HomeMy WebLinkAboutFire Battalion Chief City of Twin Falls Class Specification Fire Battalion Chief Class Code Number: 423-03 Pay Grade: 14 FLSA Designation: Non-Exempt Effective Date: June 1, 2011 Department: Fire Revision Date: July 22, 2021 Supervisor: Fire Chief General Statement of Duties Supervises a shift of Fire Department personnel for all related activities and emergency response services; performs related work as required. Classification Summary The principal function of an employee in this class is to provide administrative oversight, supervision and leadership to Fire Department personnel. The work is performed under the direct supervision of the Fire Chief but considerable leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over employees in the class of Firefighter, Fire Driver/Operator and Captain. An employee in this classification performs the duties of other employees in the Twin Falls Fire Department, as needed. The principal duties of this class are performed in a work environment in which the employee is subject to potential personal danger. Examples of Work (Illustrative Only) Essential Duties and Responsibilities  Serves as a shift commander, assuming full responsibility for the direction of fire suppression, rescue and other related emergency response situations as well as all day to day fire department duties and activities  Assumes incident command for structure fire, hazardous materials situations, multiple engine situations, and for Aircraft Rescue and Firefighter response, etc.;  Oversees the Driver’s Academy, instructors, curriculum, and testing;  Oversees vehicle and equipment acquisition, including maintenance and repair;  Performs administrative duties such as participating in the budget process , new hires, employee promotions, disciplinary procedures and evaluations;  Develops and revises Standard Operating Procedures;  Researches and implements Fire Department software programs and Incident reporting procedures;  Advises Fire Chief of progress on all assigned duties;  Identifies and suggests new or improved ways to perform departmental duties;  Ensures efficient operation and supervision of all shift personnel, including the scheduling and the accurate and timely completion of all reports according to prescribed policies and guidelines;  Responsible for training activities to maintain and increase skills; Fire Battalion Chief Page 2  Promotes fire prevention information to the general public;  Conducts post-incident critiques on the effectiveness of firefighting and emergency techniques;  Establishes and maintains effective working relationships within the Fire Department other City employees, agencies and the public;  Responds to citizens’ questions and comments in a courteous and timely manner. Other Duties and Responsibilities  Acts as a Fire department representative for various committees;  Assumes the duties and responsibilities of the Fire Chief in his absence;  Performs related duties as required. Knowledge, Skills and Abilities Knowledge of:  Supervisory and management methods and techniques;  Budget preparation;  Area of jurisdiction;  City traffic laws and safe driving practices;  Firefighting strategies and equipment for various types of fire such as wildland, commercial, residential, airport, flammable and combustible liquids, vehicle, etc.;  Familiarization of airport complex, Aircraft Rescue Fire Fighting, and various types of aircrafts;  Basic technical, mathematical and science skills as related to firefighting;  Fire codes for inspection and investigation purposes;  Current fire suppression and rescue techniques, including all related equipment;  Fire records systems, communications equipment and use, fire computer applications and fire reporting procedures;  All safety practices;  Effective teaching and communication techniques; Ability to:  Supervise, lead and direct a fire shift;  Manage and command an emergency scene;  Teach and train subordinates in various aspects of firefighting;  Act as a direct link between the Fire Chief and all other members of the department;  Work as a supervisor under extremely stressful situations, day and night, which result from a fire and other emergencies, including the ability for remaining calm and carrying out all duties with the recognition of the threat to life and property;  Prepare and present accurate and reliable reports containing findings and recommendations;  Learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;  Establish and maintain effective working relationships with department personnel, city officials, and the general public; Fire Battalion Chief Page 3  Learn and correctly apply division and department policies and procedures;  Work independently and handle constant interruptions graciously;  Read, comprehend, and follow oral and written instructions;  Provide quality services in a cost-effective manner and to recommend improved methods of performing the work;  Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures;  Operate computers and related software;  Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;  Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks; Acceptable Experience and Training  High school diploma or equivalent general educational development (GED) certification with course work in general office skills; and  Seven (7) consecutive years with the Twin Falls Fire Department, one (1) year as a Captain;  Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Special Qualifications  Maintain required certifications;  State of Idaho/Twin Falls Fire Department Level III Firefighter Certification; or Twin Falls Fire Department Fire Officer II Certification;  Valid State of Idaho Driver’s License. Essential Physical Abilities  Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, including during emergency situations which may involve a high degree of noise;  Sufficient vision and other powers of observation, with or without reasonable accommodation, which permits the employee to observe and supervise a fire or related emergency scene;  Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate equipment used in firefighting;  Sufficient personal mobility, physical reflexes and strength, with or without reasonable accommodation, which permits the employee to perform all duties involved in protecting lives and property.
