Classification Summary The principal function of an employee in this class is to serve as lead worker to maintain the City's water service activities including service requests, metering, water sampling on new water mains and hydrant and valve maintenance program. The work is performed under the direct supervision of the Water Supervisor with considerable leeway for the exercise of independent judgement in accordance with policies, procedures and techniques. The nature of the work requires substantial training and experience and a broad working knowledge of water operations and the operation of various types of equipment.The Lead Operator may perform the functions of the Supervisor in his/her absence. The principal duties of this class are performed in an outdoor environment that may involve adverse weather conditions and related hazards. Examples of Work (Illustrative only) Essential Duties and Responsibilities • Serves as Lead Worker to maintain and repair waterlines, fire hydrants, gaskets, frost plates, and other services throughout the City's water system; • Trains, assigns, directs, prioritizes, supervises, motivates and evaluates the work of assigned and new employees; • Facilitates departmental safety policies and procedures; • Sterilizes, flushes and samples water in newly-installed water mains and pressure test; • Takes care of traffic situations on job sites, setting up cones and directing traffic; • Makes water taps, runs service lines, sets irrigation mains and sets meter tiles to grade.; • Works with local building contractors, ensuring good customer relations on elevations and locations; • Marks lines for dig lines and fiber locates occasionally; • Performs duties such as checking water pressure, checking for leaks, checking, testing and replacing meters and implementing the meter retrofit program, etc.; • Installs new fire sprinkler mains and fire hydrants; • Performs special projects such as constructing pump station buildings, concrete irrigation structures, sidewalks, curbs, settling ponds, and asphalt repair etc.; • Assists other departments in major excavations, repairing roads and culverts, cleaning irrigation canals for Parks Dept., digging test holes for Engineering Dept., etc.; • Maintains and repairs equipment, grounds and buildings for the Water Department; • May purchase supplies and maintain inventory for the Water Department as needed; • Assists in writing specifications for new equipment purchase; • Answers customer needs such as when water needs to be turned on or off,to check Leaks or irrigation complaints, etc.; • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; • Responds to citizens'questions and comments in a courteous and timely manner; • Provides input and updates for water system maps; • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; • Install Insta-gate valve system isolate systems without service interruptions. The nature of the work requires some previous training or experience to operate specialized equipment, while many of the job functions are learned on-the-job. The position differs from the Senior Operator in the scope of responsibility for performing independent functions and operating a variety of equipment, the work is performed under the direct supervision of the Water Distribution Supervisor or a Lead Worker. An employee in this class performs the duties of other employees in the Water Department as required or as assigned by supervisory personnel. Classification Summary The principle function of this position is to provide leadership to a wastewater crew. Maintains, installs and inspects the City's wastewater system. Under the general supervision of a Supervisor, the Lead Operator exercises independent judgement in accordance with well-established policies, procedures and techniques.
