General Statement of Duties
This position plans, directs, and coordinates fire protection activities to ensure compliance with minimum fire
prevention and life safety standards. Coordinates and participates in fire prevention inspections of commercial
buildings and enforcement of state and local fire codes; responsible for hazardous material inspections as
needed in cooperation with the local and state authorities. Coordinates inspection and enforcement activities
with other governing agencies; works cooperatively with the City Attorney to enforce non‐compliance
violations. Coordinates and participates in reviewing building plans and project specifications to ensure they
meet fire and life safety standards pertinent to access, rated materials, construction design, exit facilities, fire
protection equipment and systems, and other related requirements. Confers with architects, designers,
contractors, property owners, building officials, neighboring, state, and Federal fire officials, along with others
regarding fire protection, life safety matters, and investigations. Coordinates and participates in educational
programs related to fire prevention and life safety, and coordinates fire prevention activities with fire
suppression management staff. Coordinates and participates in hazard abatement program; supervises issuance
of fire authorization permits; cooperates with Federal, state, and local fire organizations and participates in
related fire service conferences. Assist in development of new regulations, prepares new fire ordinances, and
coordinates efforts for new code adoptions. Responds or designates response to emergency calls for fire
investigations. Cooperates with other agencies on a variety of emergency matters. Prepares reports, maintains
records, and prepares annual budget recommendations.
Classification Summary
The principal function of an employee in this class is to coordinate and direct the work of all personnel assigned
to the Fire Prevention Program. This position must work closely and cooperatively with community
development staff, building officials, public works, law enforcement, attorneys, architects, engineers,
contractors, and the public. This position will review plans, perform a variety of inspections and code
enforcement duties to ensure compliance with adopted fire codes for new and existing construction and
commercial or industrial activities; perform related work as assigned. This work is performed under the direct
supervision of the Fire Chief, but considerable leeway is granted for the exercise of independent judgment and
initiative.

Essential Duties and Responsibilities
Reviews all new subdivision, commercial, industrial, and residential blueprints submitted to building
permits within the City of Twin Falls and surrounding fire district, to ensure code compliance with adopted
fire codes and other applicable local codes.
Reviews all fire alarm/sprinkler system plans for commercial, industrial, and residential projects requiring
such systems.
Confers and communicates with developers, architects, engineers, building, owners, contractors, etc.
regarding questions/corrections on submitted plans on projects, and also on proposed projects.
Resolves problems, interprets, and explains codes and laws and develops viable solutions with guidelines.
Conducts/oversees all field inspections of fire alarms, fire sprinklers, and other life safety requirements to
insure they are installed to current codes and function as required.
Keeps immediate supervisor and designated others fully and accurately informed concerning work progress,
including present and potential work problems and suggestions for new or improved ways of addressing
such problems.
Responds to citizens’, architects, engineers, contractors, vendor questions and comments in a courteous and
timely manner.
Oversees public education on fire safety by participating in school programs at least twice a year, fire
prevention week; and conducting fire prevention presentations, visiting retirement centers, and overseeing
and teaching classes regarding the juvenile fire setter program.
Works with law enforcement, the juvenile court system, and psychologist, in dealing with juveniles that
have set fires.
Communicates with Engine Company Officers to address concerns they may have on inspections they have
performed.
Communicates with battalion chiefs/engine company officers regarding problems with fire alarm systems,
fire sprinklers, and access problems.
Communicates and coordinates regularly with other city departments and with state inspectors to maximize
the effectiveness and efficiency of permit activities.
Establishes and maintains effective working relationships within the fire department, other city employees,
agencies, and the public.
Collect and analyze evidence from scenes of fire and explosions.
Interview witnesses and possible suspects.
Work with City and County Police in interviewing/interrogating arson suspects.
Analyze information with chemists, engineers, and attorneys.
Document evidence by taking photographs and creating diagrams.
Determine the origin and cause of the fire.
Keep detailed records and protect evidence for use in a court of law.
Testify in civil and criminal legal proceedings.
Oversee public safety media request.

Knowledge, Skills and Abilities
Knowledge of:
The geography of the Twin Falls Fire Department’s response area, including the layout and location of
public utilities and potentially hazardous situations and materials.
Principles and practices of fire codes and ordinances and their administration.
Principles and methods used in residential, commercial, and industrial construction.
Personal computers and related software.
Conflict resolution in both verbal and written communications.
Local city and state codes, primarily the adopted fire codes.
Ability to:
Conduct research on code applications.
Communicate complex and technical code requirements to the general public.
Decipher complex code language and learn quickly.
Read blueprints.
Respond to citizens’ requests in a courteous manner.
Read, interpret, and enforce laws, resolutions, ordinances, codes, and contracts.
Communicate effectively both orally and in writing, using both technical and non-technical language.
Establish and maintain effective working relationships with property owners, contractors, developers,
consultants, permit applicants, and the public.
Operate a personal computer using standard or customized software applications appropriate to assigned
tasks.
Make sound and reasonable decisions in accordance with laws, ordinances, regulations, and established
procedures.
Use initiative and independent judgment within general procedural guidelines.
Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.
Perform all work duties and activities in accordance with city policies, procedures, and safety practices.
Acceptable Experience and Training
Training in general office skills including Microsoft Office Suite.
Any equivalent combination of education and experience such as firefighting, residential, and/or
commercial inspections or plan examination.
5 years’ experience in firefighting, fire prevention and/or fire safety.
Experience as a fire investigator preferred.
Experience in building construction trade or fire-related profession.
Special Qualifications
An Associate Degree in Fire Science or equivalent combination of experience (preferred).
Certified State of Idaho Fire Inspector within six (6) months of hire.
Valid State of Idaho Driver’s License.
Certified Fire Investigator within twelve (12) months.
NIMS ICS 100, 200, 300, 400, 700, 800 within twelve (12) months of hire.
Fire Plans Examiner preferred or the ability to obtain within twelve (12) months of hire.
International Code Council (ICC) Inspector 1 and Inspector 2 (preferred).
Essential Physical Abilities
Sufficient clarity of speech and hearing and other communication capabilities, with or without reasonable
accommodation, which permits the employee to communicate effectively, including during emergency
situations that may involve a high degree of noise.
Sufficient vision and other powers of observation, with or without reasonable accommodation, which
permits the employee to observe and supervise a fire or related emergency scene.
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which
permit the employee to perform all duties involved in this position.
Environment:
Exposure to extreme heat, cold, humidity and temperature swings working indoors and outdoors; excessive
noise of emergency equipment; the noise level may be very loud when responding to emergency calls and when
working at a fire or other emergency incident; exposure to dust, gases, chemicals, smoke, and blood‐borne
pathogens; occasional exposure to explosives at fires or other hazardous materials calls; works in and around
heavy equipment with exposure to moving mechanical parts; exposure to vibration from equipment and
vehicles; operations of foot controls or repetitive foot motion; may work at substantial heights; wears
appropriate personal protective equipment including goggles, ear plugs or other auditory protective equipment,
face protector, turn‐outs, safety shoes, gloves and a self‐contained breathing apparatus.
