General Statement of Duties
Provides customer service and technical assistance regarding department activities such as
utility billing, utility collections and billing accuracy; performs a variety of administrative
support and clerical duties; performs related work as required.
Classification Summary
The principal function of an employee in this class is to bill utility customers, review
accounts, review and check orders for accuracy, process past due accounts, generate and
commit notices for account. The work is performed under the direct supervision of the Utility
Services Supervisor, but some leeway is granted for the exercise of independent judgment
and initiative. The principal duties of this class are performed in a general office
environment.
Examples of Work (Illustrative Only)
Essential Duties and Responsibilities
• Keeps on schedule to generate monthly billing cycles to the public;
• Reviews accounts and ensures all accounts are billed correctly, checks orders for
accuracy, application of deposits, service charges or credits, processes past due accounts,
and generates and commits notices for accounts;
• Reviews all meter readings for each billing cycle, fixing any problems associated with
meter readings;
• Resolves and assists with customer questions on accounts and general office problems
concerning billing accounts providing, as necessary, adequate explanation of billing
processes and rate structures;
• Creates bills and tracks Common Area Maintenance billing;
• Works with other departments making sure information relating to addresses, meter
locations and other pertinent customer information is correct;
• Establishes required accounts for customer bankruptcies;
• Reviews accounts that need to be sent to collection agency;
• Gathers, assembles, updates, distributes and/or files a variety of information, forms,
records and data as requested;

• Responds to citizens’ questions and comments in a courteous and timely manner;
• Provides training on how to perform certain work tasks to new employees in the same or
similar class of positions;
• Creates reports as requested;
• Keeps immediate supervisor and designated others fully and accurately informed
concerning work progress, including present and potential work problems and
suggestions for new or improved ways of addressing such problems;
• Communicates and coordinates regularly with appropriate others to maximize the
effectiveness and efficiency of interdepartmental operations and activities.

Knowledge, Skills and Abilities
Knowledge of:
• Current practices and procedures involved in customer service;
• Modern bookkeeping practices;
• Modern office procedures, practices and equipment;
• Modern office filing systems and procedures;
• Personal computers and related software.
Ability to:
• Explain to the public the billing process and answer concerns about the bill, meter
reading, leaks, water usage, sanitation and sewer billing;
• Learn and operate Utility Services Department software;
• Operate a personal computer;
• Operate general office equipment such as a fax machine, 10-key, copier, etc.;
• Work independently or cooperatively as a member of a team to complete work on
schedule and according to quality control standards;
• Add, subtract, multiply, divide and derive percentages;
• Learn City policies and Departmental rules, procedures, practices and objectives;
• Comprehend and follow oral and written instructions;
• Identify and recommend improved methods of performing the work;
• Establish and maintain effective working relationships with supervisor, co-workers,
building occupants, and the public;
• Provide quality services in a cost-effective manner and to recommend improved methods
of performing the work.
Acceptable Experience and Training
• High school diploma or equivalent general educational development (GED) certification;
• Minimum of two (2) years’ experience in billing or related field; or
• Any equivalent combination of experience and training which provides the knowledge
and abilities necessary to perform the work.
Essential Physical Abilities
• Sufficient clarity of speech and hearing or other communication capabilities, with or
without reasonable accommodation, which permits the employee to communicate

effectively;
• Sufficient vision or other powers of observation, with or without reasonable
accommodation, which permits the employee to review type written documents in both
electronic and hard copy form;
• Sufficient manual dexterity with or without reasonable accommodation, which permits
the employee to operate a personal computer and related office equipment;
• Sufficient personal mobility and physical reflexes, with or without reasonable
accommodation, which permits the employee to function in the general office
environment.
