ACTION ITEM Request: Request that the Council approve using wastewater reserve funds, not exceeding $140,000, to purchase a second odor scrubber with associated components. Time Estimate: Staff estimates 5-10 minutes to explain history and request. Background: On April 3, 2023, the Council was presented with the results from the 2022 odor control study completed by Consor Engineering. That study identified the next steps to be taken, which included purchasing a mobile odor scrubber. The City received a mobile odor scrubber in July 2023 and began using the unit at two different locations. On October 23, 2023, the Council was presented with the data collected during the summer of 2023 and the positive impact the mobile odor scrubber provided on hydrogen sulfide concentrations in the City's sewer. The results suggest a permanent odor scrubber would be beneficial near the last manhole along the Grandview trunkline before it drops off the canyon rim to reduce odors in the surrounding neighborhood. Following the October 23, 2023, presentation to the council, neighbors living near the canyon rim asked that the City conduct another trial using the mobile odor scrubber at the last manhole. In preparing to complete this trial, it was determined that an odor scrubber is required at a location on the south side of town for an uncertain amount of time. To accomplish a trial at Canyon Rim, a second odor scrubber will be needed. The mobile odor scrubber the City currently owns has a maximum airflow capacity of 650 cubic feet per minute (CFM) and holds 1,000 Ibs of carbon media. When it was purchased, the City paid $53,908. Purchasing another odor scrubber of the same size is expected to cost a similar amount. If a similar-sized odor scrubber were purchased, it would be useful during the trial but may have limited use following the trial. A more favorable option would be to buy a larger odor scrubber with two blowers that could ultimately be used in a permanent location. One blower would be the same size as the mobile odor scrubber (650 CFM) for a temporary application, while the larger blower would be used when the unit was installed in a permanent location with a maximum airflow capacity of 2,000 CFM. The larger odor scrubber would also have four times the volume of media storage, including 2,400 Ibs of carbon media and an enhanced compartment with 1,000 Ibs of a special carbon media made of coconut shells to provide additional air cleaning that the mobile odor scrubber does not have. The estimated cost of a larger odor scrubber is $115,400 (see attached estimate). City staff recommends purchasing the larger odor scrubber and using it temporarily on the south side of town to free up the mobile odor scrubber for the trial at Canyon Rim. Once the trial is completed and a permanent location is identified, the City will have already invested in the appropriately sized odor scrubber to be used at a permanent location. Additional associated expenses with odor scrubbers are the carbon media, mist eliminator, and odor loggers. The carbon media must be changed when the carbon has absorbed the allowable amount of hydrogen sulfide and no longer absorbs hydrogen sulfide. The carbon media's life span depends on the hydrogen sulfide concentration from the sewer. The odor scrubber is filled with media and ready to use when purchased. It is expected that the carbon media in the second odor scrubber will last approximately 1-2 years and could last longer if spikes in hydrogen sulfide are reduced. The cost of replacing the carbon media in the second odor scrubber is estimated at around $17,000. It is recommended that the City purchase the replacement media to store and have on hand for when the carbon media needs to be replaced. There is also a need to add a mist eliminator to the mobile odor scrubber to reduce the amount of moisture that enters the carbon media (see attached estimate). Additionally, the odor loggers used in data collection require regular calibration and replacement. It is expected that $7,600 will cover the cost of the mist eliminator and odor loggers. Approval Process: Majority approval by the City Council will authorize City Staff to use wastewater reserve funds to purchase a second odor scrubber and associated components. Budget Impact: Sufficient funds are available in the wastewater reserves to expend the unbudgeted amount of$140,000. Regulatory Impact: The odor control study allows the City to continue to better understand the causes and options available to address the odor problems. They will also help meet Strategic Plan Objectives EC1.4.3 "The City will continue to monitor collection systems for odors and mitigate through infrastructure improvements..." and EC1.4.4 "The City will explore creating standards for monitoring air quality particulate saturation and associated enforcement policies." History: N/A Analysis: N/A Conclusion: Based on the findings of the odor control study and the need to conduct an additional trial, the City Staff recommends the purchase of a second odor scrubber ($115,400.00) with replacement media ($17,000) and mist eliminator/odor loggers ($7,600.00). By doing so, staff will be able to complete a trial at the Canyon Rim with an appropriately sized unit that can eventually be used as a permanent odor scrubber.
