General Statement of Duties
Provides leadership for the review, approval, and acceptance of private development projects,
including subdivisions and commercial sites with public infrastructure. Directs technical and
administrative activities to ensure compliance with City engineering standards,policies, and
regulations. Oversees staff responsible for plan review, inspection, and documentation of public
improvements. Serves as the City's liaison with developers, engineers, contractors, and agencies
to ensure public improvements meet City requirements. Exercises independent judgment and
technical expertise to manage development processes.
Classification Summary
Under general supervision of the Assistant City Engineer, the Engineering Development
Coordinator manages and coordinates the City's private development engineering review and
acceptance program. The position exercises substantial judgment and autonomy in directing
technical evaluation,plan review, and field inspection of subdivision and commercial
development projects to ensure compliance with City codes, engineering standards, and
regulatory requirements. The incumbent provides supervision, guidance, and training to
Engineering Technicians and Field Technicians and serves as liaison among developers, design
consultants, contractors, and City departments to promote efficient project completion and the
integrity of public infrastructure. Work requires advanced knowledge of civil engineering
principles, development processes, and City standards to ensure public improvements are
properly designed, constructed, and accepted.

Essential Duties and Responsibilities
• Lead, mentor, and direct Engineering Technicians and Field Technicians; establish priorities,
delegate assignments, and ensure work is completed accurately and within established
timeframes.
• Manage subdivision and commercial development reviews for conceptual plans,plats, and
construction plans to verify compliance with City codes, State statutes, ISPWC standards,
and Master Plan objectives.

• Serve as the main contact for developers, contractors, consultants, and the public regarding
engineering standards,permits, and development processes.
• Exercise independent judgment in reviewing plats and construction plans for accuracy and
compliance.
• Oversee calculation, collection, and reconciliation of performance bonds and financial
assurances for development projects.
• Conduct final review of plats and related documents prior to City Council approval.
• Coordinate regularly with other City departments to ensure consistency and efficiency in
review, permitting, and inspection processes for development.
• Review subdivision documentation and supporting materials to confirm that all public
infrastructure and improvements meet City requirements prior to acceptance.
• Prepare and review City project cost estimates, quantities, and construction documentation
for accuracy and completeness.
• Oversee updates to zoning, subdivision, and infrastructure mapping using AutoCAD and GIS
software, maintaining data accuracy and integrity.
• Prepare annexation documentation, legal descriptions, and maps for submission to State and
County agencies.
• Develop and assemble City project drawings, specifications, and contract documents; create
technical details and graphic materials to support design and coordination.
• Administer City project contracts, including payment requests, estimates, change orders, and
design revisions.
• Conduct independent field inspections to verify construction quality, design compliance, and
regulatory adherence; document findings and coordinate corrective actions.
• Review and prepare metes and bounds legal descriptions and ensure mathematical closure.
• Manage the assignment and maintenance of property addresses within City limits according
to established standards.
• Evaluate employee performance and provide recommendations on selection, discipline,
training, and promotion.
• Recommend and implement process improvements, technological upgrades, and workflow
efficiencies within the Engineering Department.
• Perform other related duties as assigned.
Knowledge, Skills and Abilities
Knowledge and Skills:
• Strong understanding of infrastructure design and construction processes, including plan
review and compliance with City standards.
• Subdivision and site development review processes, including plan approval, permitting,
inspection, and final acceptance.
• Applicable City, State, and Federal codes and regulations governing land development,
stormwater management, and public utilities.
• Project management, contract administration, and construction documentation practices.
• Modern surveying, grading, drainage, and infrastructure construction methods and materials.
• Proficiency in AutoCAD, GIS, and related software for mapping, design, and plan review.
• Cost estimation, quantity calculation, and financial assurance management for development
projects.

• Supervisory principles and practices, including staff mentoring, training, and performance
evaluation.
• Effective written and verbal communication for both technical and public audiences.
• Skill in resolving design, construction, and permitting issues while balancing development
goals with City requirements.
• Capacity to manage multiple priorities, exercise sound judgment, and maintain composure in
time-sensitive situations.

Acceptable Experience and Training
• High school diploma or GED required.
• Associate degree in drafting, civil engineering technology, or a closely related field.
• Minimum of five (5)years of progressively responsible experience in civil engineering
standards and practices, subdivision and commercial site review, or public works project
management.
• At least two (2)years of supervisory experience, including directing, mentoring, and
evaluating technical staff.
• Proficiency with CAD, GIS, and related engineering or project management software.
• Equivalent combinations of education, training, and experience may be considered.
Special Requirements
• Must possess or obtain a valid Idaho driver's license prior to employment.
Essential Physical Abilities
• Clarity of speech and hearing to communicate effectively.
• Vision sufficient for on-site field inspections and document review.
• Manual dexterity to operate computers, vehicles, and office or field equipment.
• Mobility to work in both office and field environments, including walking and light lifting.
