For the Twin Falls Animal Shelter Expansion, we will coordinate closely with the City of Twin Falls, Laughlin Ricks Architecture, and the shelter staff to ensure the design and construction approach align with operational needs. Early involvement of the shelter team allows us to understand their priorities and anticipate how construction decisions may affect daily operations and long-term maintenance. More than 80 percent of HC Company's projects are delivered through a CM/GC contract structure, giving us extensive experience in providing early cost input, facilitating design collaboration, and main- taining transparency throughout both preconstruction and construction. Our preconstruction services will include: Detailed Estimating and Budget Control: Preparing estimates at schematic, design development, and construction document milestones. Each estimate will be compared side by side with previous budgets so the City can see how the project is tracking. Costs will be broken down by trade divisions and rec- onciled with design documents at each step. This transparent process allows informed decisions and keeps the project aligned with available funding. Value Management: Facilitating cost and scope reviews with the design team and shelter staff to con- firm that materials, finishes, and systems balance budget, durability, and long-term performance. Constructability and Facility Requirements: Reviewing drawings with particular attention to kennel flooring, drainage, doors, finishes, plumbing, and mechanical systems to support long-term durability and animal care operations. Phasing and Occupied Operations: Developing a phasing plan that addresses safety, temporary barri- ers, noise, odor, and access so that animal care operations can continue safely during construction. Utility and Permitting Coordination: Working with City departments, utility providers, and authorities having jurisdiction to plan tie-ins, shutdowns, permits, and inspections in a way that minimizes impact to the shelter. Procurement Strategy: Conducting prequalification of subcontractors, holding prebid meetings, and encouraging participation from qualified firms. Bids will be evaluated on both cost and capability, and we will compile the Guaranteed Maximum Price (GMP) with a clear record of all scopes and inclusions. Scheduling: Using Microsoft Project to build a detailed preconstruction schedule that in- tegrates design milestones, permitting, bid packages, and phasing requirements. Construction Services CM\GC During construction, HC Company will provide field leadership that prioritizes safety, communication, and quality, while maintaining uninterrupted operations at the shelter. Our construction services will include: Dedicated Superintendent: A full-time superintendent from our veterinary construction team will man- age all on-site activities, ensuring safe access for staff, animals, and visitors. Temporary barriers, wayfinding, and cleaning will be provided to protect daily operations. Schedule Management: Maintaining and updating the Microsoft Project schedule weekly, distributing updates to the project team, and clearly tracking milestones and critical path activities. Subcontractor Management: Setting clear expectations, monitoring performance, and holding weekly trade coordination meetings to resolve conflicts before they impact the field. Financial Transparency: Providing detailed monthly reports with actual costs, committed contracts, allowances, and forecast projections. Subcontractor invoices, lien releases, and pay applications will be reviewed and shared with the City to maintain full clarity on cash flow. Safety and Quality: Preparing a project-specific safety plan tailored to occupied animal shelter op- erations. Safety protocols, inspections, and hazard mitigation will protect staff, animals, workers, and visitors throughout construction. Technology Support: Using Procore for photo documentation and record-keeping. Using OpenSpace to capture 360-degree progress images, which create a historical record of the facility for future main- tenance and remodel efforts. Our approach provides the City with clear information at every stage so that decisions can be made with confidence. Early Budgeting We begin with rough order of magnitude (ROM) estimates based on project type, square footage, finishes, and systems. These early projections help establish a baseline budget framework that can be referenced as the project moves forward. Progressive Estimate Milestones We prepare detailed estimates at schematic design, 30 percent design, 75 percent design, and con- struction documents. Each estimate is compared against the previous version and presented side by side so the City can see how the budget evolves. Trade divisions are broken out clearly, and cost driv- ers are highlighted to ensure the project stays on track. [See next page for example] Phasing Based on Budget Because the project may be completed in phases depending on available funding, we will provide the City with clear evaluations of phasing options. For example, we can isolate the costs of the cat colony and site drainage scope so the City can prioritize these items if phasing becomes necessary. This en- sures that each phase can function independently while supporting the long-term completion of the overall project. Value Engineering We apply a structured approach to value engineering that goes beyond simple cost cutting. Options are analyzed for constructability, schedule impacts, and long-term maintenance. Alternatives are then evaluated with the City, architect, and shelter staff so decisions are collaborative and well informed. Contingency Tracking Contingency funds will be tracked separately and reported with each budget update. Usage will be documented and presented to the City so there is a clear record of how contingency is applied throughout the project. GMP Development During the GMP development, we will prequalify subs, hold prebid meetings, and encourage participa- tion from qualified firms. All bids will be evaluated for both cost and capability. The Guaranteed Maxi- mum Price (GMP) will then be compiled with a clear record of scopes, inclusions, and assumptions. Ongoing Budget Oversight During construction, subcontractor invoices, lien releases, and pay applications will be reviewed by HC Company before submission to the City. This ensures subcontractors are being paid properly and gives the City confidence in the financial integrity of the project. Monthly budget reports will summarize actual costs, committed contracts, allowances, contingency status, and forecast projections to ensure there are no financial surprises. Final Closeout At project completion, the City will receive a full reconciliation of actual costs against the original GMP. This final record provides accountability and a reliable reference for future facility planning. Our goal is to ensure that every project dollar directly supports the City's priorities and contributes to the long-term success of the shelter. Our scheduling process is built on accuracy, trans- parency, and responsiveness to the unique needs of the Twin Falls Animal Shelter Expansion. Master Schedule Development We use Microsoft Project to prepare the master project schedule. This schedule will incorporate permitting activities, procurement of long-lead items, phasing, and construction sequencing. Key milestones such as GMP development, subcontractor award, and turnover of priority areas such as the cat colony will be clearly identified. Our schedule is also tied to our cloud based software, Pro- core, so that the most up to date information is always available to trades and all stakeholders. Phasing and Shelter Operations Because this project may be delivered in phases depending on available funding, we will prepare scenario-based schedules that allow the City to see how individual phases can be sequenced. This ensures that essential components can be prioritized while maintaining safe and functional shelter operations. Schedule Communication and Distribution Our schedules are updated at least weekly and often daily by the superintendent and project man- ager. Updates are distributed to the City, architect, subcontractors, vendors, and others associated with the project. This creates a documented history, promotes accountability, and ensures all team members are aligned on milestones and responsibilities. Reputation and Subcontractor Commitment HC Company has earned a reputation among subcontractors for well-thought-out and well-com- municated schedules. This reputation translates to more competitive pricing and stronger commit- ment from trade partners to maintain the schedule. After identifying there was a major concern with the lead time of the chiller, we were able to work with the designers, the supplier, and the stakeholders to create a specification that would incorporate a chiller that was already in production for the supplier but had not been allocated to a project.
