Dear Mandi and Members of the Selection Committee,
Thank you for the opportunity to submit our Statement of Qualifications for CM/GC
Services for the Twin Falls Animal Shelter Expansion project. Suburban Construction
Management (SuburbanCM) is proud of our recent selections by the City for the Public
Works Site Improvement and City Park Restroom Replacement projects, and we value this
trust. The Animal Shelter project represents an ideal combination of the two projects we
are currently managing for the City.
SuburbanCM is a locally owned and operated construction management/general
contracting (CM/GC) firm. I am Andrew DiPietro, Principal, a Twin Falls native. My career
started in the local trades here, providing foundational industry knowledge. After years in
the field, I became a Project Manager for a prominent commercial general contractor. A
key project was serving as Superintendent and Project Manager for the Magic Valley
Regional Airport Terminal Expansion and Remodel, where I developed strong, valued
relationships with the City of Twin Falls.
I founded SuburbanCM in late 2021, starting with the Blue Lakes Urgent Care remodel.
We've grown steadily, focusing on commercial projects with some residential work. Now,
at 4 years, SuburbanCM is poised for long-term success with a strong, agile team,
sustainable growth, solid processes, appropriate bonding, licensing, and working capital.
Crucially, we have trusted local subcontractor and supplier relationships vital for
delivering successful projects like this one.
As a smaller firm, our advantage is a consistent, hands-on team. We are focused,
responsive, and deeply invested in every client relationship, especially those close to
home. This will prove out to be a great advantage to this project!

Pre-Construction Phase
01. Contract, Planning & Coordination
Once selected, we will submit our CM Contract to the City for Pre-Construction Services.
Once approved and fully executed, we will move immediately into the next step: sitting
down as a team to plan the pre-construction process. While straightforward, this stage
requires careful coordination with City Council schedules and compliance with the legal
timeframes for publishing and soliciting bids.
02. Bidder Engagement & Formal Clarification
Once those dates are set, we will conduct a Pre-Bid Meeting on-site with all prospective
bidders. Both the Architect and the City will need to have a representative present, and
we will lead the meeting to ensure clarity and alignment. Following the meeting, any
questions from bidders will be addressed in coordination with the Architect, and
responses will be issued formally as an Addendum.
03. Bid Day & GMP Confirmation
Bid Day is the culmination of this process—and it's where our efficiency really shines. We
open bids transparently, both through Procore and sealed envelopes, organized by Bid
Package. Because our budget is already fully built in advance, we can confirm the
Guaranteed Maximum Price (GMP) in real time as bids are opened.
This efficiency in the bidding and buyout process is a tremendous advantage for the
Owner. On both the City Park and Public Works projects, our well-defined Bid Packages
and streamlined approach allowed bidders to stay focused, eliminated gaps and
overlaps, and ensured that contract scopes were ready to go—making the buyout
process smooth and executed quickly. We will bring the same proven process and
promise of results here.

Once bids are confirmed, we prepare and negotiate the GMP
amendment. Immediately upon execution, we proceed with the
subcontractor procurement and contracting phase to lock in
pricing and transition seamlessly into construction.
02. Official Groundbreaking & Kickoff
We coordinate with all stakeholders to set a date for the official
groundbreaking. This milestone formally kicks off the construction
phase, with our team and trade partners beginning on-site
activities.
03. Manage Construction & Communication
Starting week one, we hold weekly OAC

Progress, and Goals. We provide full transparency through
shared access to Procore, Schedules, RFls, and Submittals.

Budget Control integrates the power of Procore into every
project creating efficiency and effective
collaboration with all stakeholders.
COST ESTIMATES VS BIDDING: We can certainly provide a cost estimate early in the project to help
guide the design process. While this estimate is not a guaranteed price and cannot predict actual bid
outcomes, it serves as a valuable planning tool. Additionally, bid packages can be issued
incrementally—as they are developed—similar to a phased approach. This allows us to identify
potential cost impacts early and compare estimates to actual bids as they come in, helping to track
pricing trends and inform decision-making throughout the project.
Phasing: A phasing plan can be incorporated into both the construction documents and bidding
materials, including the bid form and instructions to bidders. To help minimize mobilization costs, we
will also consider strategically overlapping major work activities within each phase. These
approaches can be further tailored once we have a clearer understanding of the City's specific goals
and requirements.
TRANSPARENCY AND ACCESS: All CM/GC projects managed by SuburbanCM through Procore
provide City staff with real-time access to comprehensive financial data, ensuring full transparency,
informed decision-making, and collaborative financial oversight. With authorization from the City's
designated point of contact, any team members can be granted access to this essential component
of the Procore system.
Within the Procore environment, the Budget is more than just a report—it functions as an interactive,
standalone tool. Organized by industry-standard cost codes, it provides detailed line-item
breakdowns for materials, labor, equipment, subcontractors, and other categories. Owner-incurred
costs can also be itemized separately for added clarity. The Budget module supports various custom
views and allows for easy export to CSV or PDF, making it a powerful and flexible resource for
ongoing financial management.
GENERAL REQUIREMENTS: In our CM/GC estimates, we begin by outlining the project's general
requirements. This section captures costs related to construction management, site facilities, safety
measures, permitting, and standard reimbursable expenses. For this project, there will be no building
permit cost, as the City does not charge itself permit fees.
Our Construction Management (CM) fee will be applied to each subcontract line item after the bids
have been reviewed and approved. We would propose a fee between 5% to 7% depending on
duration and overall budget. If preferred by the City, we can also include design fees and special
inspections in the budget to provide a more comprehensive financial overview. Otherwise, the budget
will reflect the direct value of our contract.

5. Scheduling FULL SERVICE CONSTRUCTION

CRITICAL PATH METHOD
The Master Construction Schedule, created using the Critical Path Method (CPM) in Microsoft
Project, serves as a detailed roadmap for the project and is regularly updated. Once the owner
approves it, we will establish this initial schedule as the Baseline. All subsequent updates to the
schedule will be compared to the Baseline, ensuring full transparency.

Just as important as the Master Schedule is our weekly look-ahead schedule. This detailed
overview highlights daily activities and identifies who is assigned to each task. It also includes
coordination with City staff, who are essential to our work in the park. This schedule outlines
any necessary utility shut-downs or access restrictions for major activities. By reviewing this
weekly, we can effectively plan ahead with the City. Although the City is our client, their
ongoing participation is crucial as we work within their space

Clear procedures are in place to effectively address performance issues, ensuring that
production lapses are documented and notices to perform are issued promptly. In the rare and
unfortunate event that a contractor fails to meet their obligations, we will enforce our
contractual agreements and procedures without compromise.

submit invoices via Procore, auto-compiling into the prime pay application for accuracy. This
process, fostering strong subcontractor relationships, provides owners with transparent, timely
payment requests, including all documentation (e.g., lien waivers) submitted to the Architect.
Subcontractors are paid within 72 hours of our receipt of funds, ensuring prompt, accurate
payments for all.

This restroom facility will serve the public at
the new Southside Park, located off Nez
Perce Avenue just east of South Lincoln in +
Jerome, Idaho.
We broke ground on March 17, 2024, and ;

drinking fountain. The project was completed '

Suburban Construction Management PROJECT AT A GLANCE
(SuburbanCM) was selected by Kyle James,
owner of Urgent Care of Idaho, to provide Size: 6,100 sq. ft
construction management services for their Contract Value: $1,200,000
new location. Based on a previous successful
Time Frame: 6 months
project, a CM/GC approach was proposed, with
self-performance of select scopes to save the
owner profit and overhead.
Following the building purchase, a conceptual
design was efficiently developed, and Laughlin
Ricks Architects was engaged. Demolition
began promptly in December 2021, with a
focus on evaluating existing structural "
components to ensure timely project execution.
Throughout the design phase, budget updates
and value engineering were provided, ensuring
alignment with the owner's vision and budget.
The grand opening was held in April 2023, on time and under budget. The project was
completed at 88% of the initial budget and
within a six-month timeframe from the
building permit issuance. This demonstrates
SuburbanCM's commitment to delivering
projects efficiently and cost-effectively.

Suburban Construction Management

The City initially advertised this project for bid ' ,
in 2023. However, only one bid was received,
totaling $2.2 million—well above the original
estimated budget of $1.6 million. In response,
the City initiated a qualifications-based
selection process, similar to this RFQ, through
which SuburbanCM was selected as the
CM/GC. Working collaboratively with the City, t
we revised the project phasing and scope to I :
enhance cost efficiency. By actively
marketing the project to local subcontractors
and carefully managing the bidding process, t
we successfully established a Guaranteed
Maximum Price (GMP) of
$1,485,261—bringing the project within
budget.
We are currently in the home stretch of
construction, and anticipate the project
