Twin Falls Council,
As the weather improves and construction begins on City funded or
City-permitted construction projects, this is a reminder that
councilmembers hold an important role in ensuring that all City staff

and subconsultants consider pedestrians and people with disabilities
during all stages of construction.
The Americans with Disabilities Act of 1990 and Chapter 6D of the
Manual of Uniform Traffic Control Devices provide guidance on the
temporary traffic control requirements for accessibility. Although
PROWAG is not yet enforceable by the DOJ or DOT, the finalized
document serves as a useful best practice for accessibility in the
Public Right of Way during construction.
Noreen Jordan lives near the area of Blue Lakes and Commercial Avenue
scheduled for closure during construction of the Hankins Pressure Zone
project, and she has asked me to help support her concerns regarding
the Americans with Disabilities Act and public infrastructure in
general. In addition, as a Civil Engineer, I intend to faithfully
"Hold paramount the safety, health, and welfare of the public" and do
my best to uphold that commitment. I expect that the temporary traffic
control plans already include provisions for maintenance of sidewalks
and accessible routes, but I frequently drive this section of roadway
and can notify the Council or coordinate with the City's Traffic
Engineer if I happen to notice any potential safety or accessibility
concerns.
