we will do is assemble the team, which includes the Architect, Will Howard,
Chance Munns with the City of Twin Falls and Andrew DiPietro, CM with Suburban Construction
Management. There can be others added to the team from each of these three entities. An initial kickoff
meeting will be set up, preferably in person. This meeting will be organized with an agenda provided
by SuburbanCM. At this meeting we will review what the Owner's expectations are for time and budget.
We can also discuss the two contract options, CMR or CM/GC. Under either contract, SuburbanCM will
be able to provide experienced professional leadership.
At this same meeting, the Architect will guide us through the design and what is specified for
materials. They will be the authority and final approver on aspects concerning code and acceptable
construction materials. The owner can help in this first meeting by outlining phasing ideas, access to
the site, work hours allowed, introducing on-site personnel, and if there are intentions of self-
performing any of the work. SuburbanCM will discuss a timeline to draft a budget and a schedule.
Recurring meetings will then be scheduled where all three parties will agree to meet.
A Master Construction Schedule and a preliminary budget can be provided within a week of this
this first meeting. At the second meeting we can discuss in depth the structure of the budget and the
schedule. This will be a deeper dive into how we set up the bid packages and how the current market
conditions will affect pricing and responses from contractors. We will also agree to a bid date and any
criteria for the owner must legally include.
SuburbanCM will prepare all the bid packages and issue a formal Invitation to Bid (ITB). We
have a large directory of contractors that will initially be invited via Procore. A pre-bid conference will
be offered. Our
We have the flexibility to function as either a CM/R or CM/GC during this initial phase. The
goal will be to bring interest to the project, find qualified bidders and set a plan in place to
execute the project.
We are set up to perform CM as either a CM as Representative or as a CM/GC. In a CM/R
contract, we will assume the costs of managing the project, including the General Requirements. The
cost for these services can range depending on the duration of the project.

I am an Idaho native, born and raised in Twin Falls with deep roots. This
is my 23rd year in the construction industry in the Southern Idaho area. I
am a licensed Construction Manager(027900) and Commercial General
Contractor RCE-60618 in the State of Idaho. Over the last 10 years, 1
have managed over $55million in local projects, ranging from small
residential to complex industrial.

5) Total Project Budget Control
We approach our budget control with complete transparency. Budgeting can start even before
design work is completed. The structure of the budget should be formulated early on so we can begin
searching for costs that need to be sourced and researched. Bid packages are created using general
construction formatting. By sending out bid packages early on, we begin to engage trade partners who
will provide valuable feedback that we can qualify and provide to the design team and the owner to
potentially be included in the final construction documents. This process is an integral part of Value
Management. By starting the estimating, budgeting bidding process early on, the owner has the
advantage of realizing actual savings. We send bid invites out using Procore.
When bids are received, they are leveled. This shows how the lump sum price of a bid will
compare and show any irregularities among the bidders.

The internal estimating process is kept in an excel spreadsheet with several formulas that
eliminate errors. Once the estimate is qualified, each line item will be assigned a numerical cost code
and then uploaded into the Budget tool in Procore. Under a CM contract, these will also be the Schedule
of Values. Each time an Application for Payment is submitted, these will be shown on a breakdown
where each line will show a percentage of completion. The owner always has access to the budget in

Procore. During the contracting phase, each time a contract or purchase order is created, it will
immediately appear on the budget. Once buyout is complete, the budget can be leveled or reconciled
using the budget change feature where all change history can be viewed. The changes will be tracked
with its own code.

During the project when a change occurs, we will use the change event tool in Procore. This tool
allows us to track a change with a source. For example, if an RFI is used to formally address something
the construction documents do not clearly state, a change event can be started. That will allow the
financial impact of the RFI to be addressed. We find this limits the ability a contractor will have to use
this to their advantage to include other shortages they may not have accounted for. All these changes
are now in a log that can be reported on at any time for the owner to review.
Another factor in controlling the budget is properly qualifying each application for payment. As
mentioned above, these budget amounts correspond to actual tasks to be completed. For example, a
Plumbing contractor will be issued a subcontract. They will be limited to the cost codes from the budget
to match their Schedule of Values. However, before any applications for payment can be processed,
they must complete a breakdown that we call SSOVs, or subcontractor schedule values. If their
subcontract is issued under cost code 15-100.S (using CSI format) in a lump sum amount of$59,448.54
we then require them to breakdown that down. Now we can ensure that during the project they will be
paid for what they have completed.

This is critical to budget control. Even though the project has been "bought out," it is important
to only allow the owner to pay what has been physically installed on the site of the project. If ever
there is an issue with that contractor, the owner has less financial risk, having not issued payments
exceeding the actual work completed. Also, when a contractor may have been overpaid, they may not
be as responsive to the scheduling requirements of the project. This impacts the rest of the trades. A
deep dive demonstration within the Procore environment would be beneficial to show how this works.

6) Scheduling
Our scheduling is a system, and our scheduling is very much a relationship. We are local and
have worked with many of the contractors in this area on other projects. Maintaining reliable and
reputable relationships has helped us as a small company to keep projects on track.
It starts with a traditional component, the Master Construction Schedule, using the Critical
Path Method. This is the very core of the construction process. The schedule is submitted during the
initial stages of the planning process. It is just as important as the budget. This schedule is updated
frequently. It is always accessible to the owner from the project's home page in Procore.

The subsequent phase of the process involves integration. The schedule is uploaded into
Procore, and the resources from the schedule are linked to the directory in Procore. Utilizing our refined
default settings, the schedule will automatically generate a look ahead schedule and distribute it via
email weekly. Critical path items will be highlighted in red.
The next phase of the schedule entails regular communication, involving phone calls and group
text messages. Nevertheless, none of this takes precedence over the master CPM schedule; rather, it
complements it and constitutes the finesse behind the scenes. We anticipate our trade partners to
allocate individuals to our project who will actively engage. When communicating via text, we
consistently include three or more people. This practice not only ensures accountability but also
nurtures a highly cohesive team. We categorically refrain from formulating unrealistic schedules that

would, in turn, engender a hostile and tense environment. Instead, by affording everyone access to the
plan and maintaining constant communication, we observe that individuals innovate and collaborate,
thereby propelling the schedule forward.
In the unfortunate event it becomes necessary to enforce compliance, we have systems in place
to record the lapses in production as well as the ability to manage 72-, 48- and 24-hour notices to
perform. Those three steps allow a contractor to make up for lost time, even if it requires us to manage
and oversee after hours or weekends. If a contractor does not respond, we can either supplement their
lack or workforce, or take action to replace them. These are particularly important tools and should be
used with careful consideration.

7) Home Office Support
Home Office Team
Our office team is scalable. We rely heavily on technology to bridge the gap and provide
consistency. As our company grows, we will add staff as needed.
Currently our internal office team consists of Andrew DiPietro, the owner, and Audrey DiPietro.
Andrew's role covers all aspects of this growing construction management operation. You will engage
with Andrew from start to finish of this process.
Audrey DiPietro works behind the scenes to help with many different administrative tasks.
Pay Requests
As previously referenced, Procore is an integral part of our construction management service.
In the Procore platform, applications for payment are referred to as Invoices. Under a construction
management contract, the subcontractors' invoices import directly into the prime contract pay app.
Here is how our monthly process works.
1. We have created a billing period. This will be from the first to the last day of the month,
but the due date will always be the 25t"
2. Approved commitments, with invoice contracts and approved SSOVs will be invited to
that billing period.
3. An invoice contact at the office for each of the contractors on the project will receive this
invite in their email inbox. It will ask, "Do you want to bill this period."
4. If they select yes, accepting the invite they will be routed to their commitment in
Procore. From there, they will go through each line of their SSOVs and enter a percent
complete of work, or of materials stored.
5. If they select no, it will show in the log that they declined to bill.
6. Once they have completed the process of entering what work has been completed,
(less retention) they can use a pdf that Procore generates to wet sign and upload back
into the invoice screen. If they have a similar form from an internal process, they can
also upload that.

7. They will click submit and the status will change from "Draft" to "Under Review" and an
email notification will be sent to us.
8. If the contractor has intended to invoice, and is delayed, we will proactively
communicate with them and assist if needed. We can generate their invoice in Procore
and send it through the DocuSign integration. This improves relationships and can
foster "priority" when a contractor understands we advocate for them to be paid if it is
owed to them.
9. Before any payments are made, we expect to have them also provide lien waivers.
Conditional lien waivers are signed before receiving payment. An unconditional lien
waiver is signed after receiving payment. We can also generate a lien waiver for them to
assist in the process.
10.After the billing period is closed, we move over to the Prime Contract and generate an
invoice for the Owner. The schedule of values on the Prime Contract will match all the
commitments plus general requirements.
11.When a Prime Contract invoice begins to be drafted, immediately there will be an option
to pre-fill the invoice from the invoices, plus direct costs, into each line item. This feature
is immensely helpful to make sure that everything that should be included in that billing
period is requested. It also will be a check list for payments to be made when the Owner
issues payment to SuburbanCM.
12.The Prime Contract invoice, with all the backup, will then be emailed to the Architect
and the Owner for review. This review process will often coincide with a regularly
scheduled project meeting.
13.Once reviewed, the owner will then release payment to SuburbanCM within the
timeframe allotted in the contract.
14.When the Owner issues payment, they will also have a lien release conditional and
unconditional from SuburbanCM. The payment made will immediately be deposited and
payments to contractors will be sent within 48 hours.
This completes the Pay Request process. A more detailed review can be demonstrated
onscreen inside the Procore environment.

8) Past Performance
Urgent Care — Blue Lakes — Kyle James 208-431 -9895
Suburban Construction Management was hired by Kyle James, owner of Urgent Care of Idaho
as the Construction Manager for this new location. Andrew had worked for him previously while at
another company building Urgent Care on Addison Avenue East. At the first meeting, Andrew proposed
approaching this as a CM/R. SuburbanCM would manage the project and self-perform certain scopes.
The Owner would sign contracts and issues payments directly to
l s, each contractor. This would save them profit and overhead. The
F " ownership accepted and they closed on the purchase of the
building. SuburbanCM then began the process of drafting a
` conceptual design based off the owner's idea. We also drafted an

This project was started in

On October 26, 2022, we began re-building the interior. The building did present a few surprises. But
nothing we could not figure out. We continued and worked diligently to look for cost and time savings.

All winter we continued and by
March we had a good feel for how the
project would come out compared to
the initial budget. This included all the
sitework. We found extra savings from
the re-construction of the building to
remove all the asphalt and rebuild the -
parking lot. We were required to
change the traffic patten from Blue
Lakes and North College with a ',�
proposed drive-through. We installed
a storm retention system that allowed
collected half of the roofs runoff.

From there, we continued towards the completion date. The grand opening was held April 26t"
of 2023. The customer was on business. Overall, the project came in under budget. Cost to complete
was 88% of the initial budget. The total time was six months from the date of the building permit being
issued.

Urgent Care — Jerome — Kyle James 208-431 -9895
While we waited for a building permit at Blue Lakes, we moved forward with pre-construction
efforts for another Urgent Care in Jerome. This project was also completed as a CM/R.
This project required us to demolish the
existing house that was on the lot, develop the site
and construct a new building. We began
construction after Urgent Care Blue Lakes was

The owner took occupancy May 26, 2024, Memorial Day Weekend to prepare for the transition
from the current Jerome location to this new one at 1225 S. Lincoln. We were on-site to help with the
transition.

This project is currently under construction for the Idaho Transportation Department. Suburban
Construction Management was the successful qualified bidder. It includes site development, utilities,
and installation of a manufactured housing unit (MHU). Currently we are ahead of schedule and waiting
on the house to be delivered.

ITD Fairfield HUD Manufactured Home Units & Site Development
This project is currently under construction for the Idaho Transportation Department.
Suburban Construction Management was the successful qualified bidder. It includes nine acres of site
development, utilities, and installation of (2) manufactured housing units (MHU) and construction of a
pumphouse. Currently we are installing utilities, building the road and construction the foundations.
