Trina reached out to me several months ago. She represented the homeowners in the subdivision on the south rim of
Rock Creek Canyon, closest to where Eric Smallwood was pushing for the outdoor amphitheater. She wanted to express
her, and her neighborhood's, opposi?on to the request. That was how it all started. In the conversa?ons I had with her,
she indicated an interest in helping the City develop that property as some other kind of regional park concept, anything
but an amphitheater. She indicated that she'd like to volunteer to part of that process for designing and maybe even
help raising support for the plan. That was when I sent her an email and virtually introducing her to you two. She didn't
really have any specific ideas, more so just wanted to be part of the process as it is close to her home. So, I think it
would be great to meet with her some?me and see what she has in mind. If you want to try and schedule something
with her, that'd be great. I'm happy to join. She works at St. Luke's I think so we may need to accommodate her
schedule when she is not at work.

I can't really remember what it was Trina was wan?ng to do, so a refresher would be helpful. In the mean?me, I looked
at our calendars and we all have some availability on Tuesday (7) and Wednesday (8) a?ernoons; I could reach out to her
to schedule something.

Trina,
Sorry for my delayed reply. I was out of the office the last couple days.
Wendy Davis is our Parks & Recrea?on Director. She would be great to talk to about your ideas. She has also been
involved with the proposal for the amphitheater and knows all about that project as well. Addi?onally, Mandi Thompson
works in the Coty Manager's office with me. She is our grant specialist. So, if a grant is the way to go, she would be great
to include in the conversa?ons as well. I have cc'd both Wendy and Mandi on this email.
Wendy & Mandi,
Trina lives a near where Eric has been proposing the amphitheater on our property in Rock Creek Canyon west of Blue
Lakes Blvd. She has become somewhat of a spokesperson for her neighborhood, which is opposed the idea of an
2
amphitheater in that loca?on. She would rather see some other kind of park development down there and has
expressed an interest in helping out with whatever that ends up looking like.

Is there someone within the parks department that I could chat about to try and partner on submi?ng for a grant from
the state for the park? Would I need permission from City Council?

Trina,
That property is zoned as R-4 residen?al, a very similar zoning as that of the neighborhood your home is located in. That
zoning would typically be appropriate for a residen?al subdivision of single family or duplex homes. The proposal to use
it for parking will require the property to be rezoned. But, before the property can be rezoned, it will have to be changed
in our comprehensive plan. Zoning requests need to comply with the Comprehensive plan, or else they should not be
approved. The comprehensive plan for this property also calls it residen?al. So, this proposal to use it as a big parking
lot with first have to amend the comprehensive plan, and then if amended, submit for a rezoning. Both of those
processes require a couple of public hearings. It is the comprehensive plan amendment process that I told you would
next lead to a public hearing that nearby property owners will be no?fied about. On that, I am not aware that he has
actually made an applica?on yet for that. I hope this helps.

With that topic being delayed, it will not be on an agenda for a while. I'll keep the le?er and pe??on, and when the item
does come back up, I'll include those in the their packet again for that mee?ng. I'll let you know if/when he wants to
come back and talk leases. Your neighborhood should get public hearing no?ce le?ers if he proceeds to try and change
the zoning of the property to the east of you.
