On 09/28/23 at 1859 hours, Officers were dispatched to a call of a pedestrian that was struck by a
vehicle in the 2100 block of Falls Ave. East.
I was the patrol supervisor on duty at that ?me but was not available to respond. Cpl. Candace Orr
responded as the supervisor to monitor the situa?on as it was determined the pedestrian had passed
away.
At approximately 2046 hours, Officer Ma? Rickards contacted me via radio asking me to respond to the
police department to observe a blood draw he was about to do. I arrived and met with Officer Rickards
and Officer Jason Hendersen. Officer Hendersen was reading Johnathan Osterhoudt and ALS advisory
form while he read along. I stood by un?l Officer Rickards drew the blood and then cleared the call.
At approximately 2135 hours, Cpl. Orr contacted me via radio reques?ng that I respond to the scene to
meet Lt. Chuck Garner. I arrived and met Lt. Garner and I stayed on scene un?l the Twin Falls County
Coroner’s Office removed the decedent from the roadway.
The Twin Falls Fire Department arrived on scene to assist with spraying the roadway to clean it for public
safety.
As the fire personnel were wai?ng to assist, a while SUV style vehicle traveling westbound on Falls Ave.
East from Eastland Drive North, drove through the traffic cones and crime scene tape and almost struck
several of the first responders on scene. This incident is documented under Twin Falls Police
