HomeMy WebLinkAboutENG Technician City of Twin Falls Class Specification Engineering Technician Class Code Number: 432-20 Pay Grade: 10 FLSA Designation: Non-exempt Effective Date: July 1, 2013 Department: Engineering Revision Date: Oct. 29, 2025 General Statement of Duties Performs a wide range of technical engineering duties with minimal supervision, exercises judgement in a variety of drafting, specification development, surveying, material estimating, data management or related technical engineering work for development and public works construction activities; performs related work as required. Supervision Exercised and Received: The Engineering Technician works under the general supervision of the Engineering Development Coordinator. Exercises discretion and technical judgement and may serve as a technical resource for specific assignments. Classification Summary Under the general supervision of the Engineering Development Coordinator or other designated manager, this position performs independent, journey-level engineering technician work such as design, drafting, survey, inspection, etc. This position requires a thorough understanding of engineering practices and typically requires one or more technical skills in a specific area. Work is performed within established policies, procedures and regulations. The Engineering Technician may lead or mentor the work of an Intern or other staff as needed. The principal duties of this class are performed in a general office environment, although some work is accomplished in an outdoor environment that may involve adverse weather conditions. Examples of Work (Illustrative Only) Essential Duties and Responsibilities • Performs research, design, and drafting of public works infrastructure projects using AutoCAD or Civil 3D • Reviews consultant and contractor submittals for accuracy, consistency, and compliance prior to supervisor review. • Provides technical oversight and quality control for assigned project components. • Independently performs parcel and property ownership research. • Reviews and verifies metes-and-bounds legal descriptions and runs mathematical closures to determine accuracy of survey descriptions for annexations, right of way dedications, easements, vacations, and zoning changes; • Drafts annexation submittals for County and State Review. • Interprets and applies boundary information from recorded deeds, plats, and field Engineering Technician Page 2 survey closures to calculate bearings, distances, and curve data necessary for preparing precise legal descriptions and exhibits. • Develops and maintains standard operating procedures (SOP's) for technical tasks, identifying and implementing process improvements. • Reviews and updates City standards and specifications. • Analyzes and assigns addresses to new subdivisions and commercial developments in accordance with applicable standards. • Provides technical review of subdivision and commercial construction plans, preliminary plats, and final plats for compliance with City and State requirements. • Issues work orders to the public works department for various infrastructure work. • Reviews applications for use of right-of-ways and public easements by utility companies; • Updates, evaluates, and analyzes GIS data and mapping. • Tracks city irrigation water shares, head gates, ditches and laterals; • Investigates irrigation disputes from various parties; • Assists with traffic studies, data collection, and analysis; • Assists inspections of water, sewer, streets, and misc. infrastructure improvements. • Prepares drawings, project plans, and mapping products using CAD and GIS. • Prepares information packets for contracts used in bid proposals to the public; • Prepares presentations and reports for other departments and public meetings; • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; • Responds to citizens' questions and comments in a courteous and timely manner; • Handles public records requests and information requests. • Communicates and coordinates regularly with internal and external parties to ensure effective project delivery. • Performs other related duties as required. Knowledge, Skills and Abilities Knowledge of: • Civil engineering principles and public works design practices; • Computer-aided design (AutoCAD, Civil 3D) and GIS software operation; • Written and verbal communication techniques; • Surveying, legal descriptions, and mapping practices; • City codes, zoning regulations, and permitting processes.; • Specific software tools such as AutoCAD, Civil 3D, Bluebeam Revu, Cityworks, GIS, laserfiche. Ability to: • Exercise sound technical judgement and make decisions within policy and code restraints. • Plan,prioritize, and manage multiple tasks and projects with minimal supervision. • Provide leadership and guidance to less experienced staff. • Administer projects, compose correspondence, and resolve public inquiries; Engineering Technician Page 3 • Review project plans and ensure compliance with City policies and standards; • Conduct detailed property and record research; • Adapt to new tools and technologies efficiently; • Read and write legal descriptions; • Communicate effectively with other City employees, supervisory personnel, department heads and the public; • Use logical and creative thought processes to develop solutions; • Establish and maintain effective working relationships with other Department and City employees; • Perform all work duties and activities in accordance with City policies, procedures and safety practices; • Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks. Minimum Requirements • Associate's degree in Civil Engineering, Drafting and Design, or related field; • Valid Idaho Driver's license; and • Minimum of five (5) years of experience in drafting, surveying, inspection, or equivalent technical work; or • Any equivalent combination of education and experience providing the required knowledge and abilities. Essential Physical Abilities • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively; • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to perform on-site field inspections of on-going projects checking for conformity, specifications, etc.; • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to drive to various locations and operate computer equipment, and other office and engineering equipment; • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in a general office environment as well as conducting on-site field inspections, which may require walking and minor lifting.
