The Scope of Services currently authorized to be performed by Engineer in accordance with the Agreement and previous amendments, if any, is modified as follows: Additional Scope of Work Twin Falls City Transportation Master Plan Prepared for: Twin Falls City Date: April 19, 2021 The Civil Science team provides the following project scope of additional services for the Transportation Master Plan (TMP) based upon our understanding of the Conversations with City staff. Civil Science will manage and administer the activities associated with the plan through continued communication with the City of Twin Falls and others involved with the plan development. This work plan incorporates the activities and efforts as identified in recent meetings with the City. Our scope of work provides for bolstering the work already completed on the TMP to address comments and concerns which have developed since the Draft TMP was submitted for review. The items listed are in addition to the original scope of work. ADDITIONAL AND SUPPLEMENTAL SCOPE ITEMS Task 1—Bicycle Transportation Section Civil Science will provide additional information and support for the Bicycle Transportation section of the TMP with the following areas of focus. • Hold an internal work session with City personnel from Parks and Rec.,Engineering,and others as needed with Civil Science to discuss options for the following items. All rights reserved. o Final Draft of Bicycle Path Plan o Incorporating the Bicycle Path Plan into the TMP o Identify Discontinuities in current bicycle routes o Discuss CIP list options for 2-3 projects o Discuss use separation options to separate bicycles from vehicular traffic • Provide recommendations and alternatives to enhance the bicycle transportation system and promote continuity in the system. t • Generate a bicycle use map using Strava Heat Maps to identify and quantify existing bicycle usage patterns and number of cyclists within the City of Twin Falls. • Review and assist the City of Twin Falls Bicycle Path Plan which went through original development in 2014. • Review and address comments and summaries from public comments and meetings. • Form a bicycle transportation CIP list for top 2-3 projects. • Define parameters for bike facility types and recommended sizing of those facilities. o Show photographs of use separation options and give a brief description of each option Task 2— Increase discussion on 3rd Bridge Crossing • Mention the most recent ITD 3rd Bridge crossing study and associated data • Include the ITD study in the Appendix of the TMP Task 3—Address Traffic Modeling Issues • Review growth data used by Hales and determine if it is correct for the whole city or if the anomalies were just with the 2nd Avenues. • Revise traffic model if necessary,to reflect determinations. Task 4— Incorporate Sidewalk Master Plan in the TMP • Coordinate with the City staff regarding sidewalk plan and needs. • Coordinate a CIP list with work being done currently by the City. • Reference the transition plan which was presented to the City Council on 2/8/2021. • Incorporate the Sidewalk Plan and ADA Transition Plan into the TMP as appendices and mention them in the body of text. • Provide guidance and support for use of the ADA transition plan within the body of the TMP. Task 5—Address Truck Route Plan • Mention the Washington Street to 6t"Avenue, to Shoshone Street 129 K truck route. Include recommendations for bicycle use lanes or paths. • Provide guidance on how to apply the different designations. • Establish approach limitations and restrictions for each type of collector. Task 7—Address Road Diet Examples and Applications • Evaluate reduced radii at intersections for local roads and their impacts on the transportation system. • Analyze the existing street width for local roads to see if reduction in widths is warranted to reduce the section to 30' of asphalt. • Provide recommendations to street widths to support the design manual being developed. Task 8-Address land use options and possible effects on the Transportation System • Analyze impacts to transportation system of mixed-use developments and discuss how micro-towns could affect the transportation system in a paragraph. Task 9—Transit Study Report • Reference and insert the Transit Study Report into the TMP • Refence and insert MPO Report developed by Montana State if it is completed in time for implementation in the TMP final Draft. Task 10— Blue Lakes from Bridgeview to Falls/North College • Evaluate alternatives to increase traffic flow in this portion of Twin Falls. o Mention the 3 left turn lane option and discuss crossover issues. • Reference and discuss recent studies from ITD.
