HomeMy WebLinkAboutFire Captain City of Twin Falls Class Specification Fire Captain Class Code Number: 423-05 Pay Grade: 11 FLSA Designation: Non-exempt Effective Date: June 1, 2011 Department: Fire Revision Date: July 23, 2021 Supervisor: Battalion Chief General Statement of Duties Supervises an engine company for all department related activities and emergency response services; performs related work as required. Classification Summary The principal function of an employee in this class is to provide supervision and leadership of an engine company. The work is performed under the direct supervision of the Battalion Chief but considerable leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over employees in the class of Firefighter and Fire Driver/Operator. The principal duties of this class are performed in a work environment in which the employee is subject to potential personal danger. An employee in this class may be asked to do any one or more or any additional duties as required. Examples of Work (Illustrative Only) Essential Duties and Responsibilities  Supervises firefighters in response to fire alarms and carries out fire suppression and fire fighting techniques to rescue victims and protect private and public property;  Performs informal and written evaluations as required;  Delegates assignments to engine company members;  Supervises the operation and maintenance of all department apparatus and equipment according to established procedures;  Identifies and investigates Fire Code violations, working with the Fire Marshal and Building Department;  Performs accurate and timely completion of all reports according to prescribed policies and guidelines;  Plans, organizes and manages the daily activities of the engine company;  May prepare budget requests for department needs under the direction of fire administration; Fire Captain Page 2  Attends and provides information for pre-fire planning studies and maintains a current knowledge of pre-fire plans;  Conducts fire code inspections of buildings and related facilities; supervises the drawing of pre-emergency plans, to become familiar with layouts and structure features. Performs hydrant inspection and flow testing as assigned;  Studies and attends training sessions to keep required certifications;  Ensures that station supplies are maintained and advises supply officer of needed items;  Promotes fire prevention information to the general public;  Advises supervisor of progress on all assigned duties;  Establishes and maintains effective working relationships within the department, with other City employees, agencies, and the public;  Responds to citizens’ questions and comments in a courteous and timely manner; Other Duties and Responsibilities  May serve as relief Battalion Chief;  May assist with training as required;  Performs related duties as required. Knowledge, Skills and Abilities Knowledge of:  Supervisory methods and techniques;  Area of jurisdiction;  City traffic laws and safe driving practices;  Truck specifications and maintenance;  Various fire fighting strategies for all types of fire such as wildland, commercial, residential, airport, flammable and combustible liquids, vehicle, etc.;  Familiarization of airport complex, Aircraft Rescue Fire Fighting, and various types of aircrafts;  Maintain EMT Basic and other required certifications;  Basic technical, mathematical and science skills;  Fire codes for inspection and investigation purposes;  Fire records systems, communications equipment and use, fire computer applications and fire reporting procedures;  All safety practices;  Effective teaching and communication techniques for large and small groups. Ability to:  Supervise and direct an engine company;  Instruct and train subordinates;  Work as a team leader under extremely stressful situations, day and night, which result from a fire and other emergencies, including the ability to remain calm and carrying out all duties with the recognition of the threat to life and property;  Work within a command structure requiring strict adherence to the following of Fire Captain Page 3 orders;  Prepare and present accurate and reliable reports containing findings and recommendations;  Learn put to use new skills and knowledge brought about by rapidly changing information and/or technology in the fire service;  Perform strenuous physical labor;  Learn and correctly apply department policies and procedures;  Read, comprehend, and follow simple oral and written instructions;  Provide quality services in a cost-effective manner and to recommend improved methods of performing the work;  Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures;  Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;  Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks; Acceptable Experience and Training  High school diploma or equivalent general educational development (GED) certification with course work in general office skills;  Five (5) consecutive years with the Twin Falls Fire Department and two (2) years of service as a driver/operator; or  Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Special Qualifications  Completion of Driver’s Academy;  EMT Basic Certification;  State of Idaho/Twin Falls Fire Department Level III Firefighter Certification; or Twin Falls Fire Department Fire Officer I Certification;  State of Idaho Fire Code Official;  Valid State of Idaho Driver’s License. Essential Physical Abilities  Sufficient clarity of speech and hearing and other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, including during emergency situations which may involve a high degree of noise;  Sufficient vision and other powers of observation, with or without reasonable accommodation, which permits the employee to observe and supervise a fire or related emergency scene;  Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate equipment used in fire fighting in a timely manner;  Sufficient personal mobility, physical reflexes and strength, with or without reasonable accommodation, which permits the employee to perform all duties Fire Captain Page 4 involved in protecting lives and property.
