BRECKON landdesign [BLDi] is pleased to submit our Statement of Qualifications to the City of Twin Falls and
Twin Falls Urban Renewal Agency for your 2023 Professional Services Roster. We have enjoyed working with
City of Twin Falls representatives and staff on the Frontier Park Irrigation project, as well as past projects for
other public agencies and private clients in the Magic Valley region. We look forward to building a positive
business relationship with the City through successful performance on your upcoming civil engineering and
landscape architecture projects.
• Longevity: Breckon Land Design has been completing successful public agency projects in Idaho
since our inception in 2007, including projects in the Magic Valley area. As Principal, I am involved in
every project from conception to completion and our staff is dedicated to meeting and exceeding the
expectations of our public agency clients.
• Design Efficiency: Breckon Land Design believes that successful design starts with understanding
realistic budget parameters and project scheduling. Our design professionals will recommend only cost-
effective, viable solutions to provide the best possible value without compromising project quality. BLDi

BRECKON landdesign [BLDi] is an Idaho S-Corporation that offers civil engineering, landscape architecture,
land planning, and design services to clients in Idaho and the western United States. Founded in January of
2007, the firm has since built a reputation for high-quality work that serves a diverse clientele. Our office
is located in Garden City, Idaho. We are a veteran-owned small business and have completed successful
projects with public agencies in the Magic Valley and throughout Idaho.

Carmen has been with the firm for over two years and during that time has
been an instrumental team member on many projects of varying types and
levels of complexity, including projects with Ada County and other public
agencies. She is experienced with land planning and entitlements spanning
multiple jurisdictions in Idaho, Oregon and Utah. Her project experience
key skills also includes conceptual design workshops with clients and communities,
code research and analysis, production of construction documents, bidding

Thousand Springs State Park
BRECKON landdesign worked closely with the Idaho Department of Parks and Recreation, the National Park
Service and multiple other public agencies to develop a comprehensive master plan for this new 200-acre
state park and campground facility.The scope of work for the master planning portion of the project included
conceptual site planning, public meeting and stake holder presentations, cost estimating and project phase
strategies. Following master planning, ourteam completed design,construction documents and construction
administration for civil engineering and landscape architecture.
The new state park facility boasts a new park entry and monument, 1.4 mile entrance road, entry kiosk,
visitor's center and national park service museum/administrative offices.The full-service,50-u nit campground
features full hookups, emergency vehicle access,a water access point with fishing dock,a 20-acre arboretum,
multi-use amphitheater, day-use area, RV, group and tent camping sites, and approximately 12,000 feet
of multi-use pathway that is integrated with Hagerman's existing pathway network. The project is being
completed in phases, with phase one of the asphalt pathway system completed in 2019, the visitor's center
and adjacent site completed in 2021, and the campground to be completed in the spring of 2023.The budget
for this project was approximately $8 million.

Barber Park Improvements
BRECKON landdesign is currently working with Ada
County Operations on a multi-phased project for
improvements to Barber Park in Boise.The scope of work
t
includes planning, phasing strategy, design, bidding and
construction administration for parking lot, plaza and
pathway improvements, enhancements to the existing
boat/raft launching area, two new bridges for vehicle
and pedestrian use, and a new fishing pier on the Boise
River. This project involved extensive coordination with
multiple public agencies due to the sensitive location
along the Boise River and within the existing flood plain.
The improvements were designed to be completed in
-_ - phases to maximize the available budget and keep park
facilities available for use during the busy season. The
final improvements are currently under construction
- v with scheduled completion in Spring of 2023. The total
budget for this project was approximately$1.2 million.

South Hills Middle School
This project, completed in 2016, involved full site
design, including vehicular access and circulation,
parking areas, bus access and drop-off areas, and visitor
drop-off zones. Two roundabouts were implemented
to provide for smooth flow of traffic while minimizing
congestion. The plan included design of multiple sports
fields for soccer and baseball, as well as basketball

courts. Shallow bedrock on site drove the grading and
drainage component of the site plan. Finish elevations
for the stadium were set to minimize the need for

blasting and make use of the existing site topography
to provide terraced spectator seating. BRECKON
landdesign was involved in the full extent of this
project from preliminary design through construction
documentation and implementation. The total budget
for this project was approximately $30 million.

Claire Smarda has over 8 years of professional consulting experience in

erosion and sediment control, pressurized irrigation, stormwater pollution

Bellemeade Subdivision
BRECKON landdesign provided civil engineering and
landscape architecture services for this new 11-acre
subdivision in the City of Eagle, Idaho.
The scope of work included planning and design for
all roadways, pathways, curbs, gutters and sidewalks, _
signage and striping, as well as landscaping of common
areas and central open space.
Grading, drainage, irrigation, utilities and pressure
irrigation design was also included. The project is
currently under construction - the budget is unavailable
from the client.

Spurwing Townhomes Subdivision Ir"
This six-acre subdivision in Meridian included roadway /
layout, interior roadway improvements, and pavement /
sections for roadway and sidewalks. Sanitary sewer,
potable water and storm drain design, preliminary plat
from the design concepts, and construction documents
for all streets, curbs, gutters and sidewalks were also
included in our scope of work.
Storm water conveyance and mitigation facilities, gravity 6
sanitary sewer improvement plan, potable water system
improvement plan, landscape plan, ACHD landscape
license agreement,irrigation plan,and pressure irrigation
system plans were also completed by BLD.
The project was completed in 2022 and the budget is

Expo Idaho Administration Entry
This project was a redesign of the Ada County
Fairgrounds entry plaza and parking lot to coincide with
a new Administration building. Site design elements
include redesign of roadway and parking areas, grading EIX0M1;
and drainage plans (with permeable pavers), site Fir' �nA
lighting, two varieties of fencing for control of access
and circulation, landscape and irrigation system design.
The project was completed in 2015 as part of the new
Administration Building project with Hummel Architects.

BRECKON landdesign is currently working with Ada
County Operations on a multi-phased project for
improvements to Barber Park in Boise.The scope of work
includes planning, phasing strategy, design, bidding and
construction administration for parking lot, plaza and �.• y "`-0? "` ' "`
pathway improvements, enhancements to the existing
boat/raft launching area,two new bridges for vehicle and
pedestrian use, and a new fishing pier on the Boise River.
The improvements were designed to be completed in
phases to maximize the available budget and keep park
facilities available for use during the busy season. The
final improvements are currently under construction
with scheduled completion in Spring of 2023. The total
budget for this project was approximately $1.2 million. _ --
