To Whom It May Concern:
On about January 24, 2025, a City of Twin Falls sewer line in an alleyway behind 245 Harrison Street
became obstructed. As a result of this obstruction, sewage backed up into the finished basement of 245
Harrison Street and deposited approximately 6" of raw sewage throughout.This residence belongs to
Rachel Scheele, who has lived there for several years with her long-time significant other Will McGhee
and their daughter. A neighboring property also had some minimal backup due to the blockage. Will
contacted a plumber who came out and found a blockage in the City's sewer line.The plumber
contacted the City, who sent laborers out and dislodged the blockage. Will/Rachel paid $500 for the
plumber's services.
There were several items of personal property in the basement of their home, including electronic
devices, musical instruments, tack, decorations, gun cabinets,tools, clothing, furniture, and other
miscellaneous possessions.The raw sewage in the basement destroyed most of this property.The
destroyed property is reliably estimated to have a replacement value of approximately$24,774.49.
Will contacted their insurance company, State Farm,who referred them to ServePro in Twin Falls to
clean up the property. ServePro performed initial cleanup of the property and is in the process of
seeking reimbursement from State Farm in the amount of approximately$33,000.00. However, State
Farm has informed ServePro and Will/Rachel they are uncertain whether they will cover the damage
because it originated from blockage in the City of Twin Falls' sewer system. State Farm has referred
them to the City of Twin Falls to seek restitution.
To date, ServePro and Ballard Enterprises have billed $33,161.71 for their cleanup services. For future
expenses,they have been informed that it will cost approximately$79.978.62 to restore the property to
its original condition—the lowest quote of the two they received.

Please accept this letter as a demand for the City of Twin Falls to pay ServePro and Ballard Enterprises
for already-incurred costs of$33,161.71, and to reimburse Will and Rachel for their lost personal
property in the amount of$24,774.79. Please also accept this letter as a demand to pay for ongoing
expenses incurred to restore the property to its original condition.
I have attached a list created by Will/Rachel identifying the personal property that was destroyed due to
the sewage, along with estimated values--including links to replacement items found online. ServePro
can provide further documentation of the items removed from the home after the flood.

order.
