Police Department Supervisor Meeting
Location: PD Classroom

Chief Kingsbury:
1. City Council recap
a. Public Works, Street Department, and Economic Development presented.
b. Next week: Focus areas 2 & 3.
i. Sergeant Loosli and the admin team have been preparing the presentation.
1. Will be discussing challenges we have had with recruiting and retention
and play the three recruiting ads created by Rinard Media. We will also
discuss Special Events and the cost to the organization. Janie Higgins has
prepared a breakdown of what the events cost to include Road Work
Ahead, and employee wages. The presentation will also cover the
purchases we have made, and the current capital request items.
2. City Council meeting: September 25
a. Will be swearing in new officers and presenting POST certificates. Will also be
recognizing Lieutenant Dimond and Lieutenant Thueson.
3. EMT
a. Hot weather
i. Reminder to check in on your troops. Make sure they are hydrating and taking
care of themselves.
b. State of the City: August 2 @ 7:30 a.m. You can register for breakfast through the
Chamber website if you are interested in attending.
c. The Leave Accrual Team met over several months to find a way to separate sick hours
from vacation hours.
i. There will be a new tenure-based vacation accrual schedule starting in October.
ii. Sick hours and Vacation hours are no longer tied together, and the retirement
hours are going away.
iii. Sick leave will now be referred to as medical leave and will be a fixed amount
going forward for every employee. It will have no monetary value unless you
lose it.
iv. Retirement bank hours will be rolled over into an HRA VEEBA account. This is
like a health savings account but cannot be used until the employee retires or
voluntarily separates after being vested.
1. Going forward, every full-time employee will have an HRA VEEBA
account set up and the City of Twin Falls will contribute $900 into it.
2. The $1,000 Health Savings Account will also continue for each full-time
employee.

Lieutenant Stotts:
1. Hiring update
a. The background investigation is complete on one patrol applicant, and we have 4 lateral
applicants in various stages of the process.
b. Victim Witness Coordinator applicant is in the background process.
2. National Night Out: August 1
a. Set up will start at 1500 hours.
b. If you don’t see your group on the map, let him know and he will add you in.
i. Sergeant Hayes: Special Olympics Idaho will be coming.
Captain Hicks:
1. Parking lot
a. Met with the street crew and they are planning on resurfacing the parking lot. They
should be able to get it done over a three-day period. Will let everyone know in advance
of when that will take place.
2. Mid-year check ins
a. These should be in your Laserfiche box.
b. Structure the meetings around the goals set in the evaluations and ask if there is anything
they need from you.
3. Family Academy
a. Ask if there is any interest in having a Saturday Family Academy in October. It would
probably be a one-day academy from 0800 – 1600 hours.
Captain Wright:
1. Shout out to everyone involved in helping with the motor vehicle crash (racers).
2. Dierkes Lake
a. An overtime list has been posted.
b. Probably going to do this for a couple of weekends going forward.
c. The Fire Department complained about comms down there. Did anyone have any issues?
i. Sergeant Solomon and Sergeant Hayes: No issues getting out.
ii. Captain Wright: Reminder to your troops, if they do run into issues, tell them to
switch to Magic Valley Emergency channel.
d. The Fire Department wants to update the response plan. Also, as a reminder, anything in
the water is TFCSO, and they need to do a report.
