HomeMy WebLinkAboutMeeting notes March 28, 2023 Police Department Supervisor Meeting Location: PD Classroom Date: March 28, 2023 Meeting start time: 1500 hours Meeting adjourned: 1552 hours Attendees: Chief Kingsbury, Captain Hicks, Captain Wright, Lieutenant Allen, Lieutenant Garner, Lieutenant Stotts, Lieutenant Thueson, Sergeant Gassert, Sergeant Hayes, Sergeant Loosli, Sergeant Solomon, Corporal Batteiger, Corporal Orr, Sean Standley, Alzbeta Marsh, Jennifer Church. Leadership Moment/Icebreaker: 1. April 4: Sergeant Loosli 2. April 11: Candy Reynolds 3. April 18: Sergeant Howe 4. April 25: Corporal Rhoades Sergeant Loosli: 1. Reviewed footage of Tennessee school shooting a. Chief: Thoughts? i. Lieutenant Garner: They heard driving force upstairs and went. They did good. ii. Corporal Batteiger: They did a good job. They didn’t have a driving force at first, so they had to clear the rooms until they heard shots fired upstairs. iii. Chief: One thing we need to think about as leaders is how many private/charter schools we have and where they are located. They don’t have SROs there. We just need to be ready. iv. Captain Wright: The incident took 14 minutes until the suspect was down. To us, that seems like a quick response but to victims that’s an eternity. v. Chief: Keep in mind that some of us could have kids in that school – we need to be mindful of that when we have teams responding. vi. Captain Hicks: They were very well trained. It can seem monotonous, but training pays off. Chief: 1. City Council update a. Cory Beam promoted to BC. b. Declared the ice-skating rink surplus and donated it to Rupert. c. Fire Union presentation by Kyle Eldridge requesting to leave Select Health insurance to join the International Association of Firefighters. i. Sergeant Gassert: If that happens, will that help us or hurt the rest of us? 1. Chief: Not sure. 2. EMT update a. Capital budget discussion i. Requesting 13.5 new positions city wide (nothing for PD) b. The building on Main Street next to the old Radio Rendezvous has been declared unsafe. Hopefully it will be destroyed soon. A notice has been sent to the owners of the Old Clinic. The Ford Transfer station will also be getting a notice. c. Out of town this Thursday-Saturday d. Employee Engagement Survey from Ameriben i. Will be sent out via email April 13-17. It is NOT spam, so please open it and complete it. 3. Airport upcoming events a. Mother’s Day weekend b. Greg Olsen 50th birthday party c. Airshow (July 17) i. Bill Carberry is expecting 20,000 to be in attendance. 1. Captain Wright: A follow-up meeting is scheduled for April 10. 4. PERSI a. Reminder that we will see an increase in PERSI contribution beginning in July. i. Sergeant Gassert: Has there been any discussion regarding compensation? 1. Chief: Not yet. Travis is aware of what County and Boise are doing. We will know more at the budget balancing meeting. Captain Wright: 1. Healthy Living Progress a. Kristen sent out an email last week regarding the completion status for each employee. If anyone has any questions, please reach out. She has offered to come around at shift briefings or schedule meetings to explain. i. Sergeant Hayes: The emails were helpful. ii. Lieutenant Allen: New hires must have the requirements completed within 4 months of hire. Get with them to make sure they have everything completed. Captain Hicks: 1. Hiring update a. We currently have 7 openings (sworn personnel) and 1 opening in the records department (non-sworn). i. One lateral from California will be receiving an offer letter this week and hoping to start within 30 days. ii. Several in various stages of the process. 2. Magic Valley Student Leadership – April 6 Sergeant Solomon: 1. Gearing up for Every 15 minutes in 2 weeks. Lieutenant Allen: 1. FTO status a. Recruits Jauregui and Osburne starting 2nd phase. b. Recruits Glaser and Duke attending the CSI law enforcement program – will graduate on May 1. c. Prepping for in-house academy. Sergeant Gassert: 1. Seeing a trend with other agencies refusing to do missing person reports. a. Chief: Is it a particular agency? i. Sergeant Gassert: TFCSO, Lincoln County ii. Captain Wright: Send him the information and case number and he will follow- up with Captain Bishop. b. Lieutenant Garner: The problem is the follow-up. c. Captain Hicks: Is there a statute detailing the missing person policy? Appreciates our culture and our people doing the right thing. i. Sergeant Gassert: There is nothing written out regarding which county. ii. Captain Wright: Maybe it can be added to the multi-jurisdictional MOU. iii. Captain Hicks: We also have a CITF executive meeting next week, maybe we can address it there. Sean Standley: 1. The graffiti has been cleaned off the bridges in Rock Creek Canyon have been cleaned up. a. Lieutenant Garner: Maybe a good area for the cameras. i. Sergeant Loosli: There is not really a good place to post one. We could maybe use one of the trail cameras that we have.
