EXPERIENCE Cade has had the opportunity to work on all kinds of projects, including large agricultural buildings, churches, and school remodel projects. As an estimator Cade has been involved in design build for commercial remodels and new builds, as well as multiple CM/GC projects for the Cassia County School District and medical and Ag projects where we are the GC. He received a Masters in Accounting from Brigham Young University in 2013. Recently he has been involved in multiple projects replacing HVAC systems on schools and the demolition/remodel of an occupied school building. SECTION 2. EXPERIENCE Ty grew up in the construction industry and as son of the company’s original founder, he is continuing to develop and grow the family business. Ty received his degree in Finance from Brigham Young University and worked for Richmond American Homes immediately following graduation working in purchasing in estimating and analyst roles. He graduated from high school in ‘87 and started framing homes in Mesa Arizona. After serving an LDS mission from ‘90 to 92, he framed homes and did concrete work in Utah for a year before starting college, and continued to work in construction while in school. He graduated college in 2000 after which he worked for a large corporation for 3 years in the retail/wholesale industry, where he was able to be trained as a manager. Wanting to relocate, he moved to Idaho and opened his own residential and commercial construction company in 2003. His company self-performed all aspects of construction. In January of 2021 I was happy to join the Jones team largely due to economic uncertainty surrounding the Covid issue. He enjoyed the challenges of being a project superintendent for 2 years, learning a great deal more about commercial construction, and in January, 2023, was promoted to project manager. Rex enjoys using his knowledge and experience as he continues to learn and grow in the construction field. COMPANY PROFILE 10 YEARS OF EXPERIENCE 35 Years Total Pre-construction | Construction | Construction Management SELECT EXPERIENCE Innovative Medical Imaging Center This 13,000 sq ft imaging center was a true collaborative effort between the owner, contractor and designers. The Client came to us with a 75% complete set of construction documents. We then worked hand-in-hand with the client (3 investors and 1 tenant) and the designers (structural, electrical, mechanical engineers and an interior designer). The dynamic of having so many players involved in the designing and decision making process required constant and clear communication. We determined that the two most important goals were speed and a relaxing environment for the end-user. With this understanding we were all able to work toward the same goal and completed this project in just 7 months. It was a testament to me of what can be accomplished when you have unified collaboration. 11 METHODOLOGY In order to define the overall scope of work for the project as a whole, as well as individual projects, it will be absolutely necessary to integrate the needs of the owner within design development, pre-construction, construction, close out, and warranty. As Cassia County’s most experienced Commercial Contractor and Construction Manager, going into our 65 th year, we are enthusiastic to work as CM/GC for the City of Twin Falls. The CM/GC delivery method is a good choice for this new project, allowing a full team approach with Owner – Architect – Construction Manager early in Preconstruction all the way through Construction to project close out. The CM/GC approach also creates opportunities for Gary Jones Construction to make available our full depth of resources and the ability to self- perform work if need for the success of the project. SECTION 3A: PROJECT APPROACH SECTION 3: PROJECT APPROACH In many ways, the Preconstruction phase of a project is the most important stage. The old saying is “garbage in garbage out”. During this phase of a project the potential for success is established through good value design, estimates that establish a base budget, establishing a base line schedule for the entire project and working together as a team to bring a quality set of bid documents to the bidding process. PROJECT KICK OFF MEETING – FORMING THE TEAM Upon receipt of a Notice to Proceed. Gary Jones Construction will organize and schedule a “Project Kickoff Meeting” for all the team members and stakeholders. A typical meeting will include introductions of team members, project overview, review of each team member’s role and their responsibilities, identify overall project goals, including budget and project schedule goals and timelines including milestones. This is also the perfect setting to establish and commit to communication protocols. This is also a prime time and setting for brainstorming any potential risks or issues that might affect the project. Coming out of this meeting every team member will have a “To-Do” list and completion date of their tasks. The next meeting will be on the schedule and committed to by team members at this kick off meeting. And last but not least this event will need to involve food! We will follow the Architects lead and participate in all design meetings as a collaborative partner bringing our experience to constructibility review, cost estimating at each stage of design and reviewing bid documents for holes and for questions that might arise in the bid process. A clean set of bid documents builds trust and confidence in the building and building systems design. When subcontractors and suppliers are bidding that trust in the Bid Documents, typically translates into lower bids. Subcontractors will lower contingency when they know exactly what they are bidding. Shake the bushes! As the CM/GC for the City of Twin Falls we will be soliciting and building interest in the project during preconstruction. Good bid coverage is key to getting competitive numbers from subcontractors and suppliers. We want every local qualified subcontractor to have the opportunity to bid this project. The building approach includes an integrated delivery method, bringing all stakeholders, General Contractor, major trades (HVAC, ELECTRICAL, PLUMBING), and important community partners on board early in the project. 3A: PRECONSTRUCTION DESIGNNTP GMPBIDDINGKICK OFF After the Bid Documents, which include Plans, Specifications and Scopes of work, are completed during preconstruction. Gary Jones Construction will create bid packages for each division of the work for distribution and solicitation of bids from qualified subcontractors. Emphasis will be placed on local qualified subcontractors. These bid packages will be constructed to allow for the best opportunities for our local trades. This is where our public works open house efforts will pay off. Once the bidding process is complete, Gary Jones Construction will work through all submitted bids/proposals and work on a final guaranteed maximum price of construction for the City of Twin Falls. This stage is completely transparent to all team members and where the CM truly earns their keep. It’s at this stage of the bid process that bids/proposals that are over budget or in question for scope of work etc., can be pulled, not accepted, and re- bid to align with project budget. This is one of the key factors why owners select CM/GC model as a construction delivery method. Once the GMP (Guaranteed Maximum Price) is in place, reviewed by the Architect and accepted by the City of Twin Falls, Gary Jones Construction will issue Subcontract Agreements to all subcontractors and suppliers for completion of the project. This is the transition from CM to “GC” , guaranteeing the completion, price and performance of the project as the General Contractor. If we identify areas that need to be adjusted we can update the projected costs accordingly. This allows us to cater the design to the owner’s budget. Once design is finalized, we will provide a lump sum cost for the project so the owner knows what the cost will be based on the final design prior to starting the project. PRE-CONSTRUCTION AND CONSTRUCTION Integrate and update pre-construction estimates as design development is taking place to assure that budgets reflect actual construction specifications and design. Integrate a value engineering standard to ensure the owner’s desired spec level is achieved in order to avoid a facility that is over-specified and over- priced. At Gary Jones Construction we use the experience and intuitive approach to construction, based on the experience of our construction manager, project managers, superintendents, crew leads and workforce to build effective schedules. We transfer this knowledge base to paper with Microsoft Project, Project Online and Pro Core construction management software. We understand the owner may need to make changes throughout the course of construction. Any owner-directed changes to the scope of the work will be priced and communicated to the owner promptly so a decision can be made and work can continue. SCHEDULING TECHNIQUES AND SOFTWARE Gary Jones Construction uses Microsoft Project to build individual and master schedules for our projects. A master schedule and individual project schedule will be developed with input from all team members and project stake holders. Schedules are updated to reflect actual tasks accomplished and milestones achieved. Identifying long lead time items, such as HVAC equipment, and including those items in a well developed schedule, that includes procurement, can help to ensure that equipment is on site when its needed. SCHEDULE COMPLIANCE • Our Project Managers play an important part in developing the schedule so that it reflects actual duration of construction activities. Many smaller school districts need collaborative partners to help build facilities that are typically hard to finance with traditional school bonds. Gary Jones Construction has been a strong partner with districts that need big, smart thinking to accomplish facility programming goals. This project was 16,500 square feet with a contract value of $450,000 and was completed in 2023. Explanation Since 1959 Gary Jones Construction has developed a pool of trusted subcontractors and suppli- ers. Over that time some disagreements and issues have arisen during the construction process. Typically, in the spirit of cooperation and good business practice, these issues can be resolved prior to involving a third party. Over the years Gary Jones Construction has taken great pride in resolving these issues short of involving the legal system or third parties. In the last year we had our first mediation matter arise. An explanation of the proceeding follows. Gary Jones Construction resolution with Roberts Roofing Roberts Roofing was put under contract with Gary Jones Construction to install a new TPO Roof on Burley High School. Roberts Roofing failed to meet its obligations under the contract. Several attempts were made to resolve these contract issues with Roberts Roofing, which failed to pro- duce results. In an effort to avoid further legal remedies, despite having a well documented and contract based position, GJC decided to move to mediation to resolve the dispute. After media- tion GJC settled the issue and avoided any further legal remedies. APPENDIX : G.
