Once something is agreed to and funding is identified, engineering can work with the Water Dept. to make it happen. If right of way dedication is agreed to, we can work through the legal docs. There are a couple additional items to keep in mind. As described below, I don’t know how deep rock is going across that tract or how deep it is on the west side of the coulee. If it is less than 3ft below the surface, it will affect the cost, that’s why I recommended doing some potholing beforehand. The property owner might have some anecdotal info on how deep it is to rock on his property that could be helpful. I might be a little more worried about this than I should be, but I am concerned. As you know, rock can get crazy expensive fast. Another item is that I don’t think we want anything to do with connecting the service to his existing piping. He should have to hire a plumber to make that connection and appropriately disconnect his well from his service. It’s outside of City limits, so that connection would have to be inspected by the state plumbing inspector. Additionally, our water department would also want to confirm that the well has been disconnected before they would turn on the water. I’ve never been involved with the logistics of that, but I believe they’ve had to do that many times before. Lastly, I’m not sure how we would have the line inspected after the meter. Across the tract is City, but then it crosses into the county, so it’s two jurisdictions. It shouldn’t be a big thing, but it adds a little complexity. I think Nathan is dealing with a similar situation? Since this isn’t mainline work, I don’t believe this has anything to do with DEQ. It’s basically a city service tap, meter, and a service to a house. The shortest route would require trenching across “Tract 6” of the Magic Valley Ranch Subdivision. I first assumed that we might have to obtain an easement across the tract, but according to the plat: “Tract 6 is open space reserved for landscaping, utilities, and storm water retention, and will be maintained by the Magic Valley Homeowners Association.” I don’t think we need an easement, but we should probably touch bases with the homeowners association. Bill Carberry lives on Sundown Way, so he might be a connection there. There is a lot of rock out there. I remember they had to blast to install sewer down Sommer Street, so we would probably want to do some test holes to make sure we can get bury depth across the Tract. I’m fairly certain we will have rock crossing the Coulee. We will want to make sure that the TF Canal Co gives us approval to cross the Coulee. Outside of irrigation season, we would need to rock hammer across the coulee and install a 20 ft. C900 sleeve centered on the coulee for the service line. The sleeve should be 3ft below the bottom of the coulee and we should cap it with concrete all the way up to match the bottom of the coulee. A 4 inch sleeve should be fine, but I don’t know if 4” C900 is readily available. When we run the poly through the sleeve we need to use a fernco or something to seal the ends. I made a quick assumption that to put in a 20’ stick of pvc, we would need to rock hammer a trench around 26ft x 3ft x 3ft. Conservatively, that would be about ~9CY of rock and 9 CY of concrete. Assuming rock is $300/cy and concrete is $200/cy, it would cost around $4500. Our current 1” service line, meter, and installation fee is $2,507.44. A 1.5” service line is $3,377.88. I haven’t ran any calcs, but depending on the pressure loss on ~300ft of poly, a 1.5” service might be warranted. The only drawback would be the extra volume of water in the line, so we would want to look at that closer to see which would be preferred. If we did all the work ourselves, it looks like we could be around $10,000, but I did not look at the cost of all that poly, the C900 sleeve and Fernco’s or other misc. I’m also not sure how or where we would tie to the house waterline or how the well would be isolated from our service. I’m guessing $15,000 would cover it. One opportunity we might want to look at is right of way on highway 74. If this house ends up becoming a little isolated farm house, I would hate to have to purchase right of way to widen the road or install a future 20” water main. It might be a good idea to try to get right of way if we were to provide the service line. If so, we would probably want to pay for a survey and legal description. We recently entered into an agreement with a surveyor to perform a record of survey 2 and prepare a legal description for the water dept ground south of the low line canal and that ran around $5,000, so similar work for the farmhouse should be less than that. I’m not sure if it would be half or not, but $2.5k to $5k could be the range. Could engineering do a quick review and analysis of a new service line crossing under the coulee and determine what would need to be done to make it happen? I’m assuming DEQ would need to be buy off on the design and approve plans. I don’t think we need a long formal design, but determine necessary easements, requirements from DEQ, etc; enough to estimate an approximate cost so we could go back to the owner with this option? I’ve also attached the “As-Built” from Magic Valley Ranches and a capture of the general area for everyone’s reference. It looks like the nearest potable line is stubbed out over at Sommer St. about 300 ft. east of the coulee. It’s my understanding that the subdivision to the west was able to make their potable water network work without having to make the mainline connection from their subdivision to the stub-out at Sommer. However, it seems it could be better than paying for a new well and pump just for that property owner and would be a long-term solution. Is there a subdivision directly north of his property in some phase of development that we could potentially tie into? Or is there some easement on the west side of the Coulee where we could tie into the existing waterline on the north side? We can have out Water Department go out and check to see if those lines out in SH 74 are truly there or not. However, Rob tells me that if that line is there, it is untreated water; hasn’t been chlorinated or gone through the process to reduce arsenic. So likely, that isn’t an option… Joshua R. If we install a water service off of Sundown Way, the service line to the house will have to cross the coulee. I see that the image, included in this email, shows a 12” main extending past the pumphouse to the west in front of Dave’s property. Has that 12” main been verified? I ask because I do not have that section of main in my Cad maps. As- Builts for Magic Valley Ranch doesn’t show that extending past the pumphouse. If that line is really there, I’m assuming it is a dry line. That’s my two cents. This year, he is struggling to get enough water from his well to take care of regular needs (showering, laundry, etc.). We (City Management and PW) met with him Friday. He wants us to pay for him to drill a new well and get a new pump. He also lives near several new subdivision that are not completed.
