Thank you. I'm disappointed that you think accessibility obstacles are too complicated for a
councilmember, but appreciate the offer to work with staff. I helped train staff on CAD many years ago, and
look forward to the opportunity to work with them again.
If you wouldn't mind, I'd like to better understand what you meant by the phrase "It is also important for us to
be fiscally responsible when we allocate taxpayer dollars".
Are you saying that, in your capacity as mayor, you consider cost as a factor when deciding whether or not to
allocate funding to accessibility (Title II of the ADA)? Or was that statement in reference to considering
whether to fund transportation safety items to meet published standards?
Thank you,
Trevor Root

Hello Trevor - thank you for your email and your concerns. I am a Certified Public Accountant by trade; I am
not an engineer and I do not have the expertise to provide answers to all your questions. We have
professional engineers/planners on staff that oversee the areas you are addressing. I have forwarded your
email to our City Manager, Engineering, Planning and Zoning and Public Works departments.
It would make more sense for you to take our staff on a walking tour. Please coordinate with them.
Our citizens' safety is important to us and we welcome ideas for improving that safety. It is also important
for us to be fiscally responsible when we allocate taxpayer dollars.

Dear Twin Falls City Council,
Attached you will find a follow-up letter regarding safety and accessibility in Twin Falls, and my first letter is attached for reference.
To be clear: I am seeking a change in action from Council - not from staff. My concerns are of a funding, staffing, and prioritization
nature - not an engineering nature.
This is an open letter and anyone cc'd may forward to whomever you wish. In the attached letter, I offer a proposal to council, and I
also open my offer to educate on accessibility or road safety to any potential council members or news organizations. I will happily
volunteer any amount of education, support, or any other assistance to local disability groups and am actively seeking to learn from
people with a wide range of disabilities to continue my own education on how engineers can better support the needs of the
public.
Not mentioned in this letter is that I personally owned and created the first RioSalado20.org website while living in Arizona to
promote John McCain's Rio Salado 2.0 vision, which was later rebranded by ASU to Rio Reimagined. I worked with ASU and John
McCain's team regarding that vision, and volunteered a considerable amount of time researching Arizona's ban on TIFs "Tax
Increment Financing" that everyone agreed was necessary to make John McCain's vision a reality. You may know TIF under the
rebranded name of "Urban Renewal Agency". In my research, I ended up finding out that Arizona banned TIFs because they nearly
always devolve into corruption or opaque finance schemes. I only mention this because it's a potential reason why infrastructure
2
improvements fail to receive funding from city leadership. If anyone cc'd or bcc'd has information or can point me on the path to
relevant FOIA requests to confirm or disprove this possibility for Twin Falls, or if I can lend assistance to any news agencies already
researching this possibility, you can email me anonymously at trevorroot@pm.me
