Thank you for the opportunity to submit our Statement of Qualifications for CM/GC
Services for the Vista Bonita Park Expansion project. Suburban Construction Management
(SuburbanCM) is proud of our recent selections by the City for the Public Works Site
Improvement and City Park Restroom Replacement projects, and we value this trust. The
Vista Bonita project represents an ideal combination of the two projects we are
currently managing for the City.
SuburbanCM is a locally owned and operated construction management/general
contracting (CM/GC) firm. I am Andrew DiPietro, Principal, a Twin Falls native. My career
started in the local trades here, providing foundational industry knowledge. After years in
the field, I became a Project Manager for a prominent commercial general contractor. A
key project was serving as Superintendent and Project Manager for the Magic Valley
Regional Airport Terminal Expansion and Remodel, where I developed strong, valued
relationships with the City of Twin Falls.
founded SuburbanCM in late 2021, starting with the Blue Lakes Urgent Care remodel.
We've grown steadily, focusing on commercial projects with some residential work. Now,
at 3.5 years, SuburbanCM is poised for long-term success with a strong, agile team,
sustainable growth, solid processes, appropriate bonding, licensing, and working capital.
Crucially, we have trusted local subcontractor and supplier relationships vital for
delivering successful projects like this one.
As a smaller firm, our advantage is a consistent, hands-on team. We are focused,
responsive, and deeply invested in every client relationship, especially those close to
home.

Budget Control integrates the power of Procore into every
project creating efficiency and effective
collaboration with all stakeholders.
COST ESTIMATES VS BIDDING: We can certainly provide a cost estimate early in the project to help
guide the design process. While this estimate is not a guaranteed price and cannot predict actual bid
outcomes, it serves as a valuable planning tool. Additionally, bid packages can be issued
incrementally—as they are developed—similar to a phased approach. This allows us to identify
potential cost impacts early and compare estimates to actual bids as they come in, helping to track
pricing trends and inform decision-making throughout the project.
Phasing A phasing plan can be incorporated into both the construction documents and bidding
materials, including the bid form and instructions to bidders. To help minimize mobilization costs, we
will also consider strategically overlapping major work activities within each phase. These
approaches can be further tailored once we have a clearer understanding of the City's specific goals
and requirements.
TRANSPARENCY AND ACCESS All CM/GC projects managed by SuburbanCM through Procore
provide City staff with real-time access to comprehensive financial data, ensuring full transparency,
informed decision-making, and collaborative financial oversight. With authorization from the City's
designated point of contact, any team members can be granted access to this essential component
of the Procore system.
Within the Procore environment, the Budget is more than just a report—it functions as an interactive,
standalone tool. Organized by industry-standard cost codes, it provides detailed line-item
breakdowns for materials, labor, equipment, subcontractors, and other categories. Owner-incurred
costs can also be itemized separately for added clarity. The Budget module supports various custom
views and allows for easy export to CSV or PDF, making it a powerful and flexible resource for
ongoing financial management.
GENERAL REQUIREMENTS: In our CM/GC estimates, we begin by outlining the project's general
requirements. This section captures costs related to construction management, site facilities, safety
measures, permitting, and standard reimbursable expenses. For this project, there will be no building
permit cost, as the City does not charge itself permit fees.
Our Construction Management (CM) fee will be applied to each subcontract line item after the bids
have been reviewed and approved. We would propose a fee between 5% to 7% depending on
duration and overall budget. If preferred by the City, we can also include design fees and special
inspections in the budget to provide a more comprehensive financial overview. Otherwise, the budget
will reflect the direct value of our contract.

6. Scheduling FULL SERVICE CONSTRUCTION

The Master Construction Schedule, created using the Critical Path Method (CPM) in Microsoft
Project, serves as a detailed roadmap for the project and is regularly updated. Once the owner
approves it, we will establish this initial schedule as the Baseline. All subsequent updates to the
schedule will be compared to the Baseline, ensuring full transparency.

Just as important as the Master Schedule is our weekly look-ahead schedule. This detailed
overview highlights daily activities and identifies who is assigned to each task. It also includes
coordination with City staff, who are essential to our work in the park. This schedule outlines
any necessary utility shut-downs or access restrictions for major activities. By reviewing this
weekly, we can effectively plan ahead with the City. Although the City is our client, their
ongoing participation is crucial as we work within their space

production lapses are documented and notices to perform are issued promptly. In the rare and
unfortunate event that a contractor fails to meet their obligations, we will enforce our
