pump is constantly running, I showed up and found no water is going through
the meter. he was concerned that maybe his neighbor who had just installed
a above ground pool and had left their hose running all night to fill their pool
may be causing the flooding issue. he just wanted to verify that it was in fact
the neighbour and not his service line.
