HomeMy WebLinkAboutDeputy Fire Chief C iT- qP SkreVtiHb City of Twin Falls Class Specification Deputy Fire Chief Class Code Number: Pay Grade: 15 FLSA Designation: Exempt Effective Date: 10/l/22 Department: Fire Revision Date: September 2022 Supervisor: Fire Chief General Statement of Duties Under broad supervision of the Fire Chief, implements and manages the Fire Chief s plans, organizes, and directs the activities of the Fire Department within the Department plan and budget,and manages daily operations. Classification Summary This position is responsible for planning, directing,coordinating, and evaluating all fire service activities, fire suppression,EMS, Emergency Preparedness,training and safety education programs for the Fire Department as assigned by the Fire Chief.This position has considerable latitude for independent action and is responsible for implementing policy.Work is expected to be performed under general guidance from the Fire Chief.Work is reviewed by observation of results obtained, through staff meetings, conferences, and evaluations. The Deputy Fire Chief evaluates the performance of shift Battalion Chiefs on an annual basis. Examples of Work (Illustrative only) Essential Duties and Responsibilities • Assists the Fire Chief in preparing the preliminary annual budget for the Fire Department and assists the Fire Chief in administering the Fire Department annual budget. * Implements any operational measures needed for assuring Fire Department compliance with all legal and policy requirements. • Assists the Fire Chief in development and implementation of labor relations policy and in collective bargaining negotiations;administers labor agreements. • Administers discipline as provided by departmental rules and policies. • Performs internal investigations into employee conduct,as required by the Fire Chief. • Inspects conditions of fire service to assure standards are met, and if not up to standards, takes corrective action-includes fire apparatus,conditions of stations and grounds, and the fitness of firefighters. • Develops and implements programs which will assure the continuous training of all firefighters in both fire suppression and emergency first aid. • Makes recommendations to the Fire Chief for the good of the fire service. * Attends staff meetings and other meetings as required and directed by the Fire Chief. • Represents, and may act on behalf of the fire service,at those meetings which may have an impact on fire operations or personnel. • Coordinates activities with other departments of the City,as directed by the Fire Chief. Deputy Fire Chief Page 2 • Represents the Fire Chief and speaks for the Fire Chief as assigned and may be assigned as Acting Fire Chief in the absence of the Fire Chief. • Develops and implements programs which assure quality services are provided. • Reviews department's use of overtime,sick leave,holiday and vacation time and reports issues to the Fire Chief. • Monitors the progress of various projects to assure that performance conforms to plans and prepares reports and makes recommendations. • Develops and maintains good working relationships with Police Managers and Supervisors, members of other City departments and other firefighting and EMS agencies. • Gathers data and makes recommendations regarding hiring,discipline, and promotion of department employees. • Performs research,reviews codes and ordinances,conducts workload and service studies, as assigned and makes appropriate recommendations. • Plans,prepares, and directs Emergency Management and assists in the overall City coordination. • Directs and coordinates Fire Department Safety Program. • Other related duties, as assigned by the Fire Chief. Knowledge, Skills and Abilities Knowledge of: • Modern principles and practices of municipal fire suppression and emergency medical response; • Modern administrative principles and practices including goal setting,program development, implementation and evaluation, and the management of employees; • Principles and practice of budget development and administration; • Area of jurisdiction; • City traffic laws and safe driving practices; • Modern firefighting strategies for various types of fire such as wildland, commercial, residential, airport, flammable and combustible liquids,vehicle, etc.; • Microsoft Office applications and common fire service databases,with the ability to learn other data base applications used by the Department and the City; • Interpret, apply and explain applicable laws, codes and regulations; • Prepare clear and concise reports, correspondence and other written materials; • Maintain accurate records and files; • Fire codes for inspection and investigation purposes; • All Safety practices; • Effective teaching and communication techniques for large and small groups. Ability to: • Maintain and enhance a strong Labor-Management relationship; • Promote the department's Mission,Vision, and Guiding principles through collaboration and relationship building; • Work collaboratively with other Fire and EMS agencies to consolidate,where feasible, services to create better efficiencies and effectiveness and reduce cost; • Ability to provide excellent customer service in accordance with Department Mission and Vision; • Ability to work in a team environment as a team player; • Supervise, lead and direct the Fire Department; • Coach and mentor departmental staff, Deputy Fire Chief Page 3 • Manage and command an emergency scene; • Provide feedback to personnel; • Assimilate information and make fair and reasonable judgements when dealing with people and situations; • Work as an incident commander under extremely stressful situations. Prepare and present accurate and reliable reports containing findings and recommendations; • Learn and put to use new skills and knowledge brought about by changing information and/or technology; • Establish and maintain effective working relationships with department personnel, city officials, and the general public; • Provide quality services in a cost-effective manner and to recommend improved methods of performing the work; • Make sound and reasonable decisions in accordance with laws, ordinances,regulations and established procedures; • Operate computers and related software; • Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks. Minimum Qualifications • Associates Degree in Fire Science or a related field; and • Ten(10)years of experience in a municipal public safety or firefighting agency; and • Increasingly responsible experience providing a full range of fire protection services including five(5)years of management and supervisory responsibility. • Current Advanced first aid and AED certification; and • Certified in ICS 100—400 and NIMS; • Chief Fire Officer designation through the IAFC, preferred; or • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
