The pictures attached are work being done by Tilson on Poleline and Fillmore as of today. What do we do in the case of this situation if we see conditions like this where a contractor is working, and if they have panels missing on both sides of the road? PROWAG “Alternate Pedestrian Access Routes: When an entity closes a pedestrian access route for construction, it must provide a temporary alternate pedestrian access route with basic accessible features. Alternate pedestrian access routes ensure that construction in the public right-of-way does not prevent pedestrians with disabilities from reaching their destinations.” Thanks, Lisa Porter Engineering Field Technician 208.735.7334 Direct 208-735-3446 Eng. So in Sta? we talked about what really are the rules since the Root’s of the world are casting stones. A long fun read. Here’s the link to the PROWAG final rule. I also attached the PDF version of it. https://www.federalregister.gov/documents/2023/08/08/2023-16149/accessibility-guidelines-for-pedestrian- facilities-in-the-public-right-of-way One thing Jon and I discussed is as our role as City representative we have resources to help with this. Usually our bigger projects have Consultants as the Engineer of Record. Those consultants should accommodate PROWAG, with our guidance, because its their responsibility as the Engineer. Road Work Ahead provides 80% of the TCPs that we see within ROW permits. They need to understand, and accommodate PROWAG as well as the Engineer of Record. I also think it’s important for us as we respond to complaints, to document what we do to improve these things, along with documenting which complaints were inaccurate or based on opinions instead of standards. It would show that we are being responsive to the legitimate complaints and dismissing the illegitimate ones, ultimately identifying the “chicken littles” of our community. IMO illegitimate complaints shouldn’t add to our work load. Also a good complainer just shouldn’t identify the water everyone is drowning in, but help with the solution. 2
