RE: Sanitary Sewer Overflow event on May 14, 2025, at the Rock Creek sewer crossing
To whom it may concern:
On May 14, 2025, at 2:19 PM, the city's wastewater collections staff received a call from the
contractor hired to replace a sewer line crossing Rock Creek. During a site visit prior to receiving
the notice to proceed with the project, the contractor reported that a section of the pipe was
backing up and spilling onto the ground(refer to Pictures 1-3). Staff promptly responded to the
site and discovered a 12-foot longitudinal hole in the pipe on the west side of Rock Creek. Rags
and other debris had accumulated, causing a backup in the flow and draining out of the openings
in the pipe. Staff utilized a jet truck to clear the line,removing large shop towels and items
resembling socks or other clothing. The blockage was resolved, and no further spillage was
observed by 3:10 PM.
As a follow-up, the site was re-examined on May 19, 2025, to ensure that no further blockages or
spills were occurring (see Pictures 4-5). The city has been working towards a permanent
replacement for this sewer line, as detailed in Attachment 1, which includes requests to the city
council regarding the project. The city has engaged PMF Inc. to undertake the replacement, with
the notice of award signed on May 14, 2025. The contracted completion date of the project is
July 15, 2025.
Initially, the city believed this sewer line was private and had not pursued maintenance or
replacement. However, upon realizing that the line is likely the city's responsibility and in light
of its deteriorating condition, the city has been actively pursuing a permanent replacement.
