Please see the attached letter by the inquirer for details on their declared operations and use of the property. The City of Twin Falls recognizes Group Homes, as defined in State Statute 67-6532, to be Single Family Residences, These Group Homes are permitted uses for properties with a Residential Zone as depicted on the official Twin Falls City Zoning Map. It is our determination the operation of a Group Home as outlined in the attached letter satisfies the definition outlined in State Statute to be considered as a Single Family Residence. As such, the Group Homes proposed on the properties listed above would be Permitted Uses by Twin Falls City Code. Please provide Twin Falls City with copies of your certification from the Idaho Department of Health and Welfare prior to beginning your business operations at the locations listed above. In addition, the operation outlined in the attached letter also satisfies the regulations set forth in the International Residential and International Building Code to be considered a Single Family Dwelling. As such,the above properties are not required to obtain Commercial Building Plans for a change of occupancy of the building. However, any remodeling or upgrading of the structure, or the interior, shall follow the applicable regulations for such changes as outlined in the International Resident Code. This includes obtaining permits for Electrical, Plumbing, or Mechanical upgrades or changes. Any change or deviation to the operation or locations as outlined in the attached letter would require a separate assessment by the City of Twin Falls to ensure compliance with local Zoning and Building Regulations. Respectfully, Jonathan Spendlove Jarrod Bordi Planner 1 Certified Building Official City of Twin Falls City of Twin Falls Kelly Smothers Kelly Smothers,Executive Director PO Box 2611 Twin Falls,Id 83303 Kellvvcc24@Rmail.com October 21,2015 Jonathan Spendlove 324 Hansen Street E Twin Falls,Id 83301 Jpendlove@tfid.org Dear Jonathan, New Leaf housing is a staffed Safe and Sober Housing agency in Twin Falls,Id.We are in the process of trying to get two of our homes approved through Twin Falls Zoning.New Leaf housing will be providing housing for clients with a substance use disorder disability.All clients in the home meet the disabled status due to drug/alcohol dependency.All clients in the home will be required to be attending substance abuse treatment as well as 3-12 step self-help meeting per week.Treatment can include Level 2.1 Intensive Outpatient treatment 3 times per week,Level 1 Outpatient treatment 1 time per week or treatment required to be completed at Idaho Department of Corrections.As per our conversation on 10/21/2015 we will have 5 or fewer residents living at each of these homes.We are also in the process of getting these homes licensed through Department of Health and Welfare and Business Psychology Association as Recovery Support Service facilities.We need approval from Twin Falls Zoning before we can proceed with Department and Health and Welfare and Business Psychology Association licensing. New Leaf Housing will be supervised per IDAPA 16 Title 7 Chapter 20 rules.Staffing in an Adult Staffed Safe and Sober Housing Facility is as follows:A staff person must be available to residents twenty-four(24) hours per day,seven(7)days a week,and conduct daily site visits.At a minimum,the staff must include a house manager who is on-site a minimum of twenty(20)hours a week;or a housing coordinator who is off-site,but monitors house activities on a daily basis.Staff Qualifications for an Adult Staffed Safe and Sober Housing Facility is as follows:A house manager and housing coordinator must have at least one(1)year of experience or training working with the substance use disorders clients. New Leaf housing will be a group home providing safe and sober housing for clients that are currently in substance abuse treatment.New Leaf Housing accepts clients from various lifestyles and referral sources. New Leaf housing offers adult females facing economic,physical,or emotional issues due to substance abuse the opportunity to rethink and regroup so that they may reconnect back into their communities. Some of the referral sources will be Idaho Department of Corrections,Federal US Probation,Misdemeanor Probation,Housing Agencies,Military/Veteran Agencies,Department of Health&Welfare Child Protection,Community Partners,Business Psychology Associates,Substance Abuse Treatment Agencies, and Self pay.If you have any questions or need any clarifying information I can be reached at 208-293- 7787.
