General Statement of Duties
Plans and directs the long-term management objectives of the City of Twin Falls Fire
Department; performs related work as required.
Classification Summary
The principal function of an employee in this class is to direct and manage the City’s Fire
Department. This position provides effective, professional leadership, positioning the Fire
Department to meet the community’s current and future needs through appropriate
management techniques. The work is performed under the general direction of the City
Manager, but extensive leeway is granted for the exercise of independent judgment and
initiative. Supervision is exercised over all Fire Department staff. The principal duties of
this class are performed in a general office environment, although some work is
accomplished in an outdoor environment.

Essential Duties and Responsibilities
Provides effective, professional leadership to the Fire Department;
Coach and mentor departmental staff;
Participates in the City’s long-term strategic planning process;
Communicates with other fire departments or related agencies throughout the
state;
Delegates projects through regular staff meetings with Battalion Chiefs and daily
communications;
Assesses the past, present and future of the department to assure efficiency and
effectiveness;
Oversees all department administrative, operational, public education and public
relations activities;
Works closely with the Battalion Chiefs to establish policies, procedures and
department goals for the day to day operation of the department;

Deals with personnel issues and other employee relationships;
Manages hiring process for Fire Department employees;
Responsible for the Fire Department’s annual budget;
Serves as a communication link between the Fire Department, the City Manager ,
the Mayor and City Council;
Coordinates with the Training Officer on training needs of the department;
Presents emergency services, hazardous materials, rescue and fire operational
issues to legislative committees, special interest groups, citizen groups and
service organizations;
May assume incident command role for emergency response.
Performs all work duties and activities in accordance with City policies,
procedures and safety practices;
Responds to citizens’ questions and comments in a courteous and timely manner;
Assigns, prioritizes, supervises, and evaluates the work of assigned employees;
Communicates and coordinates regularly with appropriate others to maximize the
effectiveness and efficiency of interdepartmental operations and activities.

Knowledge, Skills and Abilities
Knowledge of:
Supervisory and management methods and techniques;
Budget preparation;
Area of jurisdiction;
City traffic laws and safe driving practices;
Firefighting strategies for various types of fire such as wildland, commercial,
residential, airport, flammable and combustible liquids, vehicle, etc.;
Basic technical, mathematical and science skills;
Fire codes for inspection and investigation purposes;
Fire records systems, communications equipment and use, fire computer applications
and fire reporting procedures;
All Safety practices;
Effective teaching and communication techniques for large and small groups.
Ability to:
Supervise, lead and direct the Fire Department;
Coach and mentor departmental staff;
Manage and command an emergency scene;
Provide feedback to personnel;
Assimilate information and make fair and reasonable judgements when dealing with
people and situations;
Work as an incident commander under extremely stressful situations. Prepare and
present accurate and reliable reports containing findings and recommendations;

Learn and put to use new skills and knowledge brought about by changing
information and/or technology;
Establish and maintain effective working relationships with department personnel,
city officials, and the general public;
Provide quality services in a cost-effective manner and to recommend improved
methods of performing the work;
Make sound and reasonable decisions in accordance with laws, ordinances,
regulations and established procedures;
Operate computers and related software;
Demonstrate integrity, ingenuity and inventiveness in the performance of assigned
tasks.
Acceptable Experience and Training
High school diploma or equivalent general educational development (GED)
certification with course work in general office skills; and
Graduation from an accredited college or university with a Bachelor’s Degree in
fire science, public administration, business administration, or other related field;
Extensive experience in fire department operations and management; or
Any equivalent combination of experience and training which provides the
knowledge and abilities necessary to perform the work.
Special Qualifications
Valid State of Idaho Driver’s License.
Essential Physical Abilities
Sufficient clarity of speech and hearing, with or without reasonable
accommodation, which permits the employee to communicate effectively;
Sufficient vision, with or without reasonable accommodation, which permits the
employee to inspect a wide variety of fire suppression projects on site and review
a variety of written materials;
Sufficient manual dexterity, with or without reasonable accommodation, which
permits the employee to operate a vehicle and computerized equipment;
Sufficient personal mobility, with or without reasonable accommodation, which
permits the employee to inspect training and emergency response activities.
