HomeMy WebLinkAboutTF Master Plan-RFP scope REQUEST FOR PROPOSAL (RFP) TWIN FALLS TRANSPORTATION PLAN
The City of Twin Falls is updating the City's existing transportation master plan and is intended
to complete within a year. The purpose of the RFP is to solicit statements of qualifications.
Statements will need to address the Criteria that follows. Statement will be limited to 15 pages,
excluding resumes of the project team, and will be received until 5 pm on Thursday, June 23,
2016. Interviews may follow, based on evaluations of the proposals.
CRITERIA 1 — PROPOSED METHODS AND APPROACH
Provide a work plan that discusses the approach towards revision of the existing plan and
includes a list of Key Project Tasks. The work plan should include a proposal for public
involvement. We are looking for innovative ideas both on the technical issues and in the public
engagement portion of the process. A newer component of the transportation master plan will
need to address trends in mobility and appropriate integration of existing documents and plans
into this plan. A literature review of the current planning documents and the City Code is
anticipated, with recommendations for modifications to enable improved, or in some cases
diminished, accessibility, standards and capacity. The capacity analysis work will be refreshed
with the potential for a revised capital improvements plan. The City has collected data on the
existing pavements. Work this year included LIDAR data which should be available shortly.
The City would like this transportation plan to address maintenance as well as capacity.
CRITERIA 2 — PROJECT TEAM
Identify Project Manager who will be responsible for the execution of the work, for ensuring the
adequate personnel and other resources are made available for this project, and for assuring
the quality and timeliness of the consultant's performance. Include a brief resume indicating
personal experience and qualifications, specifically related to the development of
transportation master planning efforts.
Identify the prime consultant's key personnel and subconsultant(s), if any available for this
project and the roles and duties of each. Include brief resumes indicating experience and
qualifications as they specifically pertain to this project. You are welcome to submit a project
organization chart if that is helpful to understanding the relationships.
CRITERIA 3 — EXPERIENCE & REFERENCES
Discuss the project team's direct experience in the development of transportation planning
documents. The evaluation team should be able to clearly determine which team member
worked on a project and in what capacity. The project description should include a date and
should help the evaluation team determine that the prior projects are relevant to our efforts and
when the project occurred. Please include references.
