CM/GC and PRECONSTRUCTION EXPERIENCE
In 2000, Wright Brothers became the first licensed Construction Management firm in the state of Idaho.
Over the past 10 years, Wright Brothers has completed over$150 million in Design-Build and CM/GC projects,

permitting delays through proactive planning.The final result: a safe community space for the City of Twin Falls,
designed for both immediate needs and long-term benefits.As a licensed Public Works General Contractor and
Construction Manager,our team is committed to providing the City with exceptional service, communication,
and project delivery. We will work hand-in-hand with the design team to ensure all documents are recorded
and uploaded for compliance and transparency. Wright Brothers is able and prepared to provide payment and
performance bonds and Builder's Risk Insurance.
We are currently working with the city of Twin Falls Parks And Recreation department on the Canyon Trail,
Junction/Chobani Wellness Park.This specific project has presented cost challenges necessitating several
iterations of drawing updates and scope clarification.With due diligence, Wright Brothers was able to solicit
bids and reduce the cost of the project.We feel earlier entry into this process during design as well as our several
successful years of working with Jensen Belts,we would help avoid these types of challenges and ensure project
financial and schedule success for the Vista Bonita Park.
DESIGN PHASE GUIDANCE
As CM/GC partners,we collaborate with the design team to develop detailed budget estimates and conduct
constructability reviews,ensuring clear,coordinated plans for the subcontractors.Through design, Wright Brothers
provides square foot cost analyses and leverages industry trade references for accurate pricing and various
constructibility requirements. Weekly preconstruction meetings during design phase with the City and the design
team will ensure transparency and communication.
During the design phase,Wright Brothers will identify long-lead time items early on and engage the necessary
agencies for permitting well before the time of construction.The final project schedule is developed with input
from the owner and subcontractors to ensure feasibility and alignment with project goals.A critical path schedule
is established, and we offer guidance on accelerated timelines, procurement, and phased construction.
STAKEHOLDER INPUT
Our process values teamwork and fosters an alliance between our client and the project management team,
emphasizing listening to our client and stakeholder's needs, developing cost-effective solutions, and maintaining
close personal communication to achieve quality results from initial consultation to building occupancy. During
design,we hold weekly preconstruction meetings with all stakeholders to identify challenges, address budget
concerns, and promote collaboration. During construction,we conduct bi-weekly OAC meetings (on-site or virtual),
with memo-style updates sent in off-weeks for transparency.These consistent touchpoints allow us to proactively
manage changes to phasing or temporary measures.Wright Brothers will develop a detailed site logistics plan
that minimizes disruption and implements sound safety barriers, clear signage, and maintaining a conscientious
workforce.
APPROACH TO VALUE ENGINEERING
Value engineering/management is a constant throughout the project. Best Value options for DPW and SOS will
be constantly evaluated and communicated. We ensure seamless collaboration and are able to proactively adjust
phasing,temporary provisions, and site logistics while minimizing disruptions with a clear operational plan.
CM/GC Design Estimate Success Wright Brothers thoroughly understands project budgets and suggests cost-
effective construction methods. In a recent CM/GC role for a Cold Storage facility,we reduced costs by$2.SM
during the 11-month design phase. Initial ROM budget was based on a 78,000 SF footprint and was$24MM.
Client required a $21MM construction budget and Wright Brothers guided the design team to incorporate
operational adjustments to reduce the building size and identified alternate construction and material suppliers
to provide additional savings.

4. PROJECTAPPROACH
CONSTPUCTION SEIRVICES
Once construction begins,we will closely coordinate construction with on-site personnel and office support.
Monthly owner meetings and weekly subcontractor meetings are held on-site to review progress and make
clarifications.The project manager and superintendent are responsible for conducting and documenting weekly
progress meetings so all parties are in compliance with the approved project schedule and specifications. Our
project team also keeps a system of daily construction reports,shop drawings and submittal logs, projects photos,
inspection and testing reports, and requests for information, etc.We will implement our construction quality
management program and safety program throughout the project. It is our intention to coordinate/complete all
aspects of project construction including FIFE and Art Installations to deliver the project ready for its intended use.
CONSTRUCTION ADMINISTRATION
Wright Brothers closely tracks project costs bi-weekly during construction to ensure budget adherence. If
preliminary estimates indicate overages,we coordinate with the entire team—suppliers and designers included—
to develop Value Engineering options that realign costs. When unforeseen conditions with cost impacts occur,
we: evaluate the overrun and its cause;verify scopes and communications; propose justified solutions with
documentation; and engage the team for final decisions.We embrace creative collaboration, prioritizing budget,
quality, and schedule. Our team promotes clear communication, leveraging trade and design experts to minimize
financial and schedule risks without compromising design integrity.Throughout construction,we analyze on a
daily and weekly basis how schedule and material constraint may affect the outcome of a project and are nimble
enough to adjust our schedule to ensure the project proceeds if issues may arise.
LEADERSHIP
Communication is essential to the success of the entire project's life cycle.Wright Bothers holds a weekly
coordination meeting throughout the duration of the project.We encourage a City representative to be present
at this meeting as we discuss the coordination of upcoming work and logistical challenges.These consistent
meetings provide a forum for our subcontractors to discuss areas of concern,enabling efficient resolutions to
maintain the projected schedule.We also hold a monthly owner's meeting to specifically address project progress,
review monthly billings,field reports, and discuss upcoming milestone dates. Our project management team will
also communicate with the District's representative via email or phone calls as needed to quickly address line-
items.As the project ends,we will work closely with this representative to ensure final delivery and coordination
are seamless with the completion of the project.
TEAM STPUCTUPE & STAFFING . . • .
The proposed CM/GC team brings extensive experience to the City of Twin Falls.As a Construction Management
expert and Certified Construction Manager,Owner Trevor Wright is available to the proposed team to provide
high-level oversight and preconstruction input for the projects.Vice President Rob Faddick will be your
Preconstruction Manager and Project Coordinator as your primary point of contact for the City. Both Rob and
Chief Estimator Brian Ellway will work with the Jensen Belts design team to ensure thatyou receive the best
design and value for the money spent on the project.
Project Manager Zach Carter has successfully lead public works projects and is familiar working in Twin Falls with
current project,Alder Apartments located in the area. Zach will work closely with the City while managing the
schedule, budget, and operations. General Superintendent Cory Overlin is finishing up a Greenbelt project for the
CCDC and will work hand in hand with Zach to monitor project progress,ensure work is completed on schedule,
and coordinate delivery of materials and equipment with vendors and suppliers.

5.TOTAL PROJECT BUDGET CONTROL
Managed by our Chief Estimator Brian Ellway,our estimating staff begins work on the project well before the time of
bid.They become involved at the onset of the budget reviews and feasibility studies to ensure that the project budgets
are reasonable and attainable. Estimates will be done throughout the design phase at conception,50%,70%and at 90%
construction documentswith final GMP.
BIDDING
Once construction documents are completed,we spend extensive time soliciting all of our subcontractors who
would be capable of taking on the project scope and schedule.Wright Brothers will develop bid packages that
make economic sense to the subcontractors and are the most helpful to you. We not only advertise within the
online plan rooms, but we also personally solicit proposals from responsible subcontractors who have proven track
records on our projects and encourage them to participate. We will tabulate the bid results and recommend the
lowest qualified bidders for your approval.After owner approval of the successful bidder(s),Wright Brothers will
complete the execution of the construction contract(s) using the carefully defined scope identified in the bid
package(s) for each specialty contractor following the AIA family of documents.
Bid packages are structured to obtain a broad base of interested subcontractors.They will begin the subcontractor
advertisement process and solicit bids during the procurement phase when project development begins.As bid results
are organized,a control budget will be established as the baseline for the project cost management.This will assist the
team in managing,controlling and monitoring project costs during all phases of the project. Establishing a baseline
budget is a pivotal early step in the design process offering a roadmap for effective cost management from planning
through close-out.
The baseline budget establishes the foundation for the Schedule of Values (SOV),essential for assessing subcontractor
payment requests. Monthly reviews of billings ensure alignment with on-site progress reported by personnel, resulting
in a detailed SOV that line-itemizes equipment, materials,and subcontractors.

Unless required otherwise, Wright Brothers exclusively manages our projects through Dexter-Cheney Spectrum
Construction Management Software. Spectrum provides a comprehensive platform for organizing all subcontracts,
specification reviews, RFls,ASIs cost tracking, billing, and daily field reports. Retention of project funds is
established via an agreed upon percentage in the owner contract. Subcontractors are issued an AIAA401 contract.
Retainage is only paid out once the Architect has issued a certificate of substantial completion and the building
has received a permanent occupancy permit from the overseeing jurisdiction.
Our Accounts Manager oversees, manages,tracks and invoices separate cost categories through Viewpoint Trimble
software. Each project is allocated its own job number.Within that job,specific phase codes tie line items to the
SOV. Multiple clients are able to be managed under one job with separate SOV's assigned according to funding
parameters.
BUDGET CONTPOL
Wright Brothers understands that value engineering/management is a constant throughout the project. However, it
is important to do the value engineering during the design phase rather than after bidding,so the owner realizes
the full value of the changes. Best Value options for the City will be constantly evaluated and communicated during
weekly coordination meetings.Wright Brothers'approach to value engineering will take multiple factors into account
(quality, procurement,warrantyterms, life cycle cost),with a goal of cost savings without sacrificing the quality or intent
of the project. Emphasis will be placed on early coordination of equipment and project infrastructure to identify and
address any potential conflicts.
As options are presented from owner,design team or trade expert,Chief Estimator Brian Ellwaywill provide a cost
analysis; Project Coordinator Rob Faddick and Project Manager Cory Overlin will determine effects to schedule
and logistics including real-time effects on construction.Wright Brothers has successfully provided budget and
constructibility analysis for preconstruction services on a variety of projects by evaluating constructibility through the
lens of overall project health,with client expectations and needs as the priority.

During construction, project costs are closely tracked on a bi-weekly process to ensure the project remains on
budget. Payment Applications are submitted for review by the 20th of each month,and both the SOV and Payment
Applications are transmitted to Design Consultants and owner on the 2Sth. Rigorous record-keeping ensures secure
storage of monthly submissions in the CM job shack. Evaluation of pay requests culminates in recommendations
for payment,with Wright Brothers maintaining strict cost control and cash flow monitoring to ensure adherence to
budget constraints.
To keep the owner informed, project progress reports are issued at negotiated intervals,featuring a comprehensive
budget analysis.This integrated approach to progress reporting ensures transparency and accountability,contributing
to the overall success of the project.
VALUE ENGINEERING PROCESSES
During construction, if the preliminary estimates reveal budget overages,Wright Brothers facilitates and
communicates with all team members.We collaborate closely with suppliers and designers to formulate Value
Engineering options to bring the job back into budget. Specifically, if unforeseen conditions arise where there
could be a cost impact,Wright Brothers initiates the following procedures on behalf of the team: evaluate specific
potential cost overrun and cause; review and verify scoping documents and all project communication to ensure
issues are warranted; prepare a reasonable and justifiable solution with supporting backup; and finally, address all
items with the project team for final decision.
Understanding that conflict at times can drive innovation,we keep an open mind and emphasize a creative
approach to work towards a cohesive outcome with budget,quality and schedule as a priority. We lead through
construction by valuing and treating all of our subcontractors,suppliers and vendors as important members of
the project team. When conflicts arise on the jobsite, our project management team works diligently to promote
clarity and communication utilizing our trade experts and design team to mitigate financial and schedule impacts

CM/GC Design Estimate Success
Wright Brothers thoroughly understands project budgets and suggests cost-effective construction methods. In a
recent CM/GC role for a Cold Storage facility,we reduced costs by$2.5M during the 11-month design phase. Initial
ROM budget was based on a 78,000 SF footprint and was$24MM. Client required a $21MM construction budget
and Wright Brothers guided the design team to incorporate operational adjustments to reduce the building size
and identified alternate construction and material suppliers to provide additional savings.

Wright Brothers utilizes the Critical Path Method scheduling throughout the project design and construction.
This maintains a milestone schedule throughout the duration of the project. During the design and construction
phases of the project,we hold weekly coordination meetings. During these meetings we distribute a
comprehensive schedule and identify and discuss upcoming critical path items.This enables us to overcome
possible issues well ahead of them becoming a reality.

identified through a detailed analysis of project documents to produce a comprehensive scope of work including
submittal requirements. Durations are estimated based upon historical data and timelines for each activity.
Startup,submittal, procurement,construction, and closeout activities are all carefully monitored and tailored to
meet the project's goals.
As your Construction Manager,we will develop a specific constructibility review program for inclusion in the
Quality Management Program. Wright Brothers will review the plans at SO%,70%, and at 90%of contract
documents to compare to the existing site conditions, project schedule and budget. Our project manager
will assist the architect with design details to meet the owner's top priorities outlined in the Construction
Management Plan to make sure they are included in the project.We will also review the building systems to
guarantee constructibility.
SCHEDULE COMPLIANCE
During preconstruction meetings Wright Brothers will identify long lead-time items with vender relationships and
depths of connections to be able to execute the potential scope.We will outline and identify standard turnaround
and milestones are needed to achieve the overall schedule. From there,Wright Brothers will produce a preliminary
total project schedule showing the ideal timeline of bidding and construction for your project.The bid documents
will include this schedule,clearly identifying the duration requirements to all subcontractors prior to submission of
their bids.After subcontractor selection,we will review each construction schedule with all subcontractors, utility
companies and suppliers to gather information such as long lead items or areas requiring special attention.This
information is then incorporated into the final construction schedules and becomes part of all trade contracts.
It is important the subcontractors adhere to the project schedule. Identifying and addressing any potential trade
delays is essential to the overall project health. We strive to avoid those situations by making it clear in the bid
documents that their schedule will be enforced. If trade contractors do fall behind,we will help them find solutions
to bring their work back on schedule. It may mean they supply more manpower or work evenings and weekends.
Wright Brothers has the experience necessary allowing us to adjust the work sequence, as necessary, allowing
schedule adjustments to ensure critical path items are completed as needed.

Wright Brothers works with the design team early in the preconstruction phase to review specifications and
product requirements. Our experience allows us to identify and communicate any potential quality concerns
that could negatively impact long term project health.All shop drawings and submittals are routed through the

Project Manager.

high public visibility necessitated a three phase approach to reduce business impact and streamline materials
delivery and installation.Wright Brothers focused on the reconstruction of the parking lot improvements during

included installing the underground utilities and rough grading for the park. Wright Brothers Concrete crews then

A NOTE ON GREEN WATER SYSTEMS
Sustainable water collection/retention systems are invaluable to any development. It is extremely important
to develop both collection and drainage systems to deliver a product that lasts for generations to come
with as minimal impact to our environment as possible.Wright Brothers has shown ability to prevent
contamination on waterways through work with Waste Water Stations. In Eagle, adjacent to the Boise River,
Wright Brothers provided hydraulic upgrades to the wastewater lagoon treatment system, constructed a
bypass line and effluent pump station wet well, and a new transfer structure. Given the proximity to the River
and wetlands, utmost attention was required throughout construction to ensure proper measures were in
place to prevent contamination of the Boise River. Dewatering reservoirs were installed to hold water until
sediment was at a level that it could be reintroduced into the river system.

recommendation for Wright Brothers, The Building Company. Wright Brothers provided
exceptional service as the Construction Manager/General Contractor during the design and
construction of the recently completed Cherie Buckner-Webb Park.
Located at the corner of 11th and Bannock Streets in downtown Boise, the park replaced a half-
block, private surface parking lot with a destination community open space. Key features included
a large, tree-lined green space, a plaza with movable tables and chairs, public Wi-Fi, enhanced
streetscapes along three street frontages, public restroom, drinking fountains, bike repair and
storage, and programmable lighting. The world-class interactive public art piece "Gentle Breeze"
by renowned artist Matthew Mazzota was also installed as part of this project.
Wright Brothers began construction in October 2020 and the park was complete by July 2021.
Wright Brothers managed to maintain schedule and budget while battling the effects of pandemic-
related supply chain and material procurement issues. They utilized exceptional techniques to
contribute to the overall quality of the finished park.The project integrated unique concrete scoring
patterns with colored concrete and cast-in-place concrete seating benches. Wright Brothers
created mockups in advance to fine tune design details and ensure the finished product met the
desired quality. Wright Brothers successfully managed to pour the architectural concrete
throughout the winter months into the spring. Each different colored concrete panel was poured
separately, which required a high-level of attention to detail to achieve the correct slope.
Over the course of this project, Wright Brothers served as a valuable partner in strategically
guiding the team to the best value decisions while still meeting the overall goals and vision for
this new public space. Wright Brothers approached everything with a strong sense of teamwork
and a can-do attitude. Keeping CCDC's best interests in mind, they delivered this project on time,
under budget, and at an extremely high quality level. Wright Brothers was particularly mindful of
safely building in a busy urban area. Their site was always orderly, their employees were
professional, and they actively managed numerous subcontractors and suppliers to ensure work
was completed efficiently. Wright Brothers' insight and knowledge of construction and

From early 2019 to present, I have worked with Robert Wright and his team at Wright Brothers,
The Building Company, on our Phase II, Rupert Square project. I appreciate the opportunity to
write this letter of recommendation on their behalf. This project consisted of widening
sidewalks, updating underground utilities infrastructure, installing ADA bulb outs, resurfacing of
public roads, installing ornamental sidewalk brick, installing a tower clock, and installation of
several hanging baskets and planters. This large intricate job was partially funded with a Federal
Grant. Wright Bothers adhered to the standards and qualifications of the grant.

Rhodes Skate Park & Streetscapes Improvements Boise, ID
Wright Brothers was selected as the General Contractor to improve the 15th and 16th streets Boise
Rhodes Park area.These projects include the world-class Rhodes Skate Park,the Rhodes Parkour Park,
as well as the 15th and 16th Street improvements project.Wright Brothers worked closely with the
City of Boise,the Albertson's Foundation as well as world-renowned skate park architect, Grindline,
to create the Rhodes Skatepark. Continued improvements include the Rhodes Parkour park as well
as improvements to the surrounding 15th and 16th streets to enhance the overall beauty,design, and
landscaping of the area.At its construction, Rhodes Parkour park was the second park built and the
largest existing in the United States.

I have had the distinct privilege of working with Wright Brothers - The Building Company (WBTBC)for over
fifteen years here in the Treasure Valley. We have worked together while I was at Boise Parks and Recreation in
several capacities including having them as a general contractor constructing projects such as Rhodes Skate Park
and consulting with them on numerous projects for cost and construction methods in a Construction
Manager/General Contractor (CMGC) role. They are experts in all things construction and from their ownership
team, cost estimators, project managers, and field team—WBTBC can assemble a team to meet and exceed
project expectations with constant communication and problem-solving skills. When faced with a challenge the
