Dear Angel,
The Charter Oak Fire Insurance Company ("Travelers") is the general liability carrier for the City
of Twin Falls. In that capacity, we acknowledge your claim for property damage that occurred on
12/19/2024. It was reported that a sewer backup occurred in your home located at 182 Harrison
Street in Twin Falls, Idaho.

Based on the information received and our investigation into the facts of loss, we have
determined that our insured is not liable for your damages. While our insured does own the i
sewer infrastructure involved in this loss, this simple control of public property does not
automatically constitute liability in the event of a loss. A governmental authority must have had
prior notice of a defect or necessary maintenance and failed to act on that notice within a
reasonable time frame to be considered negligent. Regarding the sewer infrastructure involved in
this loss, there were no known defects or issues that the City of Twin Falls failed to address prior
to the date of loss and the sewer infrastructure has been regularly maintained.
While we regret that you have incurred these damages, we must respectfully decline this claim
as the facts of loss do not support an allegation of negligence against our insured.
