Take a look at the email below and attachments. I talked to Breanna about the clothing question we discussed earlier
today. She found the information here that helps answer your questions. If you have specific questions about a
particular piece of clothing, reach out to Breanna about that. I would not go crazy on buying clothes for the team. We
are still talking about use of public funds, so we don’t want to do anything that would not look good when written about
in the local newspaper. Like I shared this morning, I wouldn’t support buying pants for the guys, but logo shirts I do
support so that they can be identified as City employees. The question about boots I think is also problematic. Since
most any boot can be ”adaptable to general use as ordinary clothing” I think we’d probably want to avoid buying boots
for the team as well. Hard hats, work gloves, and reflective coats/vests I think are all okay. Thanks Matthew for bringing
this up.

Here is an IRS guide talking about Uniforms and stating that the unform has to be specifically required as a condition of
employment and is not worn or adaptable to general use as ordinary clothing (page 44 of the first attachment).
I’ve also included my notes from the discussion at ELT based on my research.
As a side note, it’s been just under 3 years since I left Cooper Norman and they just barely disconnected my account for
the research software I’d login to and use for things like this. . . . so now I need to see how much that subscription costs
and if it’s worth it. Otherwise I’d jump back in and find any reference to steel-toed boots in any court cases.
