General Statement of Duties
Performs administration and professional work in directing major Environmental activities
of the Public Works Department and Engineering Department. Responsible for providing
senior-level professional oversight and solving problems related to environmental issues of
the highest technical difficulty and mediate delicate public relations matters in a timely
manner in the best interest of all parties concerned. Work is performed under general
direction of the Public Works Director and requires considerable independent judgment and
initiative. Is responsible for environmental work including planning, investigation, design,
evaluation, and oversight of environmental and civil projects; performs related work as
required.
Classification Summary
The Environmental manager is a professional position responsible for the administration,
implementation, and management of several environmental programs. These include
Industrial Pretreatment,National Pollutant Discharge Elimination System (NPDES), and
Storm water programs as well as construction and management of the Total Suspended
Solids Wetlands Treatment facilities. While primarily specializing in the water quality field,
the responsibilities include coordinating the efforts of agencies in the Twin Falls area in the
Environmental arena. These activities include acquisition of construction grants and loans
from state and federal agencies and review of plans and drawings from consulting
engineers. The Environmental Manager will develop plans and feasibility studies,prepare
contract plans and specifications, and provide construction management for treatment
facilities. Work is performed under the general direction of the Public Works Director with
the employee exercising considerable independence and professional judgment. Due to the
nature of the position, there is a great deal of contact with consulting engineers, officials,
employees of other governmental jurisdictions, businesspersons and the general public. The
Environmental manager may supervise and coordinate the work of other staff to meet
project requirements.

Essential Duties and Responsibilities
• Plans, coordinates, directs, and oversees consultants, contractors, and staff on
environmental programs dealing with engineering design and construction projects
primarily related to wastewater treatment, supervising or performing project planning
and design, developing and administering project terms and conditions, evaluating
contract compliance, and adherence to technical policies;

• Overseas the development and implementation of capital improvement programs for
wastewater facilities;
• Conducts negotiations with State and federal regulatory agencies regarding permits
including NPDES permitting;
• Ongoing planning and negotiations with State and Federal regulatory agencies
regarding pollutant monitoring programs, sample frequencies and total daily
maximum load limits for the Mid Snake River;
• Manages and implements the City's pretreatment program to control all non-domestic
wastewater discharges; enforces federal regulations on all commercial and industrial
dischargers;
• Overseas the development and implementation of the technically defensible local
limits;
• Plans and develops the City's wetlands for sediment removal. Provides oversight of
performance monitoring of environmental projects, such as TSS wetlands treatment
facilities;
• Monitors surface and ground water pollutants;
• Reviews storm water collection and drainage systems and other public works
infrastructure projects;
• Conducts special environmental studies as required;
• Reviews plans and specifications for bidding and construction; prepares addendums
during bidding,answers bidder's questions, evaluates bids, and prepares City Council
memos to award construction contracts;
• Works within defined budget to negotiate contracts and amendments;
• Coordinates plan review and resolution of comments with various federal, state,
county, and other agencies to obtain approvals and permits for projects;
• Coordinates with in-house and outside professionals to obtain easements and right-
of-way for projects;
• Provides project management for various capital improvement and public works
projects from conceptual design through construction;
• Provides reviews of plans and specifications for projects; prepares cost estimates.
• Conducts inspections of projects to determine soundness or proper installation of
unusual designs, materials, or equipment;
• Reviews and approves consultant and contractor invoices for various projects;
• Provides technical recommendations or informational guidelines on facility
operations to the Public Works Director;
• Provides issues analysis and develops recommendations for permit applications;
• Prepares, coordinates, and/or reviews intergovernmental agreements with agencies
for capital improvement and public works projects;
• Enforces City Codes by keeping current on City Code changes,Engineering standards
and specifications, and conducting field reviews and inspections;
• Reviews plans based on City code and policies and engineering design standards;
• Prepares reports and makes verbal presentations;
• Participates on committees such as the mid-Snake Watershed Advisory Group, as
assigned;
• Provides needed information and demonstrations concerning how to perform certain
work tasks to new employees in the same or similar class of positions;
• Keeps immediate supervisor and designated others fully and accurately informed

concerning work progress, including present and potential work problems and
suggestions for new or improved ways of addressing such problems;
• Communicates and coordinates regularly with others to maximize the effectiveness
and efficiency of interdepartmental operations and activities;
• Responds to citizens' questions and comments in a courteous and timely manner.
Other Duties and Responsibilities

inquiries and complaints;
• Work independently or cooperatively as a member of a team to complete work on
schedule and according to quality control standards;
• Manage and organize projects;
• Communicate effectively with other City employees, engineers, developers,
contractors, supervisory personnel, City Council and the public;
• Quickly learn and put to use new skills and knowledge brought about by rapidly
changing information and/or technology;

specifications and/or oral instructions;

City employees;

Acceptable Experience and Training
• Bachelor's degree in Science, Civil Engineering, Environmental Engineering, or
related degree; and
• Five (5) years of experience in applying professional environmental principles and
practices; or
• Any equivalent combination of experience and training which provides the
knowledge and abilities necessary to perform the work.
Special Qualifications
• Professional License with the State of Idaho or ability to acquire an Idaho license
within 6 months of hire date within a related field of environmental science, or
engineering.
Essential Physical Abilities
• Sufficient clarity of speech and hearing or other communication capabilities, with or
without reasonable accommodation, which permits the employee to communicate
effectively;
• Sufficient vision or other powers of observation, with or without reasonable
accommodation, which permits the employee to supervise subordinates and perform
on-site field inspections of on-going projects checking for conformity, specifications,
etc.;
• Sufficient manual dexterity with or without reasonable accommodation, which
permits the employee to drive to various locations and operate computer equipment,
and other office and engineering equipment;
• Sufficient personal mobility and physical reflexes, with or without reasonable
