General Statement of Duties
Provides engineering work including planning, investigation, design, evaluation and
oversight of civil projects; performs related work as required.
Classification Summary
The Staff Engineer I is an Engineering-In-Training position responsible for engineering,
design and construction management of various projects which may include airport, roads,
irrigation projects, pipelines, water and sewage systems and other municipal infrastructure
projects. The work requires judgment in the independent evaluation, selection and
substantial adaptation and modification of standard engineering techniques,procedures and
criteria; The work is performed under the supervision and general direction of the Assistant
City Engineer or other licensed Professional Engineer. An employee in this class performs
the duties of other employees in the Engineering Department as required or as assigned by
supervisory personnel. The Staff Engineer I may assign and coordinate the work of other
staff to meet project requirements. The principal duties of this class are performed in a
general office environment, although some work is accomplished in an outdoor
environment which may involve adverse weather conditions.
Examples of Work (Illustrative Only)
Essential Duties and Responsibilities
• Provides project management for various capital improvement and public works
projects from conceptual design through construction;
• Prepares plans and specifications for bidding and construction; prepares addendums
during bidding, answers bidder's questions, evaluates bids, and prepares City Council
memos to award construction contracts;
• Works within defined budget to negotiate contracts and amendments;
• Coordinates plan review and resolution of comments with various federal, state, county,
and other agencies to obtain approvals and permits for projects;
• Coordinates with in-house and outside professionals to obtain easements and right-of-
way for projects;

• Provides technical reviews of plans and specifications for projects; prepares cost
estimates;
• Attends pre-bid meetings and assists in resolving change orders and requests for
information;
• Prepares City Council memos for award of engineering contracts for review by
superiors and the City Engineer;
• Conducts inspections of projects to determine soundness or proper installation of
unusual designs, materials, or equipment;
• Reviews and approves consultant and contractor invoices for various projects;
• Provides technical recommendations to support Public Works management staff,
• Prepares, coordinates, and/or reviews intergovernmental agreements with agencies for
capital improvement and public works projects;
• Examines a wide variety of building plans for conformity with construction codes;
• Reviews plans for structural code compliance; ensures structural safety and integrity is
adequately addressed;
• Enforces City Codes by keeping current on City Code changes, Engineering standards
and specifications, and conducting field reviews and inspections;
• Reviews proposed new subdivision developments, including subdivision plat reviews,
construction plan reviews of street designs,water and sewer designs, storm water
management and pressure irrigation systems;
• Reviews plans based on City code and policies and engineering design standards;
• Prepares reports and makes verbal presentations;
• Assists the public with questions and concerns, filling out permits or finding
information;
• Works with other City departments to assist them with designs for projects or any
needed information;
• Provides needed information and demonstrations concerning how to perform certain
work tasks to new employees in the same or similar class of positions;
• Keeps immediate supervisor and designated others fully and accurately informed
concerning work progress, including present and potential work problems and
suggestions for new or improved ways of addressing such problems;
• Communicates and coordinates regularly with appropriate others to maximize the
effectiveness and efficiency of interdepartmental operations and activities;
• Responds to citizens' questions and comments in a courteous and timely manner.
Other Duties and Responsibilities
• May apply for and oversee grants for the department;
• Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of:
• Engineering project management;
• Contract and specification preparation;
• City of Twin Falls and ISPWC Specification and Drawings;
• General civil engineering application and principles;
• Idaho Department of Environmental Quality standards and specifications;
• Written and verbal communication and negotiation techniques;

• Surveying practices;
• Computer design and drafting techniques;
• Materials, methods and tools involved in construction, repair or retrofit of municipal
infrastructure.
Ability to:
• Manage and direct engineering work of project staff, including outside consultants;
• Plan, schedule, conduct and/or coordinate detailed phases of engineering work;
• Survey and inspect projects;
• Provide public works project designs,plans and specifications;
• Administer projects and contracts, compose correspondence and answer public inquiries
and complaints;
• Work independently or cooperatively as a member of a team to complete work on
schedule and according to quality control standards;
• Manage and organize projects;
• Communicate effectively with other City employees, engineers, developers, contractors,
supervisory personnel, City Council and the public;
• Quickly learn and put to use new skills and knowledge brought about by rapidly
changing information and/or technology;
• Use logical and creative thought processes to develop solutions according to written
specifications and/or oral instructions;
• Establish and maintain effective working relationships with other Departments and City
employees;
• Perform a wide variety of duties and responsibilities with accuracy and speed under the
pressure of time-sensitive deadlines;
• Perform all work duties and activities in accordance with City policies, procedures and
safety practices;
• Demonstrate integrity, ingenuity and inventiveness in the performance of assigned
tasks.
Minimum Requirements
• Bachelor's degree in Civil Engineering or related degree; and
Any equivalent combination of experience and training which provides the knowledge
and abilities necessary to perform the work.
• Valid Idaho Driver's License
Special Qualifications
• Certified Engineer Intern(EI) aka Engineer-In-Training (EIT)
Essential Physical Abilities
• Sufficient clarity of speech and hearing or other communication capabilities, with or
without reasonable accommodation, which permits the employee to communicate
effectively;
• Sufficient vision or other powers of observation, with or without reasonable
accommodation, which permits the employee to supervise subordinates and perform on-
site field inspections of on-going projects checking for conformity, specifications, etc.;

• Sufficient manual dexterity with or without reasonable accommodation, which permits
the employee to drive to various locations and operate computer equipment, and other
office and engineering equipment;
• Sufficient personal mobility and physical reflexes, with or without reasonable

as well as conducting on-site field inspections, which may require walking and minor
lifting.
